Historique

The Sustainable Energy for All (SE4All) is a United Nation’s initiative that seeks to achieve universal access to modern energy, double the rate of improvement of energy efficiency and double the share of renewable energy in the global mix by 2030.  Along the global objectives, Uganda has set its SE4All Action Agenda in the following three goals:

  • More than 98% of Ugandans with access to electricity and more than 99% of Ugandans using modern cooking technologies; 
  • Wood fuel consumption is reduced by 40% and energy efficiency is improved by 20%;
  • Renewable energy sources are diversified and contribute to more than 90% of Uganda’s electricity mix and 38% of the thermal (heating purposes) energy mix.

The above objectives of SE4All are consistent with the UN’s Sustainable Development Goal 7 which is to ‘ensure access to affordable, reliable, sustainable and modern for all by 2030’.

Given the above background, the Ministry of Energy and Mineral Development (MEMD) through the SE4All Secretariat seeks to recruit a consultancy to develop a SE4All website for Uganda that will collate together energy related information from various players in the energy sector and provide updated information on the SE4All targets in the country.

Main Objective:

Development of the SE4All website and online community action which will provide a platform for interaction and information sharing among all those interested in Monitoring and Evaluation (M&E) of Uganda’s progress on achieving the SE4All initiative. 

Devoirs et responsabilités

In line with the main objective, the specific objectives of the development of the website are as follows:

  • To facilitate dissemination of sustainable energy related information for investors, development partners, civil society and all other stakeholders;
  • The website will also facilitate monitoring and ensure accountability and transparency for SE4All and related activities for all stakeholders;
  • Increase and promote the profile and progress of SE4All of Uganda at national and international level;
  • Promote M&E of SE4All initiative at the national level.

The consultant will:

  • Develop (design and host) Uganda’s SE4All website under the guidance of the MEMD SE4All secretariat;
  • Benchmark with other websites with energy related information such as UBOS, IRENA marketplace, International Energy Agency (IEA), SE4All Global, SE4All African Hub, Energypedia and other relevant overlapping web pages;
  • Link the website with MEMD website and other related websites in the Uganda’s energy sector for automatic updates to capture SE4All related information such websites include; Uganda Electricity Generation Company Limited (UEGCL), Uganda Electricity Company Limited (UETCL), Electricity Regulatory Authority (ERA), Rural Electrification Agency (REA) and UMEME among others;
  • Compile and Upload SE4All information on the website.
  • Continue hosting and maintenance of the site, which would include applying security patches, clearing out log files, enlarging disk space before it runs out, sorting out security certificates and fixing bugs in the code.

Compétences

  • She/he should have excellent report writing skills; 
  • Database development skills;
  • Web and Graphic design skills.

Qualifications et expériences requises

Education:

  • The team leader should have at least a Bachelor’s degree in Information Systems, Information Technology, Software Engineering, Computer Engineering, Computer Science or a related field;
  • An Advanced Degree (Postgraduate diploma or Masters Degree in a relevant field) will be an added advantage. 

Experience:

  • She/he should have a minimum of seven years’ experience of developing IT solutions for Government, Government Agencies or International Development Organizations;
  • At least seven years of experience in Web Design or Graphic Design with exposure to multimedia applications and Website maintenance for a large organization.

Language requirement:

  • Should be fluent in English.

Evaluation Methiod and Criteria:

  • Minimum seven (7) years’ experience in Website Development and Maintenance - 50%;
  • Education - 25%;
  • Knowledge on the Energy Sector in Uganda - 5%;
  • Previous experience in developing ICT solutions for a Government organization or a Development Partner or a large organization - 20%.

Criteria for Selecting the Best Offer:

The best offer will be selected based on Combined Scoring method – where the qualifications and methodology will be weighted a maximum of 70%, and combined with the price offer which will be weighted a maximum of 30%.

Payment Schedules:

  • 30% of the total cost upon completion of Graphic design mock-ups (at least two proposals);
  • 40% of the total cost upon completion of the design and development of a functional website with a test of the selected design;
  •  30% of the total cost upon the launch of the final functional website, provision of end user Training, and a hosting package for 1 year.

Supervising and reporting:

  • The present assignment will be supervised by the MEMD – SE4All Secretariat;
  • During the mission, the Consultant will be in constant contact with the SE4All Secretariat;
  • A mission programme will be prepared by the consultant before the mission. Timesheets will be submitted bi-weekly and countersigned by the beneficiary. The experts will keep detailed records of meetings, contacts made, and documents collated and will render all information available in digital format and where necessary in hardcopy format when requested.  

Warranty:

The consultant is obliged to respond by revising their deliverables and providing clarification to any demand for improvement, corrections and response to comments for the period up to 3 months after the end of the mission without special remuneration.

Management of the assignment:

The management, organization of the assignment will be the responsibility of MEMD. For any contractual issues arising UNDP has to be contacted for assistance and information.

  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
