UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Japan Liaison Office has been established in Bunkyo-ku, Tokyo, Japan since April 2015. The Office works on strengthening UN Women’s partnerships in Japan and mobilizes political and financial resources for the work of UN Women. In particular, it is expected to outreach to various stakeholders, including the government, parliament, private enterprises, academics, NGOs, media and other with a view to bring further resources and political will for gender equality and women’s empowerment.

The consultant will support a variety of its outreach and partnership building activities, and manage projects/advocacy activities; in particular, the consultant will be responsible for implementing the project “Raising awareness of gender equality (“GE”) among young people” in Japan and its related activities.

Devoirs et responsabilités

Under the supervision of the Director of the UN Women Japan Liaison Office, the main responsibilities of the Consultant will be to:

Design, Implement, and Manage Programmes with Project Partners:

  • Contributes to the development and implementation of assigned projects, that aim to promote the empowerment of women, raise awareness of gender equality, and develop capacities of young women and men in Japan to act as agents of change in transforming gender relations;
  • Monitors project implementation including the financial expenditures and reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant colleagues in UN Women HQ and relevant offices as needed;
  • Ensures frequent communication and coordination to build credible working relations among the HQ, Liaison and Regional Offices, as well as key project partners, in particular the donors, the UN Women National Committee in Japan, women’s network, academia and other relevant multilateral and bilateral organizations to advance project goals;
  • Develops and nurtures relationship with UN Women’s external partners through clear communication, timely actions, and outcome management;
  • Organize event(s) as needed related to the delivery of project objectives. 

Build partnerships:

  • Support the implementation of the UN Women resource mobilization strategy in close collaboration with the HQ, regional and country offices to support the achievement of UN Women’s gender programmes/projects outputs and outcomes;
  • Conduct research and analysis with regard to strategic entry points to develop partnerships to support UN Women’s work;
  • Support partnership and advocacy and outreach activities of the UN Women Japan Liaison Office, including through the production of briefing notes, donor intelligence and other materials, SNS and other digital platforms regarding UN Women’s partnerships in Japan;
  • Provide any other assistance which mobilize political will, financial resources and shape the understanding for gender equality and empowerment of women in Japan.

Qualifications et expériences requises

Education:

  • First level university degree in international relations, Gender, Development Studies, Social Work, Human Rights, Social Sciences or related field;
  • Programme or project management certifications (Prince2, PMI, MSP, etc) would be considered an asset.

Experience:

  • A minimum of five years of experience working at the national or international level on gender equality, development programme/projects including experience in design;
  • Experience in event planning/organization an asset;
  • Strong background in results-based management;
  • Proven experience or understanding of gender mainstreaming and advisory/programmatic skills.  Experiences of youth targeted programmes is an asset;
  • Experience or knowledge in working with private sector to implement gender equality programmes is an asset;
  • Progressively responsible experience in resource mobilization, communications/ advocacy, and/or business development;
  • Fluency in verbal and written communications and editing skills both in English and Japanese languages is required;
  • Demonstrated ability to meet tight deadlines;
  • Ability to multi-task;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and good IT skills;
  • Familiarity with UN Women and UN system will be an advantage;
  • Excellent organizational skills and sound judgement.

Language:

  • Fluency in written and spoken English and Japanese.
