The UN Resident Coordinator (RC) leads the Resident Coordinator System at the country level and represents the UN Secretary General to the Government of Timor-Leste and the UN Country Team (UNCT). The UN RC is the primary interlocutor for the UNCT with the Head of State and Government. The UN Resident Coordinator’s Office (UNRCO) supports the UN Resident Coordinator in his role and functions. The purpose of the Resident Coordinator system (RC system) aims at bringing together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level, helping the UN to be a more relevant and reliable partner for governments.

The Resident Coordinator’s Office (RCO) provides support to the RC and the UNCT to increase coherence of the UN activities in the country, facilitate collaboration and joint initiatives, organize UNCT and coordination meetings, ensure consistent flow of relevant information to and from the UNCT, monitor the functioning of the UN theme/working groups and support the UN Development Assistance Framework (UNDAF).
Currently, the UNCT is undertaking a forward-looking recommendation for new elements to UNDAF goals, and implementation arrangements through identification of entry points to increase UN relevance to deliver on the national priorities and the Agenda 2030; preparation of a document describing strategic positioning and value added of the UN system that can serve as an UNDAF addendum and a proposition to the Government for how the UN system will assist in SDG implementation. The RCO is also the secretariat for the Humanitarian Country Team (HCT). It is convened under the, co-chairmanship of the UN RC, a representative of the INGO community, and the relevant Government counterpart. The objective of the HCT is to ensure sound coordination and communication on emergency preparedness, response and early recovery in Timor-Leste. It seeks to optimize the collective effort of the UN, development partners, other international organizations, non-governmental organizations and the Red Cross Movement. The HCT works in close collaboration with the Government to facilitate a coordinated and effective approach for the provision of assistance to and protection of people affected by a humanitarian crisis. As part of coordination and communication of a humanitarian crisis, the HCT is planning to conduct an Early Warning – Early Action workshop on slow onset disasters including El Nino for two days early October.
Several of these RCO activities require substantive research, conceptualization and writing/formulation of papers, proposals and reports. The RCO has decided to obtain the services of a consultant to assist in this work.

 

 

 

Devoirs et responsabilités

Under the supervision of the Head of Office of RCO, and the UN Resident Coordinator, the consultant will support certain activities of the RCO in the following areas:

Develop UNCT SDG proposition to the new government

  • Review documents including first draft proposition, UNDAF, CPAPs and agency programmes and other relevant documents
  • Consult with individual agencies, and relevant UN Groups including PMT, RM&E, Youth and Gender groups
  • Write a full report of the proposition to the new government, as well as relevant additional papers as required
  • Present the draft proposition report to the PMT, RM&E and UNCT
  • Finalise and present the report to the RC and UNCT

Develop HCT Report and Recommendations from the October Workshop

  • Assist in taking minutes and preparing a full report from the workshop
  • Review relevant documents, and consult with Government and HCT members
  • Present the draft report to the HCT members, finalise and present the report to the HCT chairs/co-chairs and HCT
  • Prepare other follow-up documents as required

Develop 2017 Resident Coordinator Annual Report (RCAR) and Assessment of Results and Competencies (ARC)

  • Collect information from individual agencies
  • Write summary of the RCAR and ARC
  • Present drafts to the RC and UNCT
  • Finalise the documents and send to the RCO

 

 

 

Compétences

       Comprehensive background in research and strategic analysis, including applying an intersectional perspective;

  • High degree of professionalism and able to adhere to agreed timelines and deliverables;
  • Good ICT infrastructure and support; and
  • Extensive operational contacts with government institutions, development partners and civil society partners, across sectors and issue areas.
  • Demonstrable ability to work in a team environment, and to strengthen team cohesion through collective action and individual initiative;

 

 

 

 

 

 

Qualifications et expériences requises

Education

  • Advanced University degree (Master’s Degree) preferably in international studies, public administration, humanitarian/social sciences, economics; or the equivalent combination of education and experience in a related area.

Experience

  • At least 5-8 years (national and international levels) of experience around policy advise, strategic development/development
  • Excellent understanding of the local context, and in particular the new and emerging policy directions;
  • A deep understanding of development, its drivers and trends in Timor-Leste;
  • A sound understanding of the United Nations system and its modalities of working;
  • Familiarity with the global development agenda in terms of the MDGs, and the emerging post-2015 development agenda, including its key principle and cross-cutting themes;
  • Prior experience conducting strategic policy reviews etc., with demonstrated ability to apply a gender-responsive and inclusivity lens; and
  • Proven ability to produce reports and high quality of policy oriented academic publications in English.

Language requirements

  • English language – native level writing skills and excellent oral communication skills. Knowledge/understanding in Tetun, Bahasa Indonesia and or Portuguese will be an advantage.
