The United Nations Development Programme (UNDP) is the UN’s Global Development Network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in over 170 countries, employing participatory approaches to developing local solutions to national and global development challenges. UNDP’s core vision is to help countries achieve simultaneous eradication of poverty and significant reduction of inequalities and exclusion.  We do this through three main areas of work which are: (1) sustainable development (2) inclusive and effective democratic governance, and (3) climate and disaster resilience.

Addressing both climate change impacts and gender equality and women’s empowerment is a key aspect of UNDP’s approach to achieving its core vision. Climate resilience, a zero-carbon future and gender equality and women’s empowerment are seen as goals in their own right and are also central to the achievement of UNDP’s development mandate.

The Low Emission Capacity Building Programme (LECB Programme) has been supporting countries to define their low-emission development vision since 2011, including their intended Nationally Determined Contributions (NDCs). Moving forward, the Programme will support at least 20 developing countries on NDC implementation in the following areas: (1) enhanced integrated governance, (2) evidence-based design and planning of mitigation actions (NAMAs and LEDS), (3) climate friendly investment opportunities which address investor risk, blend and catalyse climate finance, (4) enhanced enabling environments for private sector engagement, and (5) strengthened evidence-based knowledge for learning and advocacy. Analysis and adoption of gender-responsive actions underpins all of these work streams. 

The purpose of this procurement exercise is to contract an individual consultant who will work as Climate and Gender Specialist to better align programme outputs and ensure meaningful outcomes related to gender and climate respectively, and gender and climate combined. The consultant will report to the LECB Programme Manager.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

UNDP is seeking to recruit a Climate and Gender Specialist to better align programme outputs and ensure meaningful outcomes related to gender and climate respectively, and gender and climate combined. Reporting to the LECB Programme Manager, the consultant will:

Climate Change

  • Oversee the workplans of three Programme countries, ensuring the projects are being implemented in a timely manner (November 2017 to March 2018);
  • Provide timely and on-going technical support to targeted national teams on key outputs, including governance frameworks, design of NAMAs and LEDS, design of finance strategies and private sector engagement to support the implementation of climate actions (November 2017 to March 2018);
  • Review quarterly and annual reports from targeted Programme countries (November 2017 to March 2018);
  • Contribute to Programme newsletters, where possible (on demand basis);
  • Contribute to design of Programme tools and methodologies, as needed.

Gender

Provide technical support to up to 10 national teams to (November 2017 to March 2018):

  • fully integrate gender-responsive results into project workplans;
  • prepare and conduct in-depth gender analyses to identify entry points for women in NDC implementation;
  • strengthen findings of in-depth gender analyses and apply learning to refine workplans that fully articulate entry points;
  • Contribute to and/or review gender and climate knowledge products, as needed (on demand basis).

Impact and Results

Serve as the lead for a National Impact and Results publication. Roles include (November 2017 to March 2018):

  • Collect and organize supplemental information required for preparation of national impacts and results;
  • Review progress on a monthly basis, ensuring that impacts and results are being generated and delivered on a timely basis;
  • Review and provide technical feedback on submitted products;
  • Provide occasional updates on progress to strategic partners of the LECB Programme (IKI NDC Support Cluster, PATPA).

Compétences

Functional

  • Demonstrated practical experience in supporting national-level processes in the area(s) of gender equality and mainstreaming in climate change, energy and other related relevant sectors, or design of climate change mitigation projects and strategies.
  • Demonstrated experience in designing and implementing capacity building initiatives in developing countries.
  • Demonstrated understanding of the links between climate change/environment and gender issues.
  • Demonstrated experience working on climate change and gender issues with national or local governments and/or civil society organizations.
  • Experience with the work of UNDP and/or other multilateral, bilateral and civil society development partners is an asset.
  • Excellent analytical, writing, and communications skills.
  • Demonstrated ability to work in an independent manner.

Qualifications et expériences requises

Academic qualifications:

  • Master’s degree in any of the related areas: environment, gender, climate change, sustainable development is required.

