The UN Resident Coordinator System, which is managed by UNDP, is aimed at enhancing the impact of the operational activities for development of UN agencies, funds and programmes at the country level through improving their coherence, efficiency and effectiveness. It promotes a coordinated multi-sectoral approach to respond to the specific needs of host countries, under the leadership of the UN Resident Coordinator and by capitalising on the comparative advantages of the different UN agencies.

To perform her functions as the team leader of the UN system organisations in Lao PDR, the Resident Coordinator requires strong coordination support capacity, especially for strategic analysis and results based planning in the context of formulating and adjusting appropriate UN responses to national development priorities and in implementing Delivering as One, as a self-starter country, including the progressive realization of the 15 core elements of the Standard Operating Procedures for Countries adopting the Delivering as One approach.

The Office of the UN Resident Coordinator in Lao PDR organizes monthly coordination meetings of the UN Country Team, ensures that pertinent information flows to all UN agencies operating in Lao PDR and supports the Lao PDR United Nations Partnership Framework (2017-2021). The Office of the UN Resident Coordinator also facilitates the localization of the 2030 Agenda for Sustainable Development and its Goals in Lao PDR. Moreover, it facilitates coordination among inter-agency humanitarian actors as part of emergency preparedness through the Inter-Agency Contingency Plan; and supports the inter-agency Operations Management Team in common business operations; the UN Communications Group in the communication of national priorities, and the UN’s convening role for development partners. 

Devoirs et responsabilités

The objective of this assignment is to support the Office of the UN Resident Coordinator in its functions, particularly in supporting the implementation of the Lao PDR - UN Partnership Framework 2017-2021 and in assisting with strengthening inter-agency collaboration. Priority areas for 2017 include accelerating progress towards the Sustainable Development Goals, enhancing emergency preparedness through the Inter-Agency Contingency Plan, and streamlining the coordination of development partners through the Round Table process.

Under the direct supervision of the Head of RCO, the intern will undertake the following tasks:

  • Provide direct support to the Office of the UN Resident Coordinator on inter-agency coordination;
  • Assist with all matters related to the implementation and monitoring of the Lao PDR - UN Partnership Framework 2017-2021 as well as with the preparation and monitoring of the inter-agency Joint Work Plans of the Partnership Framework;
  • Support the routine planning and reporting activities of the Office of the UN Resident Coordinator;
  • Support with research for background/information materials as needed;
  • Assist with the coordination of the UN Country Team support to the SDGs localisation and acceleration;
  • Help promote aid effectiveness in Lao PDR through supporting development partner information collection as required by the Office of the UN Resident Coordinator;
  • Support effective communications and advocacy of UN position and activities in close collaboration with the UN Communications Group;
  • Carry out other tasks as required by the Office of the UN Resident Coordinator.

The intern will report directly to the Head of UN Resident Coordinator Office. The internship is unpaid and full-time, five days per week (40 hours).

Qualifications et expériences requises

The intern must have excellent command of English and meet one of the following requirements:

  1. be enrolled in a graduate school programme (second university degree or equivalent, or higher); or
  2. be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent); or
  3. have graduated with a university degree (as defined above) and, if selected, must commence the internship within a one-year period of graduation.

The intern:

  • Is not required to have professional work experience for participating in the programme;
  • Shall be computer literate in standard software applications;
  • Has demonstrated a keen interest in the work of the United Nations and have a personal commitment to the ideals of the Charter; and
  • Has demonstrated the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which includes willingness to understand and be tolerant of differing opinions and views.
