UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Through the Regional Office for Asia and the Pacific (ROAP) in Bangkok and a number of country and multi-country offices as well as programme presences across the region, UN Women builds on a long history of support to governments, civil society and other actors to promote gender equality and empower all women and girls.  We stand behind women’s equal participation in all aspects of life, focusing on five priority areas: addressing gender perspectives in intergovernmental processes; women’s political participation and leadership; enhancing women’s economic empowerment; ending violence against women and girls; and promoting women’s participation in peace and security and humanitarian action.

Our economic empowerment programme seeks to generate greater economic security and rights, particularly for marginalized groups of women, promoting decent work and social protection for women, including migrant women workers; women’s access to digital, financial, technical and vocational education and training opportunities; income security, and access to, control over and us of production resources, including in sustainable agriculture, and the energy sector.

The scope of work of the Regional Programme Specialist in the UN Women Regional Office for Asia and the Pacific requires experience and in-depth understanding of women’s rights and economic empowerment (WEE) in the Asia Pacific Region, including in the context of migration, trade, and other cross-border issues, to translate UN Women's strategic plans into effective programmes and results on the ground.  It also requires developing and maintaining strong partnerships, including with relevant Government counterparts, regional bodies, UN organizations, financial institutions, donors, the private sector, and CSOs.

Reporting to Deputy Regional Director, the Regional Programme Specialist is responsible for planning, developing, implementing, and managing the regional UN Women WEE portfolio. S/he is leading the development of women´s economic empowerment programmes (regional and country-level) and providing policy support and capacity building to UN Women staff, country offices and partners as needed in the AP Region, including through knowledge generation and the establishment and strengthening partnerships.  S/he leads a dynamic and results-oriented regional team, and work in close collaboration with the broader regional programme and operations team, UN Women HQ and country-level staff, Government officials, multi and bi-lateral donors, the private sector, other UN Agencies, and civil society, ensure successful UN Women programme implementation, including through joint programming.

Devoirs et responsabilités

Develop and oversee the development of regional and country-level programmes in the area of women’s economic empowerment (WEE):

  • Provide overall guidance and lead the development of the UN Women regional WEE portfolio;
  • Work closely with UN Women country offices in the Asia Pacific (AP) region and provide advice on contextualizing/localizing programme documents, country strategies, and knowledge products on WEE, including those aligned to Global Flagship Initiatives;
  • Provide strategic planning support for regional activities and strategies addressing WEE and migration, and their incorporation into Regional Strategies and annual work plan;
  • Expand and create linkages with existing regional and national WEE and migration programmes/projects, including support collaboration with other thematic areas such as those related to climate change and disaster risk reduction; violence against women/trafficking; and women, peace and security.

Provide technical and policy support to Country / Multi-Country Offices and programme presences in the AP region to effectively implement programming on WEE, including in the area of migration:

  • Analyze and monitor trends, opportunities and challenges related to WEE, e.g. household dynamics, economic security and rights, and access to and control over economic assets, etc. in different contexts;
  • Lead work and guide roll out of Women Empowerment Principles in the region;
  • Provide UN Women Regional Office and Country/Multi-Country Offices and programme presences with up-to-date information and guidance related to these regional trends and their strategic implications, to guide current and future regional WEE programming, including through technical support to multilateral and regional negotiations/discussions on WEE;
  • Provide technical support in the translation of global and regional developments in WEE to inform the strategic planning and direction of UN Women programming in this area;
  • Explore strategic opportunities with UN Women offices and governments that can maximize synergies between gender equality, inclusive economic growth, WEE and economic resilience, including in the context of the Sustainable Development Goals (SDGs) and “leaving no one behind”;
  • Provide substantive technical inputs and advisory services, including policy advice, to the regional director and/or deputy regional director, Country/Multi-Country Offices, governments and partners to effectively use and manage different financing mechanisms;
  • Work closely with and provide advice to regional/national bodies and inter-agency groups that influence national policies related to women’s rights and economic empowerment and - represent UN Women in relevant policy discussions and fora.

Oversee monitoring and reporting for the WEE and migration portfolio:

  • Review and recommend programme monitoring standards, criteria and other indicators for measuring and assessing progress/results to Regional Office for Asia and Pacific) (ROAP and Country /Multi-Country Offices and programme presences working on WEE;
  • Oversee the monitoring of progress against mutually agreed results frameworks and performance indicators;
  • Gather information and prepare reports on progress of programme implementation for ROAP and donors, including technical reports and periodic (quarterly/annual) progress reports;
  • Provide technical support in the preparation of audits and evaluations, and follow up on the implementation of audit and evaluation findings and recommendations related to the regional WEE and migration portfolio.

Lead the implementation of the WEE and migration programmes of ROAP and effectively manage people and resources:

  • Lead and supervise ROAP’s WEE and migration team, including by performing staff performance reviews and ensuring ongoing capacity development of staff and personnel by suggesting development opportunities;
  • Monitor the financial delivery of the WEE and migration programmes to ensure timely allocation and utilization of resources, in line with UN Women rules and regulations and against agreed targets and expected results and using appropriate business management systems;
  • Ensure effective information flow, communication and coordination between offices, programmes and projects;
  • Ensure team is aware of and complies with security requirements.

Build strategic partnerships and develop and contribute to the implementation of resource mobilization strategies:

  • Continued mapping of the regional partnerships landscape on WEE to ensure optimal strategic alliances for UN Women;
  • Develop and maintain strategic partnerships with other UN agencies, donors, NGOs, the private sector, scientific institutions etc., to support the development of regional and national WEE strategies and initiatives, including through joint programming;
  • Lead the process of preparation, design, submission and approval of regional and national programme/project concept notes and full-fledged proposals for resource mobilization on WEE, including in the area of migration;
  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on WEE and migration in the region;
  • Provide technical support to country offices/multi-country offices and programme presences in the region in mobilizing resources for the implementation of WEE programming.

Lead knowledge building and sharing efforts on the WEE portfolio:

  • Lead the process of identifying and synthesizing of good practices and lessons learned from the implementation of WEE programming across the region, in collaboration with UN Women offices, and contribute to their global dissemination;
  • Promote the use and improvement of knowledge management mechanisms to share information about WEE as well as migration issues;
  • Ensure that available technical skills and knowledge are shared within and among country offices/multi-country offices and programme presences, including through effective results-based management.

Qualifications et expériences requises

Education:

  • Master’s degree or equivalent in economics social sciences, international development, or a related field.

Experience:

  • Minimum 7 years’ progressively responsible experience at the national or international level in design, planning, implementation, monitoring and evaluation of development programmes;
  • Technical experience in gender equality and women’s economic empowerment, preferably with field experience in managing and/or overseeing programmes in this area;
  • Experience in leading/managing a team;
  • Experience and/or knowledge of the Asia-Pacific region is highly desirable.
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience working in the UN System is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
