BACKGROUND

Following many changes in context in Sri Lanka since 2015, and the universal commitment made in September 2015 to ensure the achievement of sustainable development by 2030, UNDP embarked on a process of re-defining the alignment and strengthening the design of its access to justice/ rule of law, human rights, Parliamentary support and peacebuilding portfolio.

UNDP from 2017 will support Sri Lanka with innovative programmatic and operational design and implementation of priority actions identified in key policy frameworks and plans. To this end, UNDP will work in collaboration with several stakeholders, including government, semi-government, civil society, private sector, UN agency and development partners and through increased engagement with the people of Sri Lanka, on the above mentioned inter-linked and complementary thematic areas of focus, to provide integrated and high quality technical advisory and support services.

Building on the work undertaken in 2016 and early 2017, UNDP Sri Lanka provides assistance to the National Police Commission (NPC) and Human Rights Commission of Sri Lanka (HRCSL) to strengthen their  efficiency and effectiveness as independent oversight bodies.  Under the support towards enhancing the communications and outreach of the Commissions, UNDP seeks to recruit a consultant to assist in the selection of suitable service providers to redesign their websites.

 

SCOPE AND OBJECTIVES 

As a part of improving the outreach of the abovementioned Commissions, UNDP seeks to procure the services of a company to revamp the websites of NPC and HRCSL. The procurement process includes  the Request  for Proposals and the evaluation of technical proposals againsts the Terms of References (TOR). UNDP seeks to recruit a Consultant to lead the evalution process to ensure that a competent service provider is selected in accordance with the procurerment standards of UNDP.

RESPONSIBILITIES

The consultants shall be expected to;

  • Develop TORs for the revamping of the websites as per the requirements of HRC and NPC, consulting the UNDP Procurement Unit as required;
  • Review, analyse, clarify aspects of technical proposals and make technical recommendations on each proposal against the given evaluation criteria;
  • Lead and advise the panelists of the evaluation process on any questionable areas of the technical proposals;
  • Provided guidance as required for the panel members to arrive at an informed final decision on the selection;
  • Consider observations of the HRCSL/NPC if and where possible;
  • Advise HRCSL and NPC where required.

 

Expected Output/Deliverables

  1. Terms of Referernce for each Commission is developed, capturing their requirements, within UNDP procurement standards;
  2. Attend evaluation panel  meetings;
  3. Review, anylayse and provide his/her technical opinion on each proposals;
  4. Lead the evaluation process to select a competent vendor in consultation with other panel members.

 

TIMEFRAME

The duration of the Contract is 10 days,  within a period of 1 month starting on 18 of December 2017.

COMPETENCIES  

a. Technical competencies 

  • The Consultants will be identified based on relevant experience in a similar prior capacity of work, analytical skills and educational qualifications and familiarity with the working scope and legal mandate of the Human Rights Commission and National Police Commission;
  • The Consultant should possess a sound knowledge in effective and creative web development, web security and related technical requirement;
  • Experience in advising and engaging web development;
  • The Consultant should possess a sound  understanding  on web designing, web development techniques/ tools, international and national standards of web development.

b.  Partnerships

  • Maturity and confidence in dealing with senior members of national institutions;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.

c.  Results

  • Good team player who has ability to maintain good relationships.

 

Qualifications et expériences requises

QUALIFICATIONS

  • Basic degree in an IT related field with extensive experience in the field of web development and work with online communication platforms.

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 62 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided.  Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts. 

PAYMENT FOR SERVICES

The selected Company shall receive payment from UNDP as follows.

  • Development of ToR and reviewing of proposals individually - 20%;
  • On Successful completion of selection of the successful Vendor - 80%.
