Historique

The purpose of the gender strategy is to support and advocate for equal participation of men and women     in the election process as voters, candidates, election administrators and observers by identifying and addressing the gender differentiated barriers to and opportunities for full and meaningful participation across a diversity of age groups, socio-economic backgrounds, geographic locations, etc. These may be related to the constitutional and legislative framework, existing institutions, knowledge and capacities and the enabling environment for civic and political participation.

The strategy will aim to further elaborate the areas of gender mainstreaming identified in the programme document and to bring them together - along with the output that specifically targets women’s participation - in one framework to ensure all efforts are working in a concerted, consist manner. The strategy would provide a basis for measuring success in gender mainstreaming by trigender scorecards and/or indicators and a basis for communicating and reporting what has been achieved. The strategy would also define a structure for monitoring gender mainstreaming throughout implementation and provide a space for reviews at milestones to continuously test relevance, identify learning and adjust accordingly.

The strategy will be aligned with international frameworks that support women’s political participation, such as the Sustainable Development Goals (SDG5) and others and with a focus on UN SC Resolution 1325 on women, peace and security due to the fragile and transitional regional situation and the number of countries who are in conflict or post-conflict settings.

Devoirs et responsabilités

Under the general guidance of the Regional Electoral Advisor and the direct supervision of the Gender Programme Manager, the consultant will be responsible for undertaking the tasks hereunder:

  • Meet with the programme stakeholders and conduct a gender audit of the programme;
  • Conduct a rapid gender sensitive context analysis of the region in relation to the election cycle. The analysis would be based on review of existing documentation such as statistics, studies and analysis on gender in elections in the region as well as reports and evaluations of similar programmes. It would include interviews with a sample of key informants from among stakeholders and experts;
  • Review good practices in gender mainstreaming support across the election cycle to identify what has worked and what hasn’t in the context of the region and elsewhere;
  • Formulate the gender strategy based on the above. The strategy would include the results of the analysis, the design of the strategy of how gender would be mainstreamed, a plan for its implementation and monitoring system and review points.

Qualifications et expériences requises

Academic Qualification:

  • Master’s Degree in Social Science, Political Science, International Development, International Administration or any other related field.

Years of Experience:

  • At least 7 years of professional experience working in related areas preferably within the context frame work of gender strategy and/or gender programming.

Technical experience:

  • Proven experience with research, analysis, and reporting on gender issues with a focus on the political and electoral context;
  • Proven work experience on gender strategy in several different countries and contexts;
  • Proven experience in creating presentations; experience drafting reports and policy documents for the United Nations, including UNDP;
  • Experience working with UN agencies, including UNDP, on gender issues is preferred.

Language Requirements

  • Fluency in written and spoken English and Arabic is required. Knowledge of an additional official UN language is an asset.
