I.Background

 

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

 

Building on over fifteen years of experience in the area of women, peace and security (WPS), UN Women Asia Pacific Regional Office is expanding its engagement in measures to combat human trafficking and mitigate its impact on women, in particular by strengthening women’s economic empowerment in their home countries.   

 

Women and girls are disproportionately impacted by human trafficking. Women and girls together account for 71 per cent of all trafficking victims detected globally, with more than 60% of those trafficking coming from the Asia region. Nearly three out of every four trafficked women and girls are trafficked for the purpose of sexual exploitation. 

Trafficking dynamics are closely related to economic growth and wealth creation, which are linked to labor migration patterns and policies in the ASEAN region. In many cases, human traffickers are meeting the demand for cheap or illegal labor including for sexual exploitation. Increasing the effectiveness of prevention and response measures requires addressing the mechanisms through which trafficking occurs as well as its root causes. Both require an understanding of the gender drivers and dynamics of trafficking.

Against this background, UN Women is seeking a consultant to support the development of its programmatic approach in the ASEAN region, with particular attention to the Greater Mekong Sub-Region. Through this consultancy, UN Women Regional Office for Asia and the Pacific seeks to produce a desk review of key gender and trafficking dynamics, and a mapping of stakeholders, actors and initiatives in place.

I.Duties and Responsibilities

 

Under the supervision and guidance of the Regional Advisor on Governance, Peace and Security, the consultant will undertake the following tasks:

 

  • A summary of existing trends of gender and trafficking dynamics in terms of population and geography, including links to conflict, violent extremism and organized crime contexts (desk review);

 

  • Produce a mapping of existing initiatives in ASEAN, with particular attention to the Greater-Mekong Sub Region, that aim to: prevent trafficking of women; deter women from engaging in irregular labour migration by providing alternate employment and livelihood opportunities; reintegrate women who have previously been trafficked.

 

  • Produce recommendations on key gaps; strategic priorities and opportunities to strengthen interventions; and recommend potential partners for UN Women to engage in women’s economic empowerment activities to prevent and respond to trafficking.

I.Competencies

 

Essential knowledge and experience:

  • Excellent grasp of substantive gender equality and trafficking dynamics and frameworks in the ASEAN region. 
  • Experience on supporting gender equality programme development in the ASEAN region. Specific experience working on programmes related to women’s economic empowerment and trafficking is an asset.
  • Excellent writing skills. Experience in writing mappings and reports on issues including gender equality and trafficking to a publishable quality is a distinct advantage.

Qualifications et expériences requises

VI. Required qualification

  • Master’s degree in conflict, gender issues, economics, public policy, law, international relations or other related field. 
  • Minimum 7 years of relevant experience with a demonstrable ability to undertake research and analytical reviews, support programming, and provide technical expertise in the areas of gender, economic empowerment and trafficking.
  • Excellent command of English. Other UN languages an asset.