Experience:

  • At least 7 years of work experience in relevant technical areas (climate change/environment and gender) is required;
  • Experience on undertaking gender analysis, designing relevant criteria and advising on gender mainstreaming is required;
  • Experience in the design of mitigation actions to support greenhouse reduction efforts at country level in relevant sectors is required;
  • Expertise in assisting countries in designing financial schemes to support the implementation of mitigation actions is required;
  • Experience in producing high-visibility reports is required.

Language:

  • Fluency in written and spoken English is required;
  • French and/or Spanish proficiency are highly desired

Application Procedure

The application package containing the following (to be uploaded as one file):

  • Online application with brief description of why the Offer considers her/himself the most suitable for the assignment; and

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7-hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation (desk review) - Total 70% (700 points):

  • Criteria 1. Demonstrated understanding of developing country issues related to NDCs, Low Emission Development Strategies (LEDS), mitigation actions, climate finance, and MRV. Weight = 10%; Maximum Points: 100;
  • Criteria 2. Relevant experience in the design of mitigation actions to support greenhouse reduction efforts at country level in relevant sectors. Weight = 10 %; Maximum Points: 100;
  • Criteria 3. Expertise in designing financial schemes to support the implementation of mitigation actions at country level. Weight = 10 %; Maximum Points: 100;
  • Criteria 4. Practical experience in supporting national-level processes in the area(s) of gender equality and mainstreaming in climate change, energy and other related relevant sectors. Weight = 10 %; Maximum Points: 100;
  • Criteria 5. Practical experience in designing and implementing capacity building initiatives in developing countries. Weight = 10 %; Maximum Points: 100;
  • Criteria 6. Quality of the high-visibility report submitted. Weight = 10 %; Maximum Points: 100;
  • Interview: Weight = 10 %; Maximum Points: 100.

Having reviewed applications received, UNDP will invite the top three candidates for interview. Candidate should score at least 420 points in the desk review to be considered for interview.

Only shortlisted candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (300 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into a contract with UNDP.

Institutional arrangements

  • The Consultant will be requested to work from the UNDP HQ office;
  • The consultant will be supervised by and report directly to the LECB Programme Manager;
  • Payments will be made upon submission of a detailed time sheet and certification of payment form, and acceptance and confirmation by the Supervisor on days worked and outputs delivered;
  • The consultant will be given access to relevant information necessary for execution of the tasks under this assignment;
  • The consultant will be responsible for providing her/his laptop, a workstation will be provided by the LECB team;
  • Any necessary missions must be approved in advance and in writing by the LECB Programme Manager; 
  • Consultants are required to comply with the UN security directives set forth under https://dss.un.org/dssweb/;  
  • The Advanced and Basic Security in the Field II courses must be successfully completed prior to commencement of travel;
  • The selected candidate is responsible for ensuring that s/he has the necessary vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director;
  • The selected candidate is responsible for obtaining any visas needed in connection with travel with the necessary support from UNDP;
  • All related travel expenses will be supported by the project travel fund and will be arranged according to UNDP entitlements and travel policy. 

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
  • The work week will be based on 35 hours, i.e. on a 7-hour working day, with core hours being between 9h00 and 18h00 daily.

                                                                                      Framework Agreement

UNDP plans to enter into the Long-Term Agreement (LTA) with the TOP ranked successful Individual Contractor to assure resources availability at the required timeframe and/or increased demand for services requested. The service of who will be used on an intermittent and repetitive basis when needed and based on the fixed unit price.  Other prospective applicants that are not contracted, at the UNDP’s discretion, may be placed in the roster of consultants to be used based on an on-call basis for similar services.

Please note that the LTA does not form a financial obligation or commitment from UNDP at the time the LTA contract is signed, and that such an agreement is non-exclusive. When a specific need arises, the successful Individual Contractor/s will be approached and be provided with a specific TOR and deliverables (and time frame) but still within the scope of the responsibilities stated in the LTA. The successful Individual Contractor(s) is expected to provide Confirmation of Interest on the specific services required at the agreed LTA Daily Rate Consultancy Fee. Financial commitments will only be established each time a Purchase Order for the specific services/TOR for Individual Contractor is committed.

This LTA has a cumulative ceiling amount that may accrue to the individual contractor during the life of the LTA, but said amount shall remain as an upper limit, and must not and cannot be interpreted nor understood as neither a financial commitment nor guarantee of business volume.
