The Office of Human Resources (OHR), Bureau for Management Services, supports the United Nations Development Programme (UNDP) in the promotion of its sustainable human development agenda (UNDP 2030 Agenda). 

Reporting to the Chief of the Policy and Compensation Unit, an Individual Contractor (IC) is sought to help support the implementation of recommendations made following a project to review UNDP’s use of non-staff contractual modalities which assessed their continued efficacy and relevance in the context of the workforce requirements to implement the UNDP 2030 Agenda.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK 

The IC will be responsible for the provision of, analysis, coordination, and quality assurance support to the Policy and Compensation Unit on the implementation of recommendations made following its review of UNDP’s use of non-staff contractual modalities. The Analyst collaborates with teams within BMS and throughout UNDP as a whole, including regional/central Bureau, Regional Hubs and Country Offices to support the representational, advocacy, partnership, and communications commitments of the Director of Development Impact Group. The Analyst supports relevant bureau-specific, UNDP, and UN management mechanisms and for tracking and ensuring follow-up on senior management directives, commitments, and agreements with internal and external stakeholders.  The Analyst will support the unit in achieving the following key goals:

  • Effective implementation of the outcomes of the project on non-staff modalities;
  • Timely alignment of the new and revised policies and procedures;
  • Effective communication and orientation strategy for the launch of the new policies and procedures;
  • Analyze recommendations on the design and implementation of non-staff contractual modality policy;
  • Closely monitor project activities against the desired outputs/results and advise on the required management actions and necessary modifications;
  • Ensure the implementation of the decisions made by Senior Management and the OPG;
  • Ensure the delivery of services in accordance with their implementation agreement or contract;
  • Coordinate the testing and roll out of tools and methodologies;
  • Coordinate webinars with regional and country offices;
  • Support effective internal communications with stakeholders;
  • Prepare periodic project reports for Senior Management as well as other information as may be requested;
  • Perform thorough analysis and research on non-staff contractual modalities relevant for the project’s successful implementation.
  • Undertake any other administrative tasks specified by the Project Manager.

Expected outputs and deliverables:

  • A report detailing project status on non-staff contractual modalities polices analysed and reviewed according to the descriptions goals, at the end of each deliverables will be submitted at the end of every month

  • Knowledge of HR management issues and principles and the ability to apply them to strategic and/or practical situations

  • Ability to efficiently handle and share information and knowledge


Qualifications et expériences requises

Academic qualifications:

  • Bachelor’s degree in Human Resources Management or Business Administration or a related discipline is required.

Experience:

  • Minimum 5 years of progressive experience in project management in an international organization setting or a multinational entity is required;
  • Excellent written, presentation and oral communication skills in English is required - A short presentation should be submitted
  • In-depth understanding of UNDP, its policies, procedures and operations is desirable;
  • Ability to lead a consultation process and work with multiple stakeholders is desirable;        

Language:

  • Fluency in English is required. Knowledge of other UN languages will be an asset. 

Application Procedure

The application package containing the following (to be uploaded as one file):

  • Online application with brief description of why the Offer considers her/himself the most suitable for the assignment; and
  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7-hours working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • This assignment requires a national consultant, therefore, there is no envisaged travel cost reimbursement to join duty station/repatriation travel. Consultant is expected to work full time in HQ office. 
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

Evaluation Process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical Evaluation - Total 70% (70 points):

  • Criteria 1. Working experience in Project management; Weight = 30%; Maximum Points: 30; 
  • Criteria 2. Experience in Preparation of training materials; Weight = 20 %; Maximum Points: 20; 
  • Criteria 3. Experience in Analysis of documents and minutes of meetings; Weight = 20 %; Maximum Points: 20; 

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

Financial Evaluation - Total 30% (30 points)

The following formula will be used to evaluate financial proposal: 

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

Institutional Arrangement

The consultant will work under the guidance and direct supervision of Chief, Policy and Compensation and will be responsible for the fulfilment of the deliverables as specified above.

The Consultant will be responsible for providing her/his own laptop. 

Payment Modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
  • The work week will be based on 35 hours, i.e. on a 7-hours working day, with core hours being between 9h00 and 18h00 daily.
