UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
UN Women is beginning a five-year initiative in 2018 in Asia funded by the EU-UN global Spotlight Initiative to Eliminate Violence against Women, titled “Safe and Fair: Realizing women migrant workers’ rights and opportunities in the ASEAN region”. 

Implemented through a partnership between the ILO and UN Women, “Safe and Fair” will address women migrant workers’ vulnerabilities to violence, trafficking and labour exploitation, with financial support of the European Union. It will include project implementation in 8 ASEAN countries: Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Thailand, and Viet Nam.

The ‘Safe and Fair’ project will contribute to making labour migration safer for all women migrants in the ASEAN region, by: enhancing protection of women migrant workers in the region, who tend to be most vulnerable to violence and trafficking throughout the migration cycle; strengthening capacities, providing information and knowledge to claim rights; supporting rights-based and gender-responsive approaches to violence against women policies and migration governance; and providing survivors of violence with improved quality support services. The project also aims to improve data and knowledge on the experiences of women migrant workers related to violence.

Reporting to and collaborating closely with the Ending Violence against Women (EVAW) Programme Manager in the Regional Office for Asia and the Pacific, the Programme Specialist exercises responsibility for planning, implementing, and managing UN Women interventions related to the ‘Safe and Fair’ project.  She/he works in close collaboration with the UN Women management and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors, UN agencies- especially ILO- and civil society to ensure successful UN Women programme implementation under the portfolio.

Devoirs et responsabilités

Provide programme development and implementation guidance in the area of Ending Violence against Women:

  • Under the overall technical supervision and quality assurances of the EVAW Programme Manager, serve as the direct manager for the ‘Safe and Fair’ project, providing technical advisory services and substantive advice on policy and programme development based on knowledge of good practices and evidence-based approaches;
  • Manage the overall implementation of the ‘Safe and Fair’ project;
  • Finalize country strategy documents, briefs, policy dialogue materials and other documents related to the ‘Safe and Fair’ project;
  • Provide technical inputs to and organize periodic consultations with key stakeholders, women leaders, human rights experts and UN partners to gather inputs on programme approaches, as necessary;
  • Monitor trends and issues related to violence against migrant women.

Manage the implementation of the “Safe and Fair” project:

  • Finalize the annual workplans and budgets and manage their implementation;
  • Provide programme advisory and technical support within the ending violence against women portfolio, particularly the ‘Safe and Fair’ project;
  • Manage the technical implementation of the project; provide technical advice; ensure synergies and coordination with other thematic teams;
  • Review the submission of implementing partner financial and narrative reports as required, to ensure quality reporting;
  • Guide staff and partners on Results Based Management tools and performance indicators, to support strong results through the project;
  • Participate in Project Steering Committees, project reviews and/or evaluation exercises.

Provide technical assistance and capacity development to project partners:

  • Provide technical support and advice to partners, including ILO, governments;
  • Build, manage, and support relationships with national partners for strong implementation of the ‘Safe and Fair’ project; anticipate and respond to any potential problems;
  • Serve as an expert resource to partners on ending violence against women and violence against migrant women;
  • Implement and oversee capacity building opportunities and initiatives, by and with partners;
  • Supervise and guide the research and data analysis components, to ensure ethical and safety standards for VAW data collection are respected and followed and good quality studies develop;
  • Provide partners with advanced technical assistance, training and capacity development initiatives.

Manage the monitoring and reporting of the project:

  • Manage the process of monitoring the project implementation of activities and finances through regular use of results based management tools;
  • Finalize quarterly reports and donor reports, focusing on results, output and outcomes;
  • Write donor and UN Women reports.

Manage the people and financial resources of the ‘Safe and Fair’ project:

  • Manage the programme budget and spending carefully, and finalize financial reports, mindful of EU standards and reporting requirements;
  • Supervise the work of personnel and consultants located across several countries;
  • Mentor and coach staff and conduct regular and timely performance assessments;
  • Oversee recruitment processes, as necessary.

Build partnerships and support in developing resource mobilization strategies:

  • Develop and implement partnerships and resource mobilization strategies, including in support of country offices;
  • Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;
  • Maintain strong relationships and communications with donors, both current and potential.

Manage inter-agency coordination to achieve a coherent and aligned presence for the ‘Safe and Fair’ project:

  • Provide substantive technical support to the Ending VAW Manager, ‘Safe and Fair’ team, ILO and partners on inter-agency coordination related activities by providing strong technical inputs to implementation plans;
  • Maintain strong coordination with ILO at regional and country levels;
  • Attend interagency coordination and governance meetings, events, and participate in groups and committees, representing UN Women as necessary;
  • Maximize the visibility of the ‘Safe and Fair’ project through joint UN campaigns, such as the UN Secretary General’s UNITE Campaign to End VAW;
  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country and regional efforts (such as within ASEAN).

Advocacy, knowledge building and communication efforts:

  • Represent UN Women in meetings and policy dialogues on issues related to ending violence against women, migrant women, and human trafficking, as necessary;
  • Develop and manage advocacy strategies and their implementation;
  • Identify best practices and lessons learned to guide programme improvement and strategy planning;
  • Lead the development of knowledge management strategies and methodologies and products on ending violence against women;
  • Engage communications experts and partners to ensure the stories and outcomes of the ‘Safe and Fair’ project are shared clearly.

Qualifications et expériences requises

Education:

  • Master’s degree or equivalent in social sciences, social work, human rights, gender/women's studies, international development, law, or a related field is required.

Experience:

  • Minimum 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in ending violence against women;
  • Experience related to labour migration and/or human trafficking is an advantage;
  • Experience in leading/managing a team is a requirement;
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working with civil society organisations is an asset;
  • Experience working in the UN System is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working languages is an asset.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
