“Elimination of obsolete pesticide stockpiles and addressing POPs contaminated sites within a sound chemicals management framework in Armenia” is a GEF-5 Chemicals and Waste focal area project. The objective of the project is to protect human health and the environment globally as well as locally through elimination of POPs and obsolete pesticide (OP) stockpiles, and addressing associated contaminated sites within a sound chemicals management framework to fulfil Armenia’s signatory party commitments of Stockholm Convention. The Project will meet this objective by eliminating a large POPs pesticide burial site that represents the major POPs stockpile and waste legacy for the country. In total, approximately 4,200 tons of POPs waste in the form of heavily contaminated soil, 1,092 tons of POPs pesticides and other obsolete pesticides will be recovered, secured and ultimately treated and destroyed in an environmentally sound manner. Additionally, the project will provide critically needed hazardous chemical waste infrastructure and national technical capability for the ongoing management of POPs and other hazardous chemical wastes as well as supporting the strengthening of institutional and regulatory capacity within an overall chemicals management framework. The specific objective of this assignment relates to the Project Outcomes 1.1, 1.2 and 2.2, with Outputs 1.1.5-12, 1.2.3 and 2.2.1, in terms of Category 1 waste secure disposal, temporary storage and treatment of Category 2 heavily POPs contaminated soil to be remediated to levels below the 50 mg/kg low POPs content. To produce these Outputs the Project contracted a company to provide the “Detailed design, technical definition of works and supporting assessments/studies required for the removal of POPs pesticides and recovery of associated contaminated soil along with site clean-up, stabilization, containment, and monitoring applied to the Nubarashen POPs burial site” (Yerevan, Armenia) as defined in the Project Document. Current specific assignment is to be performed in parallel of and to supplement to the above referred detailed assessment and design of Nubarashen POPs/OPs burial site clean-up works, as well as to the “Nubarashen site clean-up and POPs/OPs waste disposal services” expected assignment. The scope of this assignment has the following essential parts to be covered, to: i) review and advise on technical specifications (ToR) for the Nubarashen POPs/OPs burial site clean-up works; ii) participate in evaluation of proposals/bids and selection of contractors for provision of services for excavation, packaging/handling, removal, destruction of Nubarashen excavated POPs/OP waste; iii) consult on specific issues of contract terms and scheduling of Nubarashen site clean-up works on- and off-site. iv) depending on availability of co-financing for site clean-up works, the project may face a need of re-designing the scope and submission to GEF for approval of a modified project scope. The Consultant will undertake the following general activities in support of the Project implementation, and Outcomes 1.1, 1.2 and 2.2 of the Project: Conduct desk review and data analyses as needed; develop reports and recommendations; contribute to finalizing the TOR and RFP and proposal evaluation criteria for selection of applicable and feasible technology/company; facilitate discussions; support with selection of Nubarashen POPs/OPs burial site integrated clean-up works service provider; advise with recommendations on feasible full-scale commercial operation of the selected technology in the country, if identified so. The following expert input from the international consultant is expected:

Time and Method of Payment The Consultant will be engaged on short-term base, with estimated around 45 working days within 01 March - 31 December 2018 period, under Individual Contract arrangement, under the direct supervision of the Project Coordinator and within the overall advice of UNDP SGR (Sustainable Growth and Resilience) Programme Analyst and in close cooperation with the Project team.

NDIVIDUAL CONSULTANTS WILL BE EVALUATED BASED ON THE FOLLOWING METHODOLOGY: Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants' technical qualifications, experience and financial proposal.The contract will be awarded to the individual consultant whose offer has been evaluated and determined as technically responsive/compliant/acceptable to the requirements of the ToR and received the highest cumulative (technical and financial) score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation. Technical Criteria - 70% of total evaluation - max. 70 ponts Financial Criteria - 30% of total evaluation - max. 30 points . The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. Note: *Please note that the financial proposal is all-inclusive daily fee and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, and any other relevant expenses related to the performance of services). All envisaged travel costs must be included in the financial proposal.
