UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The European Union and the United Nations have launched the Spotlight Initiative aimed at addressing all forms of violence against women and girls, and harmful practices, which will follow a transformative and evidence-based approach, addressing unequal power relations between men and women and focusing on gender equality and women’s empowerment. In line with the principles of the 2030 Agenda for Sustainable Development, the Initiative will follow a human rights-based approach and take into consideration the specific needs of women and girls who experience multiple and intersecting forms of discrimination and uphold the principle of “leaving no one behind”.

Spotlight Initiative aims to support transformative change on the ground to end violence against women and girls, in numerous countries globally. In order to ensure coherence, alignment, quality, and strong technical support for a programme of this size with regional specificities, the Initiative will be supported by a Technical Unit. A multi-partner fund has been set up to receive, disburse and manage funds and deliver programmes under the Initiative. The Secretariat for the Initiative will comprise two parts, the programme fund management component (housed at the Multi-Partner Trust Fund Office) and the Technical Unit (housed at UN Women).

The Technical Unit is accountable for the technical quality and coherence of the Fund, it will respond to requests from the Fund’s Strategic and Operational Committee, for support and assistance to: Provide key technical support and guidance in development of country programmes: collaborate with and provide support to technical officers of UN Agencies at country and regional levels to guarantee the technical quality and coherence of the Fund, regularly brief and consult all relevant UN Agencies, serve as a liaison to civil society at the global level to build partnerships and ensure inclusion, ensure timely deployment of technical capacity to country programmes as needed, initiate and support regional programming where there is no regional structure, make the linkages between programming and policy outputs, provide on-going monitoring support for quality assurance, coordinate the evaluation of programmes, and ensure public information, communication and visibility for the Initiative and Conduct analysis and management of the Fund’s knowledge.

The Technical Unit will be led by a Senior Technical Advisor who will work closely with the Fund’s Secretariat, the core implementing agencies (UN Women, UNFPA, UNDP) and the Administrative Agent (MPTFO) and will be overseen by the EOSG.

Under the direct supervision of the Senior Technical Advisor of the Fund, the Programme Associate provides programme, financial, administrative and operational support for the Technical Unit Team. The programme and administrative support provided by the incumbent includes financial, budgetary, logistical and other operational support in high standards of quality, productivity and timeliness in the delivery of tasks in line with the UN Women’s principles, rules, policies and operational strategies. The Programme Associate works in close collaboration with the members of the Technical Unit Team and other staff from the Fund’s programmes including the core implementing agencies of the Fund.

Devoirs et responsabilités

Provide advanced budgetary planning, monitoring and financial administration support:

  • Plan and track and ensure audit compliance to financial resources;
  • Prepare materials, estimates and other documents to support budget review, planning and preparation;
  • Create projects in ATLAS, prepare required budget revisions, revisions of project awards and project status, determine unutilized funds, and handle operational and financial closure of projects;
  • Ensure that all financial transactions are identified, recorded and verified in compliance with IPSAS as outlined in the corporate policies and procedures;
  • Review financial reports; prepare non-PO vouchers;
  • Maintain internal expenditure s control system; post transactions in ATLAS;
  • Provide continuous analysis and monitoring of financial situation of the Technical Unit, and presentation of forecasts for development and management projects in close collaboration with the Technical Unit Team;
  • Perform financial recovery functions for the project including financial agreements and report preparations;
  • Coordinate the collection of information for the audit of the programme.

Provide advanced programme and administrative support:

  • Provide programme and administrative support to the Technical Unit Team, including providing inputs in the preparation of programme workplans, budgets and assistance with the monitoring and measurement of project progress and prepare project reports as required;
  • Provide administrative support to the Technical Unit Team in the delivery of its functions;
  • Collect, review, organize and or present information/data/background/briefing materials as required by the Technical Unit Team;
  • Draft routine correspondence, reports and other documents;
  • Provide administrative support to Fund’s programme teams on routine programme and operational issues, and tracking use of resources;
  • Coordinate actions related to general administration of staff, including performance evaluations, validating attendance records, travel/training and extensions of appointments;
  • Maintain and update the programme information management system and reporting tools;
  • Monitor and assist in the preparation and coordination of project proposals, budget implementations, and expenditures;
  • Coordinate extensively with technical advisors and specialists of the Technical Unit Team throughout project life cycles;
  • Prepare public information materials and briefing packets; prepare power-points and other presentations.

Manage   operational and logistical support:   

  • Provide administrative support related to the hiring of consultants and other procurement-related matters in close cooperation with the Division of Management and Administration;
  • Coordinate and liaise with the Fund’s Secretariat as needed to provide administrative support services;
  • In close cooperation with the Division of Management and Administration, assist in the proper management of UN Women’s assets, facilities and logistical services;
  • Prepare all travel and logistics preparations for meetings and appointments;
  • Perform all procurement required functions;
  • Provide operational assistance to country level operations teams as required;
  • Perform revisions and approval of travels in ATLAS, ensuring appropriate entitlement calculation and other requirements are fulfilled;
  • Process F-10s for the liquidation of travels and approve as approver in ATLAS.

Facilitate knowledge management and sharing:

  • Provide administrative support for effective knowledge management and sharing within the Technical Unit Team and the Fund’s programmes;
  • Organize, compile and process information related to donors, partners, programme team as inputs to various data bases and documents;
  • Ensure effective coordination within different global and reginal staff in order to maximize possibilities of collaboration related to the project and its implementation;
  • Support synthesis of lessons learned and best practices in operations related issues;
  • Facilitate the coordination and dissemination of internal and external communication materials.

Perform other duties in support of the Technical Unit Team as requested by the Senior Technical Advisor of the Fund.

Qualifications et expériences requises

Education:

  • Secondary education is required;
  • University Degree is an advantage, but not required.

Experience:

  • 7 years of progressively responsible administrative experience at the national or international level;
  • Experience in financial management support;
  • Experience in a field office or regional office an asset;
  • Previous experience with the UN agencies and funds an advantage;
  • Knowledge of administrative and financial systems;
  • Completion of UN Administrative Support Assessment Test (ASAT) – formerly known as the UN Clerical Test. 

Languages:

  • Excellent command of English, verbal and written;
  • Knowledge of another UN language is desirable.
