Historique

The 2008 Constitution established a bi-cameral parliament (‘Hluttaw’) at Union level with a Lower House (‘Pyithu Hluttaw’), an Upper House (‘Amyotha Hluttaw’) and a Joint House (‘Pyidaungsu Hluttaw’), and 14 uni-cameral Hluttaws at Region and State level. The Hluttaws began their first terms in 2011 and as new institutions, key priorities were clarifying and strengthening the roles and responsibilities of MPs and the structures and functions of the Hluttaws. The Hluttaws’ administrations provide support to the functioning of the Hluttaws’ bodies and provide the services the MPs require to fulfill their functions. Since 2017 the 14 Region and State Hluttaw administrations are part of the Pyidaungsu Hluttaw administration. The Union and Region and State Hluttaws deliberate matters of common interest and parliamentary development in the framework of the Myanmar Parliamentary Union (MPU).

Strategic planning allows Parliaments to chart their long-run development, identifying development objectives regarding their functions of law-making, oversight and representation, and to develop the services MPs need to fulfill these functions. Strategic planning helps parliaments allocate scarce resources efficiently to achieve these development objectives, including through the UNDP has supported the Union and Region and State Hluttaws in developing strategic plans and has aligned its capacity-building support with theses strategic plans.

While the Union Hluttaw is nearing the end of its current strategic plan (2014-2018), several Region and State Hluttaws have developed strategic plans with UNDP support only in 2017. During the development process, Region and State Hluttaws benefitted from the experience and guidance provided by the Union Hluttaw. Region and State Hluttaws resolved to coordinate their long-term development, with a view to realizing synergies among them and saving costs in building their institutions.

Since April 2017, the Region and State Hluttaws have their own independent administrations that fall under the Union Hluttaw administration. This provides an additional incentive for coordinating the development of human resource frameworks and in services such as ICT, in which the Union Hluttaw has made significant advances and produced capacities that could be used by the Region and State Hluttaws.

Many Region and State Hluttaw staff have been newly recruited or transferred to the new administration from government departments and remain unfamiliar with practices of parliamentary management.

The Mon State Hluttaw has developed its strategic plan with support of UNDP in 2017 to effectively manage its institutional development in the long run. The strategic plan consists of a vision and mission, core values (2018-2022) identified four objectives on law-making, oversight and representation and the professional development of the administration and the MPs. The plan also proposes a number of specific actions that will allow the Hluttaw to achieve its objectives by 2022.

To be implemented in practice, the plan requires the completion of an implementation framework, which will focus on the proposed actions in the strategic plan, break them down into tasks, and allocate resources, time and implementation, monitoring and evaluation responsibilities.

Overseeing the successful implementation of the plan will primarily the duty of the mostly new Mon State Hluttaw senior and middle management staff, which require skills and knowledge in planning and project management, including monitoring and evaluation, to be able to implement the plan successfully. Training materials on planning and project management will be adapted from the materials used in the successful middle management capacity-building programme UNDP conducted for Pyidaungsu Hluttaw staff in 2017.

To build the knowledge and skills of these responsible Hluttaw staff in planning and project management, and to develop an effective implementation framework for the strategic plan, UNDP requires the services of a national planning consultant. The consultant will work in close cooperation with UNDP’s parliamentary strengthening team, in particular the Project Analyst based in Mawlamyaing, in designing and delivering training and planning activities.

The outcome of the assignment will be:

The Mon State Hluttaw has an implementation framework for its strategic plan, and senior and middle management staff have the required knowledge and skills to implement the plan effectively.

The objectives of the assignment are:

  • To develop and implement knowledge and skills-building for middle management staff of the Mon State Hluttaw in change and project management
  • To draft an implementation framework for the Mon State Hluttaw strategic plan.

Expected Outputs and Deliverables

During the course of the assignment the consultant will conduct the following tasks:

  1. Develop a training curriculum on and agenda for 1) a training on planning, change management and project management and for 2) an implementation framework drafting workshop, based on UNDP’s 2017 Middle Management Programme for Pyidaunsgu Hluttaw staff;
  2. Contribute to the production of new materials as well as adaptation of existing training materials from UNDP’s 2017 Middle Management programme for staff training on planning, change and project management, including the production of planning templates and exercises;
  3. Conduct presentations and facilitate group work during implementation of 1) the training and 2) the drafting workshop at the Mon State Hluttaw;
  4. Translate into English language documents provided by the Mon State Hluttaw or UNDP, if required;
  5. Produce a final report on the assignment.
