Historique

The global programme, Inclusive and Equitable Local Development (IELD) is jointly implemented by United Nations Development Programme (UNDP), United Nations Capital Development Fund (UNCDF) and UN Women. The programme addresses structural impediments that prevent women from entering the labour market through local public and private investments, with an emphasis on unlocking domestic capital for women’s economic empowerment and entrepreneurship. The programme is currently being piloted in three Least Developed Countries (LDCs) in 2017-2018, which include Bangladesh, Tanzania and Uganda.   

Through a Gender Sensitive Local Economic Assessment tool (LEA) the programme identifies, in consultation with the local governments and communities, the most pressing bottlenecks women face at the local level that impede their participation in the economy. To address these barriers, the programme identifies practical solutions in the form of public and private investments. A set of gender criteria is used to identify the most viable investments with maximum impact on women’s economic empowerment.

Within this framework, the IELD programme seeks a consultant to support the joint programme through specific inputs into tools and technical support on programme implementation in general and to support the development of the portfolio on women’s economic empowerment. The successful candidate will be based in UNDP and will report to the Director of UNDP Gender Team based in HQ and the IELD Programme Manager based in UNCDF HQ on a day to day basis. 


Devoirs et responsabilités

Provide technical and operational support for the global programme “Inclusive and Equitable Local Development” (IELD):

 Support UNCDF and UNDP in the implementation of the joint programme including, but not limited to:

  • Technical backstopping for project-related documents and knowledge products
  • Support strategic partnership and resource mobilization activities
  • Support the development of gender- responsive technical tools
  • Coordination and technical support on country projects as needed.
  • Procurement and coordination of technical experts
  • Quality assurance, production and dissemination of knowledge products
  • Support the adaptation and inclusion of Gender Economic Policy and Management Initiative (GEPMI) as necessary

Strategic partnerships and implementation of the resource mobilization strategy:

  • Support the Programme manager on building strategic partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society based on strategic goals of UNCDF, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of proposals and substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Provide support on Economic Empowerment of Women:

Support the activities in the framework of the SDGs, to benefit the work of UNDP on gender equality and empowerment of women as well as the strategic outcomes of IELD, including, but not limited to:

  • Technical research and drafting support for knowledge products as necessary, as well as support for technical briefs, speeches and talking points for senior management as required.
  • Procurement and coordination of technical experts, quality assurance, production and dissemination of knowledge products
  • Support for organizing and coordinating high-profile events

Qualifications et expériences requises

Academic Qualifications:

  • MA Degree in Gender Studies, Economics, International Relations, or a related field.

Experience:

  • 3-5 years of experience in work related to gender and development, specifically on women’s economic empowerment.
  • In-depth grasp of the relevance of gender in conceptualizing, articulating and debating issues relating to local development, poverty and economics in general
  • Experience in drafting donor proposals, communications materials
  • Good computer research and network management skills
  • Prior knowledge and experience of the UN system highly desirable

III.Language

  • Fluency and excellent analytical writing skills in English.
  • Second official UN language an asset.

Application Procedure

A completed P11 Form will be required at the time a selected applicant signs an Individual Contract (IC) or their employer, if employed by an institituon, signs a Reimbursable Loan Agreement (RLA) for work associated with this assignment.
  • Three professional references including their name, affiliation and email address.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee times 219 days.
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and the consultant expects their employer to charge a management fee in the process of releasing them to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Upon request, the Financial Proposal is to be e-mailed as per the instruction in the separate e-mail that will be sent to shortlisted candidates only.

PAYMENTS

Contract will be based on a daily rate basis in US dollar. Payments are made to the Individual Consultant based on receipt of the Certificate for Payment (CoP) and acceptance of the work by the UNDP Responsible Staff that will be attached to the agreed deliverables.

Travel

If mission travel is necessary UNDP will arrange and cover expenses as per the travel policies.

EVALUATION METHOD

  • Cumulative Analysis - The financial quote will account 30% and technical assessment will account for 70% of the total evaluation score. 
  • Only candidates obtaining a minimum of 49 (70%) points on technical part will be considered for the Financial Evaluation.

Criteria for technical evaluation (70 points maximum):

  • Familiarity and experience in Gender Equality and Economic Empowerment of Women at the local level (25 points).
  • Experience in drafting donor proposals, communications materials (20 points).
  • Research, writing and analytical skills (15 points).
  • Previous UN experience (5 points)
  • Second official language (5 points)

Criteria for financial evaluation (30 points maximum):

 The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
