The Local Project Coordinator in the Piauí supervises, leads, and coordinates activities of project staff, to ensure sound project execution and delivery. The Project Coordinator works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP Head Quarters staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring the successful UNDP’s programme implementation in the region. The Local Project Coordinator will also represent UNDP in official events when demanded by the Supervisor and/or CO´s Head Office in Brasília.

In order to align the structure of the UNDP Brazil Country Office to the current Country Program Document (CPD) for 2017-2021 that focuses on the Sustainable Development Goals (SDGs), a new design of the programme portfolio was structured in three interdependent work units:

* People & Prosperity: (poverty reduction, social policies, livelihoods, public-private partnerships, etc)

* Planet: (environment, climate change, DRR, Montreal Protocol)

* Peace (prevention of violence, justice, transparency, anti-corruption, human rights, local capacity Development)

Given the imperative to support the country in the implementation of the SDGs and improve human development in the most excluded and vulnerable populations, UNDP Brazil Country Program includes a strategy to enhance Country Office presence at territorial level. Territorial Development, as a transversal thematic area, aims at contributing to advance on inclusive governance and human development to achieve sustainable development – social, economic and environmental – in Brazilian States and Municipalities. The main objective is to leave no one behind at the local level through the implementation of the SDGs at territorial level in line with national policies and plans and the UNDP Integrated Framework to Support Local Governance and Local Development (LGLD). A Territorial Development approach will promote the

coordination of integrated development initiatives within a given territory, taking into consideration the local political, social, cultural, geographic, economic, historical and environmental complexities, allowing a more coherent cooperation at subnational level framed under a broader and integrated strategy. UNDP Brazil strategy for decentralized cooperation in the territories will further guide this function and its priorities (geographical and thematic).

In addition, UNDP and the Government of the State of Piauí signed a Memorandum of Understanding focused on strengthening governance and the institutional capacities of the State agencies and municipal governments aiming to accelerate the integration and implementation of the Sustainable Development Goals. The main task will be to support the initiatives of the Government of the State of Piauí aimed at increasing the HDI of the state from medium to very high by 2025. This effort builds on the previous growth tendencies that brought Piauí HDI up from very low to low and later to medium level between 2000 and 2010. However, considering the national context as well as the nature of the remaining challenges, additional inputs in terms of capacities and solutions are necessary to accelerate progress and ensure that desired results are achieved in a sustainable and inclusive manner combining economic development with a sustainable territorial development strategy based on the Agenda 2030 and Sustainable Development Objectives (ODS). Strengthening participatory governance mechanisms as well as the capacities of the key stakeholders to take part in SDG localization related processes.

In order to allow the achievement of the above-mentioned objectives the Projects Coordinator will provide – under the guidance and supervision of the Territorial Development Advisor - technical, managerial and administrative support to formulation and implementation of DIM and NIM projects in the state of Piaui, as assigned to him/her.

Position Specific Context

Under the overall guidance and supervision of the Territorial Development Advisor, the Local Project Coordinator in Piaui is responsible for the management of UNDP’s Local Office in Teresina, PI, from where he/she prospects, designs and implements a relevant and consistent project portfolio to support the achievement of broader country programme goals in the Piaui and neighbouring states. The Local Project Coordinator analyzes political, social and economic trends and leads formulation, management and evaluation of project activities within his/her regional portfolio. The Local Project Coordinator advocates on project themes related to UNDP’s mandate and the SDG’s, policy advice services to regional counterparts establishing UNDP as a reliable and leading partner for the development of the state as well as the Northeastern region of Brazil.

The Local Project Coordinator will also support the work of the Supervisor, particularly related to the following main functions: i) ensure the implementation of cross-cutting approaches related to the project in collaboration with projects steering committee at the local level and aligned with the guidance of country office territorial development committee to coordinate UNDP actions for the best implementation of project activities that contribute to territorial development and the Localization of the SDGs under the cooperation strategy for government institutional strengthening, multistakeholders partnerships and  decentralized cooperation; ii) identification of emerging opportunities for resource mobilization at the local level and with external donors, International Finance Institutions, private sector, trust funds, and others.

Manage Project Office in Piauí

·         Ensure administration and maintenance of the UNDP premises and services , in full compliance with UN/UNDP rules, regulations, policies and strategies;

·         Updating UN staff information, ensure implementation of security strategies and information sharing;

·         Ensure timely renewal of any necessary agreements with the State Government or other relevant actors in reference to UNDP premises in Piauí.

