Historique

Indian Railway (IR), one of the world's largest rail networks comprising 115,000 km (71,000 mile) of track over a route of 65,436 km (40,660 mile) and 8,495 stations. In 2014-15, IR carried 8.397 billion passengers’ i.e. more than 23 million passengers a day besides 1050 million tons of freight.

IR has set an internal target of 1 GW from solar by 2022, of which 500 MW will be from rooftop projects, and the rest from ground mounted projects. Currently, only around 10 MW of solar has been installed. While work on rooftop projects are underway, with tenders totalling around 250 MW in various stages of finalization/ execution, there is not much clarity on how to meet the target from ground mounted projects, apart from intentions of procuring solar power from upcoming solar parks. It should be noted that all the rooftop projects would be catering to the non-traction loads.

IR has more than 44,000 ha of land chunks spread across the country and trackside lands ranging in width of zero to 30 m along its 66,000 km long tracks, which can be used to generate solar power for meeting its traction demand. The land chunks can theoretically support installations of more than 25,000 MW of solar PV capacity. IR and its responsible agencies for solar deployment are realizing the need for identification and assessment of land from the perspective of solar potential, development of feasible business models to attract investments and technology package for solar integration to meet traction load.

IR has initiated trialing SPVs on building rooftops and platform shelters. However, on land potential is still largely untapped there is still a need for in-depth techno-economic feasibility assessments, standardized procedures and capacity reinforcements for engaging the private sector through Public-Private-Partnerships (PPP) modalities, innovative financing mechanisms, that are critical for scaling up the deployment and meeting the 1 GW target in the next 5 years and 5 GW by 2025. UNDP has initiated a scoping study which will help IR to improve the investment climate for its solar deployment target while reducing carbon emissions and creating thousands of jobs. The consultant to be hired should assist UNDP in undertaking activities given below. The consultant will be responsible to coordinate with all the consultants to be hired under the project and ensure timely delivery of their outputs defined below.

Devoirs et responsabilités

OUTPUT 1: Identification of atleast 15 parcels of vacant railways land with high potential for generation of solar energy ranging from 10 MW to 50 MW.

Activities

  1. Land survey for directly feeding into traction sub-station
  2. Land survey for in-directly feeding into traction with energy storage
  3. Land survey for directly feeding into non-traction

OUTPUT 2: Develop Sustainable Business models with PPP

Activities

  1. Identification and consultation with key private sector and other stakeholders and gathering inputs on development of business models
  2. Sustainable business models developed.

OUTPUT 3: Developing standardized processes including PPAs, tendering.

  1. Review the existing procedures for procurement, tendering and implementation and seek feedback from participating stakeholders.
  2. Draft the standard processes and conduct consultations to receive feedback on the draft standard process.
  3. Study existing policy and regulatory ecosystem and suggest entry points for large scale solar deployment

OUTPUT 4: Design Institutional and governance structure for implementation and monitoring of the projects

  1. Review existing arrangements and define constitution and functioning of the institutional and governance structure to support implementation of solar PV power projects
  2. Develop institutional structure for Indian Railways internal agencies and other external agencies to develop and monitor large scale solar projects
  3. Propose institutional structure for technical assistance to be provided by UNDP during full scale project implementation.

OUTPUT 5: Develop business case, financial and commercial viability for international investors.

  1. Review the existing tendering process and identify entry points for inclusion of international investors for large scale solar deployment.
  2. Outline benefits to international investors in terms of investments, technology, technical assistance etc.

Any other related task assigned from time to time by Programme Officer-UNDP.

Compétences

Technical Competencies: Consultant should be well conversant with:

Qualifications et expériences requises

Required Qualification and Experience

Education: Graduate Degree in Engineering

Experience:

Essential:

  • 5 years of experience in solar energy sector.
  • At least 3 years of extensive experience with the Indian Railways on Solar project designing, drafting Power Purchase Agreement and other tender documents.
  • Working experience with Zonal Railways will be an added advantage.

Submission of proposal:

Financial Proposal:

  • Consultant shall specify his/her per day consultancy rate;
  • Any travel with prior UNDP approval will be handled separately as per rules.

Payment Schedule:

  • Monthly, based on number of days worked in a month and deliverable submitted.

Evaluation Criteria:

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive; 
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Technical Criteria weight - 70%;

Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Criteria for Technical Evaluation would be as under:

  • Qualification - 20%;
  • Relevant Work Experience-50%.

Documentation required:

  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Financial proposal specifying all-inclusive per day consultancy fee. Prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules or all the arrangements would be done by UNDP.

  • Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
