The Integrated Territorial Development 2 project builds on the successes of the ADC-UNDP “Local-level Response for Employment Generation and Integrated Territorial Development (InTerDev)” project that has been implemented in southern Kosovo’s municipalities of Dragash/Dragaš and Shtërpcë/Štrpce since 2014. This project has proven to address some of the paramount challenges citizens of not only the partner areas, but of Kosovo in general, face: high rate and long spells of unemployment, lack of decent income generation, poor public services, as well as socioeconomic exclusion of women, youth, and other vulnerable groups. Since its beginning, InTerDev has provided over 900 local citizens with jobs and additional income flow. 

The InTerDev 2 will continue to utilize tested methodologies and will expand its services to a new municipality of Viti/Vitina in the south-east of Kosovo. With the overall objective that inclusive and sustainable income generation and job creation for women and men is improved in the municipalities of Dragash/Dragaš, Shtërpcë/Štrpce, and Viti/Vitina, the project’s purpose is to enhance municipal public service provision in rural development and, in a gender equitable, socially inclusive and environmentally sustainable manner, expand economic activity of local micro and small businesses. It is expected that as a result of project’s three core pillars of activities: 1) municipal officials have enhanced capacities in provision of services in rural development; 2) local micro and small enterprises and farmers have been supported to upgrade their businesses; and 3) bottom-up approaches and local-level concertation for employment generation in the form of Territorial Employment Pacts operate at the municipal level. Working closely with a variety of public, private sector, and non-governmental sector partners on the local level the InTerDev 2 will continue to serve citizens who are at risk of socioeconomic exclusion: local smallholder farmers, micro business initiatives, long-term unemployed and low-skilled or unskilled residents, women, youth, non-majority communities, as well as people with disabilities.

A persistent issue on the local level in Kosovo is the insufficient data collection, and monitoring and evaluation of public services and development initiatives. One of the recommendations of a capacity gaps assessment conducted in the three partner municipalities under the INTERDEV 2 project in early 2017 envisages to support and ensure substantive monitoring of development projects by the relevant municipal officials from involved departments (of agriculture, economic development, rural development) and understand their impact on the livelihoods and economic development of specific stakeholder groups (e.g., smallholder farmers and producers, traders, businesses, women, and youth, among others). This may also be linked to annual work plans and targets of directorates, and serve as basis for rewards and incentives for good performance.

Objective of the Assignment

The objective of this assignment is to establish a monitoring and evaluation framework for development initiatives (public budget-funded, as well as donor-funded), for the three partner municipalities of Dragash/Dragaš, Shtërpcë/Štrpce and Viti/Vitina. 

Devoirs et responsabilités

Through this support,  the respective municipal directorates will be able to better capture and evaluate the impact of these developmental interventions, assess their progress and challenges, and collect appropriate data. Under the direct supervision of the InTerDev 2 Project Manager and in cooperation with the Municipal Project Support Officers in Dragash/Dragaš, Shtërpcë/Štrpce and Viti/Vitina the consultant is expected to:

  1. Review relevant existing documentation including the Municipal Development Plans, Strategies, mandates of relevant departments of agriculture, economic development, rural development; as well as budget and finance, and stakeholder analysis identifying the current activities in each Municipality (est. 2 w/d)
  2. Meet with Municipal directorates to elaborate the current activities under each directorate and current and potential cooperation with other organisations; (est. 3 w/d)
  3. Hold a joint workshop with local NGOs and associations in each partner Municipality to understand the scope of their work, current and their past activities implemented, as well potential donor organization they cooperate with, to get a clear understanding of various projects and their impact in livelihood and economic development of specific stakeholder groups in the targeted areas (est. 3 w/d)
  4. Meet with present donor organisations operating in the three municipalities including UNDP, Caritas Swiss, Helvetas, GIZ, to understand the current and any future initiatives in the field and how they link to local economic development; (est. 2 w/d)
  5. In close collaboration with the relevant municipal department officials, design the monitoring and evaluation framework of municipality- as well as donor-driven developmental initiatives for each municipality including relevant data to be collected, collection modalities, and other critical elements. In addition, coach 1-2 municipal officials in relevant departments on using and updating the framework/database and regular tracking of new potential initiatives. The frameworks must be sensitive to gender and non-majority community elements. (est. 9 w/d) 
  6. Submit a final report on implementation of the assignment, summarizing the developed monitoring and evaluation framework including development initiatives, opportunities and obstacles in each municipality, as well as recommendations for further improvements of monitoring and evaluation capacities in the partner areas. (est. 2 w/d)

Deliverables / Final Products Expected

  1. Meetings with municipal departments, local NGOs, associations and donor organizations are conducted;

  3. Final report is submitted and validated by UNDP.

Scope of price proposal and schedule of payments
Remuneration - Lump Sum Amount

The Contract is based on lump sum remuneration and shall be processed subject to deliverables as per the schedule listed below: 

  • Upon successful completion of  deliverable 1 (Meetings with municipal departments, local NGOs, associations and donor organizations are conducted): 50% of the total amount
  • Upon successful completion of all deliverables: 50% of the total amount

Required Presentation of Offer:

  • Technical proposal, a max. 2 page documents briefly outlining the methodology envisaged for the assignment for delivering the expected results within the indicated timeframe.
  • Financial proposal, the consultant is expected to provide an all-inclusive lump sum amount/financial proposal. The Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. 

Criteria for Selection of the Best Offer:

  • Offers will be evaluated utilizing a combined Scoring method – where the qualifications and technical proposal will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%.

Qualifications et expériences requises

Education:

  • A Master’s Degree in Social Sciences, Research and Statistics, Economics, Agricultural Sciences, Development Studies or related field is required. 
  • A Bachelor Degree in related fields combined with extensive experience in a similar position may be accepted in lieu of a Master’s degree.

Experience:

  • Master’s degree with a minimum of 3 years’ experience or Bachelor’s degree with a minimum of 5 years of relevant experience in practical research and/or direct work in monitoring and evaluation of developmental interventions and public services is required.
  • Excellent knowledge of economic and rural development, and project implementation/project cycle management is required.
  • Previous experience in providing facilitation/advocacy services to local/central governments is a distinct asset.

Language requirements:

  • Fluency in Albanian and English is required, fluency in Serbian is a strong asset.
