The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Information Systems and Telecommunication (IST) Office located in the Division of Management and Administration, is responsible for the strategic planning and development of information and telecommunication systems and services, ICT solutions, sourcing of information systems and equipment to support business needs and for the maintenance, availability, reliability and quality of performance of information and telecommunications systems and services globally in all UN Women offices.

The IST Office is using Microsoft development platforms for building business applications and database systems, Sitecore CMS platform for public facing websites, Qlik for the business intelligence, and Oracle/ PeopleSoft for core HR, procurement and financial processes. Microsoft Office365 has been fully rolled out at the organization level and SharePoint online is used for Intranet and extranet collaboration purposes. All business applications, databases and websites are hosted at Microsoft Azure Cloud platform.

This position falls under Enterprise Applications Unit of IST office and the incumbent will work in collaboration with stakeholders, management, and technical teams to understand the business problems and will plan, develop and maintain UN Women’s public facing websites and solutions. The incumbent will primarily be responsible for developing and supporting the current and next generation web sites. The incumbent is expected to take a hands-on technical role in web development in general, including coding, testing, release management, cloud-based hosting management and other aspects of delivering top-notch web sites and solutions.

Under the overall guidance of Chief, Information Systems & Telecommunications Office and direct supervision of Manager Enterprise Applications, the incumbent’s key responsibilities include design and maintain CMS platform and enterprise websites, and develop and implement IT Standards and Quality Assurance processes.

Devoirs et responsabilités

Design and maintain CMS platform and enterprise websites:

  • Plan, architect, develop and maintain corporate websites that span across multiple products, organizational units, and global regions, ensuring user-friendly design and clear navigation;
  • Participate in the full development lifecycle, including estimation, development, testing, and deployment;
  • Architect enterprise CMS solutions including data, display and information architecture;
  • Deliver full stack web solutions, including front-end UI and backed services;
  • Create custom modules as necessary;
  • Work closely with project team members and stakeholders to ensure an effective, visually appealing and intuitive implementation;
  • Analyze functional requirements and develop technical requirements;
  • Apply appropriate technology as a solution to the business problem;
  • Assist other team members in the creation of design documents and other related system documentation, and review and approve final technical design;
  • Assign development tasks to team members and assist as needed;
  • Provide CMS coding specifications and standards, and validate code against those standards;
  • Conduct technical walkthroughs of proposed system changes;
  • Manage unit testing following defined testing methodology;
  • Assign testing and quality assurance tasks to members and assist as needed;
  • Conduct code reviews and recommend changes;
  • Manage and monitor user acceptance testing of all code changes in a test environment, resolving any defects;
  • Provide post-production maintenance and support;
  • Identify, prioritize and resolve live issues. Fix bugs, resolve and QA production issues;
  • Follow and implement industry accepted best practices and tools in an effort to maximize results;
  • Ensure website integrity and accuracy, cross browser compatibility and mobile compatibility including regular monitoring and tracking;
  • Accountable for driving ongoing optimization of website functionality.

Develop and implement IT Standards and Quality Assurance processes:

  • Develop, implement and monitor web standards and guidelines;
  • Ensure that software code adhere to the enterprise standards;
  • Ensure data security and access controls considering both local and wide area issues;
  • Research and analyze new technologies and make suggestions for their deployment;
  • Participate in elaboration of internal procedures, mechanisms and controls to ensure stability, improved quality, security and performance of systems;
  • Monitor responsiveness and robustness of usage and maintenance procedures;
  • Coordinate efforts to develop and maintain the library of system documentation and internal user manuals, training materials, and guidelines and making recommendations on improvements;
  • Maintain and update the Helpdesk knowledge base to support internal and external users;
  • Liaise with users on information technology and systems issues by representing the IST Section in committees, task forces and steering groups and by regularly meeting with peers;
  • Provide guidance to, and may supervises, new/junior staff, consultants, etc.;
  • Follow corporate change management and release management standards for website requests and deployment to production environments.

Key Performance Indicators:

The results of the functions performed directly impact the efficiency of the mission critical websites and portals used to support the UN Women business, covering around 2000+ staff and millions of public users who access and rely on content available through the websites. The effective implementation of Websites directly impacts the organization's capacity and credibility in providing timely and quality information to achieve organizational goals.

The results of these functions indirectly impact: the ability of UN Women staff to provide timely and quality services to its key clients; the production and distribution of management information to Senior Management; and the preparation of results reports.

Qualifications et expériences requises

Education:

Master’s degree in information technology, computer science, business administration or other related discipline is required. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree;

Certification in following domains are strongly preferred:

  • Agile / SCRUM
  • PRINCE2 or PMP
  • ITIL
  • CMS and/ or web development platforms

Experience:;

At least 5 years of progressively responsible experience in the below:

  • Experience in systems analysis, system development and system integrations;
  • Hands-on experience in Sitecore content management system or a similar enterprise level CMS platform;
  • Expert level knowledge of web development technologies such as JavaScript, CSS, Ajax, XML, Web services;
  • Strong understanding of UI, cross-browser compatibility, general web functions and standards.

Experience below is an asset:

  • Experience in writing documentation within the software development lifecycle and technical environment;
  • Experience in Cloud computing, preferably Microsoft Office365 and Azure;
  • Experience in ASP.Net programming language;
  • Experience leading a team.

Languages:

  • Fluency in English is required. Proficiency in another UN working language is desirable.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact.
