Historique

India presently faces a dual challenge of a severe paucity of highly-trained, quality labour, as well as non- employability of large sections of the educated work force that possess little or no job skills. The National Skill Development Policy (2015) of the Ministry for Skill Development and Entrepreneurship indicates that on the demand side, there is an additional net requirement of 11.92 crore skilled manpower in twenty-four key sectors by 2022.

“Creating Employment and Entrepreneurship Opportunities for Women in India” (Disha) is a three-year partnership project between India Development Foundation (IDF), United Nations Development Programme (UNDP) and Xyntéo, supported by IKEA Foundation. Project Disha aims to reach out and enable one million underprivileged women in India through training, employment and entrepreneurship skills development, as well as development of a new model of public private collaboration that can be adapted and replicated across India. Project Disha is implemented in Delhi NCR and Haryana, Telangana, Karnataka & Maharashtra.

UNDP in Karnataka works with various partners to implement pilots in the areas of career guidance and counselling, capacity building of partner institutions to promote career guidance, set-up community driven value chain process and support with micro-enterprise development. UNDP also works in close partnership with the state government to create awareness on skilling and entrepreneurship and support in building capacity of various federations and institutions. The pilots make use of innovative approaches and technology to support implementation across geographic spread to reach girls and women even in remote areas.

To further support implementation of the pilots in consultation with Government of Karnataka, UNDP intends to engage a Consultant to provide technical assistance in the state

Devoirs et responsabilités

Under the overall supervision of Chief Skills & Business Development, UNDP and direct guidance of the State Project Officer, UNDP Karnataka, the Technical Officer will undertake the following: 

To support the State Government with

  • coordinate with training partners and other agencies regarding the proposals submitted as part of skilling training program;
  • review and identify suitable proposals from various training partners and corresponding stakeholders;
  • prepare comparative analysis of various proposals received for training partners as per government norms and procedures;
  • manage the database of technical partners, stakeholders, etc. in accordance with the above. 

To support departmental activities related to skill development and entrepreneurship in Karnataka like facilitating workshops, coordinating with various stakeholders for implementation etc.

To support Disha team in Karnataka related to project implementation and coordination with various partners.

To coordinate with Disha partners especially on MIS related issues and assist State project team in smooth delivery of pilots/program in the State.

Qualifications et expériences requises

Academic Qualification:

  • Master degree in a relevant discipline such as Rural development/Social sciences/Management .

Professional Experience:

  • Experience of Minimum 5 years working in skill development initiatives with Government projects;
  • Experience in government contracting business and government projects/proposals is essential;
  • Knowledge of the principles, terminology and methodology of proposal preparation is preferred;
  • Experience working with MSDE, NSDC, DDU-GKY and other state Government Skill Development initiatives will be preferred;
  • Exposure to working with the Central/State Government is an added advantage.

Language Requirements

  • Fluency in English and Kannada is essential.

  • Consultant shall specify his/her per day consultancy rate; any travel with prior UNDP approval will be handled separately as per rules.
  • Updated CV with contact details of three referees

Payment Schedule:

  • Payment would be done monthly for the days worked and submission of monthly report.

Evaluation Criteria:

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

Responsive; 

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Technical Criteria weight - 70%;

Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Criteria for Technical Evaluation would be as under: 

  • Educational Qualification – 10 marks
  • Total number of experience in the skill development ecosystem – 30 marks
  • Experience in the undertaking similar kind of assignments – 15 marks
  • Understanding of the government system and mechanism – 15 marks

Notes:

  • Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed; Tickets will be issued considering the most direct and economical option and Consultants are not eligible for DSA;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
  • Please note proposals without financial proposal will not be considered.
