Background:

The main objective of the joint EU/UNDP/UNECE project "Supporting Kazakhstan’s transition to a green economy model" is to support the Republic of Kazakhstan in achieving long-term sustainable development for the benefit of all segments of the population through the country's transition to the "green economy" model. The project contributes to the achievement of the goals of the Concept of the Kazakhstan’s transition to the "green economy" of Kazakhstan.

The adoption of the Concept on the transition of the Republic of Kazakhstan to a green economy has made it possible to achieve certain results on the development of renewable energy sources, waste utilization, the introduction of energy-efficient technologies in production, and increased productivity in agriculture. The above results were achieved due to the approved Action Plan for the implementation of the Concept for 2013-2020. At the same time, since the adoption of the Concept, new policy instruments have been adopted in the world to assist countries in the transition to sustainable development. Thus, at the 70th UN General Assembly, a "set of universal and reform-oriented goals and objectives for sustainable development in three directions - economic, social and environmental - in a balanced and integrated manner" was adopted. The universality of the Goals and objectives for sustainable development is that these goals encompass both developed and developing countries. They are complex and indivisible and ensure the balance of all three components of sustainable development. In this connection, bringing the Concept on the transition of the Republic of Kazakhstan to a green economy in line with the goals of sustainable development in the sphere of the environment in terms of improving national indicators will allow us to demonstrate once again the intention of Kazakhstan to become one of the most developed countries by 2050. In support of the countries, the 8th Ministerial Conference "Environment for Europe" in 2016 developed the Pan-European strategic framework for greening the economy, which identified three main objectives for reducing environmental risks and scarcity of natural resources, strengthening economic progress and improving human well-being, and strengthening social responsibility. The strategic framework proposes to link the implementation of green economy activities to the respective objectives of the LRC, so that countries can simultaneously contribute to the achievement of the respective LRCs and their objectives. Linking the transition to a green economy with the achievement of the LRC will assess the progress of the implementation of sustainable development objectives in comparison with the priorities for sustainable development. In other words, the achievement of target indicators in the areas identified as essential for the transition to a green economy should be consistent with the relevant sustainable development goal.

In November 2016, the Paris Climate Agreement came into force and marked the beginning of a new era in keeping the temperature rise 2 degrees before the end of the century. The adoption of this agreement poses new challenges for countries to reduce greenhouse gas emissions to the atmosphere, taking into account the application of the envisaged mechanisms. The mechanisms provided in the agreement offer the developing countries with access to technologies and financial sources, as well as the ability to take preventive measures in relation to losses and damage associated with the adverse effects of climate change.

The mechanisms for ensuring transparency in the provision of national communications and reports make it possible to use the available experience in the future. In this regard, the implementation of the principles and mechanisms of the Paris Climate Agreement in the Concept will not only enhance access to technological solutions and determine the source of funding for technology attraction, but also introduce an early warning system, emergency preparedness and integrated risk assessment and management associated with adverse impacts of climate change. In 2016, Kazakhstan joined the OECD policy instrument - the Green Growth Declaration - aimed at promoting green growth policies by stimulating green investments, eliminating mechanisms that hinder green growth and strengthen international cooperation in this field. According to this declaration, environmental protection is not a burden for economic development, but its locomotive. The Declaration contains commitments to encourage market incentives for "green growth". First of all, we are talking about political measures that directly have positive economic and environmental effects; implementation of tax and budget reforms; improving trade policies and eliminating subsidies that adversely affect the environment (in particular, subsidies for the production and consumption of fossil fuels). The importance of expanding the practice of using environmentally oriented public procurement is noted. The declaration recognizes the necessity to increase efforts for cooperation in the field of clean technologies and the importance of liberalizing trade in environmental goods and services in creating favorable conditions for environmental development. The Declaration also stated a firm decision to ensure that the measures taken to combat climate change are consistent with international trade obligations. Thus, it is clear that during the implementation of the Concept for the transition to a green economy, Kazakhstan, along with the world community, has committed itself to achieving the Sustainable Development Goals, the Paris Agreement and the Green Growth Declaration. In this regard, the proposed mechanisms and tools to fulfill these commitments, introduced in the Concept, will cover all areas of the country's development and accelerate the transition to a green economy.

Devoirs et responsabilités

Scope of work:

  • Stage 1. Collection and analysis of strategic proposals, changes and additions to the Green Economy Concept
  • 1.1. Provision of the draft content of the new version of the Concept of GE to the responsible state body - the Department of Green Economy for further coordination and approval in accordance with accepted state procedures.
  • 1.2. Assistance to the Department of Green Economy in the collection of information, comments, comments and additions to the draft content of the new Concept GE for compliance with the Draft Decree of the President of the Republic of Kazakhstan "On Amendments and Additions to the Decree of the President of the Republic of Kazakhstan" On Approving the Conception on the Transition of the Republic of Kazakhstan to a Green Economy " May 30, 2013, No. 577, processing them and adding a new concept to the new content in the new content.
  • 1.3. Assistance in organizing round tables on the discussion of the concept on GE
  • 1.4. Assistance in the formation of expert working groups
  • Stage 2. Integration of proposals, changes and additions to the Green Economy Concept:
  • 2.1. Providing a format for collecting proposals, changes and additions to the new version of the Green Economy Concept.
  • 2.2. Assist the Department of Green Economy in the organization of working groups with the appointment of team leaders for all segments of the Green Economy Development Concept and coordination on the collection of proposals, changes and additions to the Green Economy Concept.
  • 2.3. Harmonization of the format for the submission of information, the procedure for introducing changes to the new Concept of Green Economy at the meetings of working groups.
  • 2.4. Preparation of an expert opinion on the finalization and processing of existing materials for updating the concept.
  • 2.5 Preparation of an expert opinion on the development of missing materials and the necessary overall structural arrangement of all materials.
  • Stage 3. Presentations and discussions on proposals, changes and additions to the Green Economy Concept:
  • 3.1. Assistance in the organization and conduct of discussions and proposals, changes and additions to the new version of the Green Economy Concept in working groups in accordance with the approved format.
  • 3.2. Assistance in organizing and conducting a broad discussion of the first draft and the final version of the new version of the Green Economy Concept at meetings with the public and all interested parties. For more detailed information on the project please follow the link below:

Compétences

  • Computer skills (MS Office, Internet Explorer, Corel Draw, etc.);
  • Excellent knowledge of Russian and English

Qualifications et expériences requises

  • At least Master degree, PhD will be an asset (in management / economics / international relations / natural resources, etc.);
  • At least 10 years of experience in analytical and / or managerial activities, preferably in the field of environmental protection in Central Asian country/countries;
  • At least 2 years of experience as international consultant in Central Asia;
  • Experience with international organizations and / or implementation of projects for relevant ministries is welcomed;
  • Experience in the preparation of analytical studies, reports with the development of methodological recommendations, including gender equality, experience with grants in the natural resources, environment and ecology sector;
