UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women's Humanitarian Unit consolidates and supports the entity's existing humanitarian work, including disaster risk reduction for preparedness for risk prevention and mitigation, through its headquarters, regional and country offices, working closely with other divisions within the organization. The aim of UN Women's engagement in humanitarian action is to ensure consistency and sustainability in addressing gender equality concerns across the humanitarian-development continuum as well as to improve awareness and commitment, enhance capacity and strengthen partnerships with national entities, civil society, regional institutions and the international humanitarian system. UN Women's role is to support coordination and accountability efforts and humanitarian providers to make determined and consistent response to women's needs in humanitarian emergencies. UN Women plans to develop the capacity for assessment and coordination of gender-specific needs in humanitarian responses. We will help concentrate the collective synergies, skills and resources of our partners to meet women's immediate survival and safety needs and to build women's empowerment for the longer-term resilience of communities and sustainability of humanitarian action. 

Reporting to the - Regional Humanitarian Advisor, Asia and the Pacific Regional Office, the Programme Specialist - Humanitarian Action and Resilience Building will provide support to the development of Humanitarian and resilience building programmes, capacity building to Country Offices (CO) and Multi Country Offices (MCO), partnership development and strengthening, and development of relevant knowledge products on humanitarian action.  The Programme Specialist will also be responsible for supporting programme development and implementation in Myanmar, particularly to address the humanitarian-development nexus and gender mainstreaming across public systems.

Devoirs et responsabilités

Provide technical support on Gender Equality and Humanitarian Response, including protection and resilience-building through longer term sustainable solutions:

  • Provide technical support, including reviewing and drafting documents and SURGE technical support, to UN Women Offices in Asia and the Pacific on gender mainstreaming in humanitarian action including technical inputs to programme proposals from country offices/ multi country offices, ensuring formulation of high-quality gender responsive country level humanitarian programmes and projects;
  • Participate in and substantively contribute to the design and implementation of strategies for the Working Group on Gender in Humanitarian Action;
  • Provide substantive inputs and support to mainstream gender into UN system-wide inter-agency task forces and governmental coordination mechanisms;
  • Provide capacity development of programme partners, RO and CO staff on gender equality, women empowerment and humanitarian action;
  • In close collaboration with priority UN Women country offices and/or programme presences, particularly in Myanmar and other crisis/disaster affected countries in the region, provide programmatic support to development and expansion of UN Women’s programme and partnerships for humanitarian, development and resilience building programming;
  • Provide technical and coordination support to the conceptualization of the country-level annual work plan and strategic plans and ensure lessons learnt are captured to further guide recommendations and formulation of future humanitarian-development programme planning.

Manage the implementation, monitoring and reporting of the humanitarian action:

  • Formulate the annual workplan and budget and manage day-to-day implementation of the humanitarian action programme in Myanmar;
  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed;
  • Manage the monitoring of the humanitarian action programme implementation in Myanmar, as well as finances using results based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes.

Build partnerships and support in developing resource mobilization strategies:

  • Provide technical input and coordination to UN Women’s engagement in existing inter-agency regional humanitarian coordination mechanisms to promote gender equality in humanitarian response in the region; particularly in Myanmar and other selected priority countries with limited UN Women presence;
  • As designated, participate in and provide substantive input to relevant regional inter-agency and inter-governmental forums and UN system-wide inter-agency tasks forces in the region;
  • Develop and implement partnerships and resource mobilization strategies to facilitate UN Women’s long-term engagement in humanitarian response and disaster response;
  • Participate in and provide technical input in the implementation, monitoring and periodic updating of the resource mobilization strategy on humanitarian action in the region including disaster preparedness.

Contribute to advocacy, communication efforts and knowledge-building of humanitarian action:

  • Develop advocacy strategies for humanitarian action in Myanmar, other countries as necessary and oversee their implementation;
  • Development knowledge management strategies, products and methodologies on humanitarian action in Myanmar;
  • Draft mechanisms to enhance information flow between the M/COs, the Regional Office and HQ to ensure the Regional and M/COs know about humanitarian action related activities undertaken by UN bodies and major global and regional actors and that good practices and lessons learned from the field are shared with HQ and relevant UN system assessments and compilations (such as by cc: Learn, ISDR and OCHA etc.);
  • Research and analyze information on gender equality and humanitarian action from across the AP region which could help present data and practice in a cohesive manner and strongly position UN Women in humanitarian work;
  • Participate in community of practices and contribute to cross-regional exchange of best practices and lessons learned;
  • Contribute to the development of UN Women regional and global knowledge hub.

Qualifications et expériences requises

Education:

  • Master’s degree or equivalent in human rights, gender, international relations, international development, international law or other social science fields is required.

Experience:

  • At least 5 years of progressively responsible experience in designing and managing programmes on humanitarian preparedness and response, gender and development, and/or related fields, ideally with experience in conflict or post conflict or disaster settings;
  • Prior experience in inter-agency coordination, preferably related to gender and/or protection issues;
  • Experience in gender programme development and resource mobilization efforts including humanitarian appeal;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
  • Experience working with the UN is an asset; and
  • Experience working in Asia and the Pacific is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
