The UNDP Local Governance Program aims at strengthening institutional capacities of sub-national governments as well as the engagement and networking capacity of civil society notably at the township level in local planning, inclusive local development and people-centred service delivery. A component of the program is supporting the Government of Myanmar to establish and strengthen One Stop Service (OSS) Centres. Since June 2015, OSS have been established in 316 out of 330 townships as part of Myanmar’s effort to enhance efficiency, transparency and effectiveness in delivering services. Currently, 16 Ministries/line departments are participating in the OSS. To support the implementation of the OSS, UNDP is providing the Government of Myanmar with substantial capacity development in areas such as policy reform, human resource management, IT connectivity, and exposure to international OSS good practice.

OSS are still in an early stage of development in Myanmar. Governance in Myanmar is devolved, not decentralized; as such, the authority for most of the licenses, permits and registrations issued through the OSS remains with line Ministries. The OSS structure itself is coordinated by the Township Administrator, a staff of the Ministry of Interior (MOI) General Administration Department (GAD), who has no direct authority over the line department staff assigned to the OSS. In many cases, the OSS is serving as an information desk; only for a few services does it operate as a true One Stop. In order to strengthen the OSS, UNDP is working with 6 Township sites to pilot good practices that improve customer service and better integrate services. The study tour to Cambodia is intended to expose these local government staff to relevant regional experience in establishing OSS.

Recognizing the progress made by some other countries in the ASEAN region in establishing OSS and mindful of the importance of South-South cooperation, UNDP intends to organize a study tour for a group of 30 Myanmar officials (three from each of the 6 District/Township pilot sites, one State/Region official from each relevant State and Region, and minimum four central government officials from relevant line Ministries) to the Royal Kingdom of Cambodia to stimulate exchange of experiences in the region.

The overall objective is for officials implementing OSS to gain experience and knowledge on good OSS practices in the region. The specific objectives are to enhance the understanding of:

  1. Cambodia’s sub-national governance structure with emphasis on the role of the District level in providing common services.
  2. Role of the central government MOI OSS unit related to coordination among line departments, capacity building and monitoring and evaluation.
  3. OSS institutional structure at the District level, including authority over licenses and permits, staffing and moves towards financial self-sufficiency. Participants will be exposed to practical experiences of coordinating line Ministries, developing and enforcing service standards, and streamlining permits and licenses.
  4. The role of civil society (e.g. District Ombudsmen and NGOs) in conducting quality control and increasing accountability and transparency in the OSS.

Devoirs et responsabilités

The consultants will provide assistance on the study tour as follow:

  • facilitation of contacts with officials, interlocutors;
  • planning, preparing and attending meetings and field visits;
  • documentation / summarizing of meetings;
  • facilitation of information, reports, documents; acquisition of relevant documents / legislation
  • elaboration of short inputs for mission deliverables;
  • translation Khmer - English and vice versa;
  • discussion of selected subject matters with team.
  • analysis of and commenting on draft documents produced by team
  • any other related activity as defined by team leader.

Qualifications et expériences requises

Education:

  • Academic degree (MA, PhD preferred) in public administration, social sciences, economics, law or related field.

Experience:

  • At least 7 years of relevant working experiences and solid knowledge of public administration in Cambodia;
  • Experience in working with government and civil society in Cambodia;
  • Experience in social political and economic analysis and documentation;
  • Knowledge of Cambodia’s OSS highly desirable.

Language Requirement:

  • Excellent verbal and writing English and Khmer language skills.
