UNDP is a key development partner supporting the Government of Pakistan in achieving its own development objectives as well as in working toward the internationally agreed Sustainable Development Goals (SDGs).  UNDP promotes transformational change by fostering strategic partnerships with national counterparts with the federal, provincial and district governments, in addition to fostering partnerships with civil society, the private sector and the local and international community.  UNDP supports transformational change by providing technical assistance focusing on developing capacity within national and local authorities, providing solutions with strong monitoring and evaluation tools, and delivering programs with maximum efficiency, transparency and accountability.

One area of UNDP’s work is in democratic governance, where we work to provide technical assistance to support the institutional development of the Election Commission of Pakistan (ECP), the Senate, and the National and Provincial Assemblies. The core focus of UNDP’s Strengthening Electoral and Legislative Processes (SELP) project activities is working jointly with and developing the professional skills and key functions of our government partners, promote greater public engagement and trust in processes, while supporting a more democratic culture.  UNDP’s work with the ECP is based on the concept of supporting the electoral cycle, which addresses both one-off and resource-intensive election support, and capacity development based on a longer-term development agenda within the broader context of democratic governance.

UNDP IT related assistance to ECP mainly focuses on support to the IT Department of the ECP in overall development and implementation of a Results Management System (RMS), which includes GIS/Geo mapping of polling stations, a RMS, including software, which standardizes the processing and relaying of election results, and support to a Results Transmission System to speed results transmission from the polling station to central results consolidation centers. Against this background, the project is seeking services of an international IT Expert to provide technical assistance to the ECP.

Objectives of consultancy:

The objective of the consultancy is to provide expert technical support to the UNDP/SELP project and the IT Department of ECP. More specifically, the consultant will review the software and systems of ECP already in place, which ECP will assign, in light of international best electoral IT practices and recommend improvements. The consultant should have good knowledge of electoral processes and operations, and demonstrated experience in electoral IT advisory services.

Duties and Responsibilities:

Under the direct supervision of the Chief Technical Advisor – SELP (CTA), the consultant will work closely with the SELP election IT lead and IT Department of the Election Commission of Pakistan (ECP) in order to deliver the following:     

  • Review and evaluate existing IT systems of ECP such as Results Management System (RMS), GIS/Geo mapping of polling stations and Results Transmission System (RTS), and recommend improvements in light of international best practices;

  • Provide technical advice on election operations as related to IT and the implementation of RMS;

  • Support to training, implement and monitor a nation-wide pilot test of RMS and compile an evaluation report of the pilot test, identifying deficiencies and suggest measures for redressal;

  • Provide technical advice in developing software specifications, software quality assurance and acceptance procedures;

  • Provide recommendations and guidelines to ensure UNDP’s support activities to the IT Department of ECP are implemented and making progress as per work plan and proposal/contract;

  • Propose solutions/options and assist ECP in drafting technical specifications for procurement of IT software and equipment;

  • Conduct field visits to monitor and mentor the IT related trainings of ECP;

  • Contribute to weekly and monthly reporting of SELP and participate in meetings and events of ECP’s inter-departmental working groups

  • Other duties as advised by CTA/SELP.

Qualifications et expériences requises

Required Skills and Experience

Education:

Bachelor’s degree or equivalent Certification in computer science, Information Technology, Engineering, or another related field.

Experience:

  • 7 years or more of functionally-related professional experience in electoral technologies, preferably in software programming and development – and deployment thereof;

  • Experience in electoral operations, specifically as related to information technology;

  • Experience in South Asia preferable;

  • Female candidates are encouraged to apply.

  • Language Requirement:

    Fluency in written and spoken English.

Evaluation of Criteria and Weighting:

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) Responsive/compliant/acceptable; and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation:

* Technical Criteria weight; [70%]

* Financial Criteria weight; [30%]

Only candidates obtaining a minimum of 70% technical score would be considered for the Financial Evaluation.
