The purpose of the project revision is to assist the Government of Azerbaijan to extend the reach of the Information and Communication Technologies with a view to increase efficiency of the public sector institutions, maximize socio-economic impact of ICTs on businesses and people, and to maintain multi-stakeholder dialogue about bridging the digital divide at the regional level. To achieve these complex objectives, the project will pursue multiple partnerships with international organizations (UNDESA, UNECE, UNPAN, UNESCAP and others), national and local authorities in Azerbaijan, civil society, business circles and bilateral partners. The project will have 6 components: 1) Building of national capacities for e-participation; 2) Awareness raising on Open Government data; 3) Establishment of operational framework for TASIM/EurACA; 4) Development of National concept and innovative frameworks for development of knowledge-based and innovative economy; 5) Development of e-Government infrastructure and promotion of e-services; and 6) Organization of 5 th Regional Internet Governance Forum.

Devoirs et responsabilités

Consultant responsibilities will include activities to support implementation of the “Development of national concept and innovative frameworks for development of digital economy” project component targets and activities.

The main responsibilities of the Consultant will include:

·         Develop concept for development of human capital with innovation methods;

·         Develop of mapping national innovation systems: mobility of researchers in Azerbaijan;

·         Research the role of the science system in the Knowledge-based economy;

·         Analysis indicators for the Knowledge-based Economy in Azerbaijan;

·         Develop possible road map for the knowledge-based economy;

·         Prepare SWOT analysis of the research and development and innovation system in Azerbaijan National research and development programmes;

·         Develop trends affecting research, development and innovation;

·         Prepare principle of increasing the innovation capacity of enterprises;

·         Prepare innovative policy-making aimed at the long-term development of Azerbaijan;

·         Prepare roadmap for establishment of experts’ group with engagement of UN experts (UNECE, UNESCAP, UNDESA and other UN agencies) for implementation of Knowledge-based Economy in Azerbaijan.

Qualifications et expériences requises

Education:

  • University/master’s degree in the field of management, finance, economics, political science; international science;

Experience:

  • At least 5 years of relevant experience in the formulation, design, implementation and evaluation of economy development policies and programmes, including employment, ICT projects, innovation policies and frameworks, Innovation Management;
  • Work experience with the state agencies or local business community in projects relating to promoting employment is desirable;
  • Familiarity with the working environment and professional standards of international organizations;
  • Strong ability in producing project document, conceptual documents, and analysis.

Language requirements:

  • Fluency in written and spoken English, knowledge of Russian will be an asset.

Consultant will be evaluated based on the following methodologies:

1. Lowest price and technically compliant offer

When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both:

a) responsive/compliant/acceptable, and

b) offering the lowest price/cost

“responsive/compliant/acceptable” can be defined as fully meeting the TOR provided.

  • University/master’s degree in the field of management, finance, economics; political science; international science; (15 points)

The assignment is planned to start on November 01, 2017-December 08, 2017 and will include 1 trip to Baku (around 4 business days). The total duration of the preparation of document will be 28 business days within the period of November 01, 2017-December 08, 2017 according to the following plan:

Preparation (home office – 23 business days)

Mission to Baku city, the Republic of Azerbaijan and finalization of the deliverable (5 business days)
