The overarching goal of the regional project is to reduce emissions of greenhouse gases (GHG) by promoting energy efficiency (EE) in the countries of the Eurasian Economic Union (EEU), namely Armenia, Kyrgyzstan, Kazakhstan and Belarus, via strengthening the national systems for appliances EE standards. The project also will facilitate harmonization of test procedures, standards and labels among EEU countries, when appropriate. The project is expected to cost-effectively deliver an average reduction energy consumption in the residential and commercial energy use in partner countries. Introduction of energy efficiency standards for energy consuming products will contribute to the common market development, attraction of investment and achieve­ment of the ultimate goal – reduction of greenhouse gas emissions. The project will focus largely on capacity building and assisting governments, standardization institutions, manufacturing, distributing, retail, consumer and environmental stakeholders throughout the EEU region to implement the most cost-effective energy efficiency measures available.

To achieve the objective the project will comprise 3 major components, each of which is a specific programme consisting of specific activities designed to address the identified barriers.

Output 1.    Development and introduction of modern standards on energy efficiency for lighting, household appliances and engineering equipment of buildings.

Output 2.    Establishment of a system of testing laboratories and implementation of measures to protect the market from low efficiency equipment.

Output 3.    Consumers’ awareness raising on options and benefits of energy efficient technologies, assessment of greenhouse gas emissions reduction.

The project will consider the comparative advantage of each participating country, priority activities will be carried out to help foster each country's preferred processes under the project objective.

The project will build on a number of past and current UNDP activities in the partner countries in the area of EE. The successful implementation of the Regional Project will depend on the development of effective partnerships between different agencies at multiple levels. The project foresees significant cooperation with the Russian Federation, both through technical and advisory support and in terms of technology transfer.

Cooperation with the Russian Federation will be beneficial due significant progress in the project subject area achieved as a result of UNDP-GEF projects in 2010-2017, such as: i) national MEPS developed; ii) a network of testing laboratories; iii) experience gained through the array of events for energy efficiency advocacy; iv) demonstration projects implemented on introduction of energy efficient lighting; v) financial mechanisms applied for attraction of private investments, vi) regulatory documents on energy efficiency with specific provisions for lighting equipment, household appliances and engineering equipment of buildings, standards of testing methodologies for these types of equipment; vii) as well partnership and confidence built between UNDP team and Ministry of Energy of the RF and other governmental bodies, Eurasian Economic Commission and private sector

Devoirs et responsabilités

Under the coordination of Project Steering Committee (PSC), direct supervision of the UNDP Sustainable Growth and Resilience Portfolio Manager and in close cooperation with the Project Task Leader, Chief international technical consultant of the project will be responsible for the project overall contextual matters in line with the Project Document, approved annual work plans and key documentation of the project relevant to implementation of the project.

The Consultant will assist the Project Task Leader Expert in recruitment of international and national consultants, including preparation of ToRs, candidate search and selection. The Consultant will be responsible for project coordination at the regional level including organization of the regional workshops, trainings and consultations in regular contacts with international and national experts. The Consultant will assist the Project Task Leader in technical reporting including preparation of progress reports and in organization of the PSC meetings and other tasks, as might be required.

The Consultant will deal with the following tasks:

  • Contribute to achievement of the projects objectives, support transfer of the expertise and the best practices from the Russian Federation and other EEU countries. Liaise with the Governments, private sector, civil society organizations, and international partners to ensure participatory approach for achievement of project objectives.
  • Assist the Project Task Leader Expert in development of ToRs and in evaluation and acceptance of works under the Project.
  • Organize work of the regional expert platform, including its annual meetings.
  • Provide expertise regarding development of technical and policy justifications and proposed enforcement mechanism to support introduction of EE technologies based on relevant international experience in the Russian Federation and other EEU countries.
  • Support works on development and harmonization of energy efficiency requirements in the EEU countries. Assist the project team in formation and coordination of a working group or expert activities for the development of technical standards. Provide support to the project team in drafting and enforcement of appropriate legislation (Minimal Energy Performance Standards and High Energy Performance Standards for energy consuming products, MEPS and HEPS).
  • Provide technical support at establishing and modernization of testing laboratories in Kyrgyzstan and Armenia and in creating the network of testing laboratories.
  • Provide support at development of measures, which can protect the market from low efficiency equipment.
  • Assist the project in facilitation of agreements and funding mechanisms by which local appropriately equipped institutions would provide testing and certification of products in accordance with adopted MEPS and HEPS.
  • Provide technical support at estimation of GHG emissions reduction impact.
  • Assist the project management in preparation of background information and in organization of the PSRC meetings and regional events.
  • Perform other duties as required.

  • Good knowledge of computer software (MS Office, and task relevant specific software)

Qualifications et expériences requises


  • Advanced University Degree in electric engineering.


  • At least 15 years of professional experience in implementation and management of energy efficiency projects in the EEU countries.
  • At least 10 years of professional experience with UNDP-GEF projects implementation.
  • Experience with development and introduction of MEPS/HEPS and with establishing / modernization of testing laboratories in the EEU countries.
  • Experience measures to protect the market from low efficiency equipment (organization of sample control of quality and energy efficiency performance of appliances and equipment).
  • Experience of development and successful introduction of financial mechanisms applied for attraction of private investments in energy efficiency projects (ESCo schemes).
  • Experience of cooperation with the key project counterparts in Russian Federation: Ministry of Energy, RosStandard and Eurasian Economic Commission.
  • Experience with application of methodologies for GHG emissions reduction impact assessment from energy efficiency measures (knowledge of GEF-UNDP methodology)
  • Experience in energy efficiency advocacy in the EEU countries (conferences, forums, educational and advertising campaigns etc.)


  • Proficiency in the English and Russian languages are required;


Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications,  experience and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria.

Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

Technical Criteria - 70% of total evaluation - max. 70 points

  • Criteria A:  Education- Master’s degree in Electric Energy Engineering- max 5 points
  • Criteria B:  At least 15 years of experience in designing and implementing of energy efficiency projects-max 10 points
  • Criteria C:  At least 10 years with UNDP-GEF energy efficiency projects- max 10 points
  • Criteria D:  Experience with project planning and consulting, including the effective provision of substantive leadership and guidance, oversight, monitoring and reporting for projects and programmes with similar scale, scope and complexity - max  15 points
  • Criteria E:  Experience of development and introduction of MEPS and HEPS and with establishing and modernization of testing laboratories in the EEU countries. Experience with development and implementation of measures to protect the market from low efficiency equipment.-max 15 points
  • Criteria F:  Experience of cooperation with the Ministry of Energy of the Russian Federation, RosStandard and Eurasian Economic Commission- max  10 points
  • Criteria G:  Language skills-   max 5 points

?Financial Criteria - 30% of total evaluation - max. 30 points.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.

All envisaged travel costs must be included in the financial proposal.
