The Building Sector Energy Efficiency Project (BSEEP) is an initiative implemented by the Government of Malaysia supported by funding from the Global Environment Facility (GEF). The objective of this project is to improve the energy utilisation efficiency in the Malaysian building sector particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings.

Numerous energy efficiency projects and programs -including those on buildings- have been carried out by the government over the last two decades in Malaysia to continually reduce the intensity further. However, in the absence of a dedicated regulatory instrument for energy efficiency and conservation, these efforts are piecemeal and disconnected with very little cumulative impact on energy efficiency in the country.

In order to drive a more comprehensive effort for energy efficiency and conservation in a concerted and sustainable manner, an overarching act, together with supporting subsidiary regulations, and complimented by a well-defined implementation mechanisms, are needed.

The BSEEP project is providing support to the Ministry of Energy, Green Technology and Water (KeTTHA) to draft the Energy Efficiency and Conservation Act (EECA). BSEEP is seeking to recruit a consultant to support to the development of the EECA and its subsidiary regulations. The consultant will assess the existing policy and regulatory frameworks on energy efficiency and conservation in Malaysia and propose recommendations on implementing energy efficiency and conservation legislations to the energy suppliers, end-users and the Malaysian economy. The scope of the EECA shall cover both electrical and thermal energy consumption, for the purpose of achieving sustainable growth for the nation.

Devoirs et responsabilités

The consultant will perform the following tasks:

  • Assess the existing framework of policies, legislations and implementation of energy efficiency and conservation initiatives for industrial, commercial and residential sectors in Malaysia.
  • Conduct comparative studies and reviews of similar energy efficiency legislations in several local and international jurisdictions to determine the contextual intent, structure, content, and framework of implementation. The studies and reviews should include the implementation successes and obstacles and relevance to Malaysia.
  • Review the recommendations from other studies conducted on energy efficiency in Malaysia for relevant input.
  • Assess the current regulatory framework in Malaysia for perspective in framing the proposed EECA.
  • Assess and recommend measures to mitigate the impact of implementing energy efficiency and conservation legislations to the energy suppliers, end-users and Malaysian economy.
  • Plan, organise and facilitate study visits required by KeTTHA to learn best practices and  benchmark against other countries.

 

Methodology:

The consultant will work in close consultation with KeTTHA and UNDP Malaysia. The consultant will conduct his/her work through a combination of desktop review, stakeholder meetings and consultations, benchmarking missions and workshops. He/she will report to KeTTHA.

 

Deliverables and Timeline:

The Consultant share prepare and submit:

  • An inception report presenting the methodology for carrying out the assignment & structure/ outline of final report
  • A final report summarising the existing framework of policies, legislations and implementation of energy efficiency conservation initiatives, comparisons of energy efficiency legislations in Malaysia and elsewhere, a review of recommendations from other studies, an assessment of the current regulatory framework in Malaysia, recommendations of measures to mitigate he impact of implementing energy efficiency and conservation legislation. The consultant is expected to conduct any research / surveys related to the subject matter, (if needed) and no additional resources will be provided.
  • Post study mission reports highlighting key points from the missions, outcomes and recommendations

The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports in accordance to the timeline in Annex I.

 

Terms of Payment:

The fee is payable upon satisfactory completion and acceptance of the deliverables by the KeTTHA  and UNDP Malaysia. Breakdown and schedule of payments is in Annex 1.

 

Duration:

The project is expected to be completed in 12 months after signing of work contract by successful bidder. The deliverables and timeline are as per the Financial Proposal form. The consultancy will take place from December 2017 to December 2018.

 

Compétences

  • Ability to build good relationships with stakeholders focuses on impact and results for stakeholders and responds positively to feedback;
  • Able to meet tight deadline for each work package;
  • Excellent teamwork and leadership skills.

Qualifications et expériences requises

  • Master’s degree in engineering, science, environmental policy/ management, or any other similar field;
  • Bachelor’s degree with similar fields as above, with more than 5 years of working experience is accepted in lieu of the Master’s degree.

 

Experience:

  • At least 5 years of relevant working experience in the development of or designing of energy projects or green technology projects, programme/policies or initiatives, especially on energy efficiency or green technology.
  • Has experienced working with Malaysian  stakeholders in the field of energy efficiency and conservation

 

Language Requirement:

Proficient in English and Bahasa Malaysia.