In this role, the Local Project Coordinator will be responsible for projects management ensuring quality and results by:

  • Managing the projects assigned to her/him on day-to-day basis;
  • Conducting planning, monitoring and evaluation activities of the project, in articulation with the supervisor;
  • Providing technical support to projects implementation, guaranteeing quality, efficiency and effectiveness.
  • Conduct the prospection of possible partnerships and provide support to their negotiation and management, map possibilities for and support resource mobilization and communication strategies for projects and initiatives as relevant.
  • Manage project office in Teresina, Piauí.

Summary of Key Functions:

Manage the project on day-to-day basis

  • Articulate and follow-up, on a daily basis, with project partners and donors, to guarantee smooth implementation of project;
  • Ensure project meets expectations with respect to quality, budget, delivery timelines, and strategy;
  • Undertake performance management of project staff, especially on DIM project, including establishment of annual results, on-going feedback and mid-term and final assessments in line with UNDP Rules and Regulations;
  • Brief and consult with the supervisor on project progress and provide information and advice as required to contribute to the Country Office initiatives;
  • Manage project budgets and ensure timely and accurate reporting, and;
  • Undertake project related ATLAS transactions.

Conducts planning, monitoring and evaluation activities of the project

  • Elaborate project work plans;
  • Ensure close monitoring of all activities of the projects, monitoring the progress on agreed results framework and performance indicators and prepare inputs to supervisor in relation to projects oversight;
  • Guide development of overall monitoring and evaluation systems for the project and put mechanisms in place for proper and timely reporting to the supervisor and the donor;
  • Organize quarterly review meetings and annual project reviews by monitoring the progress of project implementation, assessing results and identifying areas of weaknesses to ensure the project achieves the planned results in accordance with relevant plans;
  • Monitor and manage risks/issues facing the project; submit new risks/issues to the supervisor for consideration and decision on possible actions if required;
  • Support to project monitoring in Atlas (inputs provided for risks log, inputs to quality assurance exercise, etc.)
  • Ensure project’s procedural alignment with UNDP position, rules and regulations and mandate;
  • Preparation of project progress reports and participation in PAC and tripartite meetings;
  • Supports the identification and systematization of project lessons learned and good practices.

Provide technical support to projects, guaranteeing quality, efficiency and effectiveness in projects implementation.

  • Provides technical and management advisory and support to partners on implementation of projects;
  • Elaboration of projects related Terms of Reference;
  • Participation in selection processes for Letters of Agreement (LoA) signature, as well as undertake activities related to LoAs monitoring;
  • Participates in consultants selection panels, when necessary;
  • Undertakes technical analysis/approval of proposals of contracts/Terms of reference;
  • Preparation of project revisions proposals;
  • Orientation and follow-up on project auditing issues;
  • Advises and develops strategic and operational solutions with clients that add value to UNDP projects;
  • Perform other tasks, as required by the supervisor.

Support the establishment of partnerships, resource mobilization and communications strategies for project design and implementation

  • Map opportunities for and provide support to mobilization of resources to implement the innovative solutions for financing activities at local and state levels for territorial development, particularly in the Piaui and neighbouring states.
  • Facilitate coordination with other UN Agencies and multilateral organizations at territorial level.
  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, local and state needs and donors’ priorities.
  • Support identification of possible areas of cooperation and opportunities for initiation of new projects and support project design together with supervisor and inter- multi-disciplinary committee.
  • Identify opportunities for public communication of programme activities and results.
  • Represent UNDP in official events
  • Conduct policy advice in pressing issues for regional development;
  • Advocate on all programmatic themes developed in the project related to UNDP’s mandate and the SDG’s.

Qualifications et expériences requises

Education: 

Post-Graduate degree (lato sensu or stricto sensu) or additional 4 years of relevant experience to the post, beyond the requirement, preferably in business administration, public administration, economics or other related disciplines.

Experience:

  • A minimum of 7 years of relevant practical working experience in management and implementation of technical cooperation projects, with preference in Territorial/ Local development and/or thematic local projects;
  • Experience building and maintaining partnerships with Government and other development partners;
  • A proven technical knowledge on territorial development in the Northern and Northeastern regions, and local counterparts network would be desirable;
  • Minimum 2 years of field work experience in the Northeastern region;
  • Experience with UNDP and a good understanding of UNDP and its mandates, policies and procedures would be an advantage;
  • Experience in the usage of computers and office software packages (for example, MS Word, Excel, Power Point.), as well as experience in handling of web based management systems.
  • Previous experience in usage of UNDP corporate web systems – Atlas and extranet – will be considered an asset.

Language requirements:

Proficiency in Portuguese (writing, reading and verbal).

Excellent written and verbal communication skills in English or Spanish and working knowledge in another UN language.
