The Government of Liberia (GoL) has received funding from the Global Environment Facility’s (GEF) Least Developed Countries Fund (LDCF) for the project Enhancing Resilience Of Liberia Montserrado County Vulnerable Coastal Areas To Climate Change Risks. The project is being executed by the Ministry of Lands, Mine and Energy, on behalf of The GoL, in partnership with the UNDP Country Office (CO), which is the GEF’s Implementing Agency for the Project. The ultimate objective of the project is to reduce vulnerability and build resilience of local communities and socio-economic sectors to the threats of climate change in Liberia’s coastal County of Montserrado. The international coastal engineer is needed to carry out a comprehensive baseline study of the coast in the New Kru Town community beginning from the National Port Authority. The key stakeholders of the project are the Ministry of Lands, Mines and Energy, Ministry of Public Works, Environmental Protection Agency and Ministry of Finance and Development Planning.

Devoirs et responsabilités

The contractor will report to and be directly supervised by the UNDP Country Office through the Energy and
Environment Unit. However the technical deliverables such as the risk and vulnerability assessment and the recommended designs will be reviewed and approved by a joint team of technicians from the UNDP, MLME, NPA and MPW. The contractor is expected to provide a weekly update to the joint technical team mentioned above at a venue decided by UNDP and stakeholders. He/she is expected to work closely with technicians from the MPW, NPA, and MLME, UNDP National Engineer as well as the local officials in the Borough of New Kru Town in the course of performing the tasks. The project will provide the logistical requirements that will be needed for the execution of the tasks.
The consultant, under the CTA’s direct supervision, is expected to perform the following:

Phase 1: Vulnerability and Risk Related Assessments for the New Kruh Town Vulnerable coastal areas:

  • Analysis of climate change and socio-economic scenarios for Montserrado County coastal areas;
  • Data collection for risk assessment and development of a coastal risk assessment tool/database;
  • Identification of hotspots based on the scenarios developed above;
  • Risks assessments including: i) coastal inundation hazard: wave run-up heights, overtopping rates, and inundation extent; ii) Coastal erosion hazard: surface of land loss during storm events of different return periods and surface of land loss due to gradients in the longshore sediment transport rate; and iii) Structural coastal erosion hazard: structural land loss due to sea level rise.

Phase II: Preparation of an Integrated Coastal Zone Management Plan for the New Kru Town coastal areas:

  • Development of an adaptive coastal zone management plan including the key capacity and the design of key infrastructure (hard/soft measures) that need to be put in place to reduce the exposure of coastal communities to SLR and extreme event induced flooding. Potential solutions to mitigate the coastal risks will be identified against long-term climate change scenarios (30, 50 and 100-year time scales)and will take in account the 3 possible responses: i) reduce exposure through hard and soft coastal defense structures, ii) accommodation and ii) set-back;
  • Carry out the technical feasibility and economic analysis of the adaptation strategies identified in order to identify the best options to be implemented;
  • Provide detailed engineering design and specifications for each of the options to be implemented by the project;
  • Provide a detailed construction cost estimate for each of the options to be implemented;
  • Provide a detailed routine maintenance cost estimate.

Deliverables:

One hard copies of the risks and vulnerability assessment:   One month;  50% payment of contract sum
One hard copies of the adaptive coastal zone management plan including the key capacity and the design of key infrastructure (hard/soft measures) that need to be put in place to reduce the exposure of coastal communities to SLR and extreme event induced flooding including cost estimate for each of the options to be implemented and for routine maintenance. One month;  50% payment of contract sum.

Qualifications et expériences requises

Education

  • At least a Master’s degree in coastal engineering, coastal zones adaptation, backed by expertise in the design and installation of coastal defense structures

Experience:  

  • A minimum of 5 years of functionally-related professional coastal & assessment  experience;
  • Established expertise, proven related works, in coastal morphological and hydrographic studies, and coastal defense structures design as detailed in phases I and II above;
  • United Nations experience, in particular field experience.

Languages: 

  • Fluency in written and spoken English is required.

Evaluation criteria:

Shortlisting: Education = 4 points : Experience = 6 points; 7 points required for pass to the desk review process

Technical proposal (desk review)

  • Technical skills, given by qualifications and training record (20 points);
  • Overall experience in the provision with the services given above (50 points);
  • Adequacy of competencies & skills responding to the Terms of Reference (30 points).

To be qualified candidate should obtain minimum 70% of the total 70 points.

Contract Award

Contract will be awarded to highest scored candidate (technical score + financial scores)/100
Rating will be as follow:

Rating the Technical Proposal (TP):
TP Rating = (Total Score Obtained by the Offer / Max. Obtainable Score for TP) x 100

Rating the Financial Proposal (FP):
FP Rating = (Lowest Priced Offer / Price of the Offer Being Reviewed) x 100

Total Combined Score:
(TP rating) x (Weight of TP, e.g. 70%) + (FP Rating) x (Weight of FP, e.g., 30%)
Total Combined and Final Rating of the Proposal: The higher combined score will be recommended.
