UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The role of the EVAW Pillar is to support national counterparts, including the Ministry of Women’s Affairs (MoWA), key line ministries, Parliament, and civil society to support implementation of the National Action Plan for the Women of Afghanistan (NAPWA) and Afghanistan National Peace and Development Framework (ANPDF) in the areas of legal protection, rule of law and women’s human rights. The Pillar builds on partnerships developed with MoWA, other line ministries including MRRD, local government entities in the justice, interior, social protection and health sectors, NGOs and community based groups to strengthen legal and protection mechanisms that are socially or culturally sensitive to Afghanistan’s context.
The EVAW Pillar follows up the implementation of the EVAW Law, EVAW strategy and is further expanding its EVAW program in view of building capacities and providing more coherent and specialized support in the work pertaining to EVAW carried out by both government and civil society organizations. In the next 4 years, the EVAW Pillar will administer a multi-million-dollar program in Afghanistan and will require a high level of human resource capacity to ensure quality implementation of the program.

UN Women is currently working in three different portfolios Elimination of Violence Against Women pillar (EVAWP), Political and Economic Empowerment (PEEP), and Coordination and Advocacy. This post will be working under the EVAWP- based in Kabul, with possible travel within and outside of the country.

Description of Responsibilities:
To support the implementation of all activities under the EVAWP which are focused on legal reform, access to justice and gender mainstreaming processes needed to reinforce and implement the provisions of the Afghan constitution, international treaties especially the Convention for the Elimination of All Forms  of Discriminations Against Women (CEDAW).

Under the direct supervision of the UN Women EVAWP Programme Coordinator the programme Specialist is charged with support to the overall program and daily management of the pillar activities; coordination of pillar programs, projects, and initiatives; oversight of monitoring and evaluation efforts; quality assurance of donor and other reports writing; participation in strategic planning and work plan development; and implementation of capacity building and professional development programs for other national staff in the cluster. The post serves as a key advisor to the Program Coordinator on matters of organizational integrity within the cluster, with the aim of ensuring: (i) compliance with UN Women and UNDP policies and regulations; (ii) effective systems to support program delivery and growth; (iii) accountability to organizational values and principles; (iv) and enabling workplace environment in which staff potential is maximized.

Functions/Key Results Expected:
•    Advisor to EVAW Program Coordinator: The Program Specialist will provide input on the strategic direction of program within the context of Afghanistan. He/She will support the identification of opportunities for productive interventions, resource mobilization and in establishing policies and practices to ensure sound management and staff oversight, to effectively meet program obligations, and to facilitate a workplace environment of mutual accountability, recognition, and respect. The Program Specialist will also be responsible for overseeing quality control of programming and identifying potential challenges.
•    Officer in Charge: The Program Specialist will act as the Officer in Charge (OIC) of the EVAW Pillar when the Program Coordinator is not in country. As OIC, the Program Specialist will assume responsibilities of the Program Coordinator for a given period.
•    Management and Supervision: The Program Specialist will support the Program coordinator in supervising and appropriately delegating areas of responsibility to Pillar staff. The Program Specialist will be particularly responsible to supervise the Program Officers and be maintaining close relations with International Consultants of the pillar to provide the required advices and consultations. He/She will provide intensive support to all staff as needed, overseeing capacity building needs and ensuring quality implementation and partner management.
•    Support Program Coordination: The Program Specialist will support the integration of the Program Coordinator’s technical inputs, vision, conceptualization of the strategy, and annual planning into day-to-day programming activities. Working closely with cluster staff, He/She will coordinate the timing, resources needs, and synergy of all projects and initiatives of the Pillar, encouraging cross-fertilization within and across units as appropriate. The Program Specialist will support the Program Coordinator in overseeing the development of the annual planning process and project activities; including preparation of proposals, work plans, budgets and progress reports with realistic and achievable timelines.
•    Leadership: The Program Specialist is responsible for adhering to the organizational culture of accountability, responsibility, capacity building and quality of services created by the Program Coordinator and guiding other Program staff in adherence to these principles. He/She is expected to support the Program Coordinator in encouraging a team culture of learning, creativity and innovation and respects that there exists a clearly understood and implemented chain of authority and accountability within the Pillar.
•    Partnership and Networking: The specialist will support the Program Coordinator in developing strategic partnerships and strengthening linkages with NGOs, donors, UN agencies, government institutions, private sector, civil society and community grass root organizations for the implementation of the pillar’s work plan.
•    Quality control of donor reporting and Program Writing: The Program specialist will oversee the quality completion of donor reports in coordination with the relevant EVAW staff in a timely and professional manner. He/She will also undertake the preparation of concept notes and other writing materials as requested by the Program Coordinator.
•    Capacity Building: In consultation with the Program Coordinator, the Program Specialist will assess the needs for capacity building of the cluster staff, developing training plans and designing a capacity building and professional development program for national staff to maximize their human potential and optimize operational effectiveness of the pillar.
•    Monitoring and Evaluation: The Program Specialist will oversee monitoring and evaluation of specific projects and initiatives as well as the pillar advising the Program Coordinator on areas in need of strengthening in such a way that proactive and remedial action might be taken in a timely manner.

Qualifications et expériences requises

•    Master’s Degree in Law, Sharia Law, Gender studies, Human Rights, or other related field with at least 2 years of progressively relevant professional work experience in program design and management, program coordination, monitoring and evaluation, donor reporting, and capacity building.
•     Bachelor degree with minimum 4 years’ relevant experience.
•     Experience in setting priorities, budgets, work plans, participating in program development and proposal writing.
•    Proven technical expertise/experience in the areas of EVAW, Law reform from gender/human rights prospective, legal aid, human rights and gender equality issues.
•     A proven ability to liaise with a myriad of stakeholders and partners, including Legal Aid organizations, organizations working for enhancement of women human rights and gender equality, Government departments, Parliamentarians, Legislative bodies, civil society, international organizations, other UN Agencies and grassroots organizations.
•     Clear understanding of the effect/impact of VAW on development and the ways how to address those issues to eliminate violence against Women.
•     An understanding of the legal, social, cultural, and political context of Afghanistan and its relation to gender.
•     Proficiency in the use of computer, office software packages.

Language Requirements:
 Fluency in written and speaking English and local language Dari and Pashto.
