The United Nations Office for South-South Cooperation (UNOSSC) is mandated to promote, coordinate and support South-South cooperation throughout the United Nations (UN) system and globally. Among its functions, UNOSSC serves as the substantive secretariat of the High-level Committee on South-South Cooperation, the main policy-making body on South-South cooperation in the UN system and a subsidiary of the General Assembly.

UNOSSC drafts the report of the Secretary-General on the state of South-South cooperation in consultation with various UN bodies as well as relevant non-UN partners. It also promotes the mainstreaming of South-South cooperation into programming processes, producing inter-agency instruments such as guidelines; mobilizes financial resources for South-South cooperation; and implements specific projects and activities. UNOSSC further produces publications on topics that are of particular relevance to countries of the South.

To inform, facilitate and scale up the implementation of South-South cooperation, UNOSSC organizes the annual UN system-wide global South-South Development Expo. The Expo, which brings together development practitioners and representatives of the UN system, government, the private sector and civil society, showcases selected successful development solutions, a means of sharing information on the wealth of knowledge and capacities in the South.

UNOSSC financially manages and supports implementation across four South-South cooperation trust funds, namely:

  • The India, Brazil and South Africa Facility for Poverty and Hunger Alleviation (IBSA Fund) implements, through partnerships, replicable and scalable projects that can be disseminated to interested developing countries as examples of best practices in the fight against poverty and hunger.
  • The Perez-Guerrero Trust Fund for South-South Cooperation (PGTF) provides catalytic financial support for cooperative projects carried out by three or more developing-country members of the G-77.
  • The United Nations Fund for South-South Cooperation (UNFSSC) constitutes a core element of the United Nations system support to Member States in their strategy to engage partners and mobilize resource for the joint implementation of innovative and transformative South-South Cooperation activities.
  • The India-UN Development Partnership Fund (India-UN DPF) is a dedicated facility established in 2017 within UNFSSC. It supports Southern-owned and led, demand-driven, and transformational sustainable development projects across the developing world, with a focus on least developed countries and small island developing states.

In response to its mandated functions, UNOSSC produces a number of official UN reports and publications, knowledge management products, outreach materials, conference and exhibition materials, and several other types of communications products. For this reason, UNOSSC currently requires an individual Graphic Designer to produce the aforementioned materials.

SCOPE OF WORK

Under the direct supervision of the Chief of Programme Support Unit, the Graphic Designer will perform the following tasks as the need arises, but not exclusive to:

  • Design and layout of reports, including tables, charts, infographics and image preparation, creation of initial three (3) cover design options;
  • Review and minor color correcting of client supplied imagines, including image research as needed;
  • Provide 3 rounds of revisions on selected layout design;
  • Prepare final print-ready pdf files for printer;
  • Produce web-based layout or pdf web version for publications;
  • Liaise with contracted printers as well as UNOSSC as needed

 

Video Update/ Production:

Design and production of several short video presentations, including: coordinating the design, imagery and messaging to match print report, video/sound production, and synchronization with voiceover (voice-over artist will be provided), two (2) rounds of music research, two (2) rounds of edits and finale file output.

Precise specifications to be determined based on each event requirements and venue, including posters, videos, informational brochures, charts /materials replicated from the reports, etc.

 

Turnaround Time:

  • Two to three weeks for reports layout.
  • One to two weeks for exhibitions layout.
  • Four to six weeks for videos.
  • Other timeframe agreed as need arises.

The Graphic Designer is obligated to work within the required deadlines and be available to UNOSSC for comments and corrections.

Confidentiality:

The Graphic Designer must ensure confidentiality of the original texts and translated materials. The documents and images submitted under the given TOR are the property of UNOSSC and cannot be submitted, distributed to or used by any other party, unless arranged otherwise.

Qualifications et expériences requises

REQUIRED SKILLS AND EXPERIENCE

Qualifications for evaluation of candidates.

Education:

  • University BA in Graphic Design or related field.

Work Experience:

  • Minimum 3-5 years of working experience in the field of Graphic Design, designing reports, exhibitions, videos and promotional materials;
  • At least 3-5 years of working experience using professional design software;
  • Proficiency in other design software is an advantage;
  • Familiarity with UNDP Communication and branding guidelines/ previous work experience with UNDP an advantage.

Language:

  • Fluency in oral and written English;
  • Knowledge of another official UN language is desirable.

Proposals and Evaluation Method

Please submit the application package containing the following:

  • A technical proposal consisting of a portfolio of graphic design work undertaken recently; and
  • A financial proposal stating the expected daily rate (inclusive of any travel costs for meetings in UNDP HQ in NY, equipment (hard and software), materials or other costs).

CLARIFICATIONS:

  • This consultancy is a home-based assignment;
  • The consultant will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, etc), and must have access to reliable internet connection;
  • The consultant will report via email, skype calls and meetings at UNDP HQ (if necessary with an advance notice of at least one day) to the Task Manager;
  • The consultant will be required on a need basis during the contract period and is expected to be available for consultations and be in reliable email contact for a set number of hours that align with UNDP HQ business hours; requirements that require outsourcing to other providers, such as a voiceover artist for the video, etc. will be reviewed and pre-approved for each product;
  • If the offeror is employed by and organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP, the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

EVALUATION PROCESS

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial solicitation where technical criteria weighs 70% and Financial criteria/Proposal weighs 30%.

TECHNICAL EVALUATION – Total (70 points) 70% ponderation

  • Effectiveness of the designer’s work at conveying through graphic display messaging that is suitable for the text, target audience or purpose of the products;  (30 points)
  • Engaging, aesthetics and appealing display of communication materials presented in the technical portfolio; (25 points)
  • Demonstrated knowledge of UNDP branding guidelines or work experience applying them; (15 points)

Candidates obtaining a minimum of 70% (49 points) of the maximum obtainable points for the technical criteria (70 points) shall be considered for the financial evaluation.

FINANCIAL EVALUATION – Total 30%

The following formula will be used to evaluate the financial proposal:

p = y (µ/z),

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.

CONTRACT AWARD

Candidate obtaining the highest combined scores of the Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

FRAMEWORK

UNDP plans to enter into a contract with the successful Individual Contractor for up to 35 working days per year. The services of who will be used on an intermittent and repetitive basis when needed and based on the fixed unit price per day.

PAYMENT MODALITY

Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the Task Manager. Payments for accepted products/days effectively worked are expected to be paid on a quarterly basis – every three months, or greater intervals depending on the days effectively worked during each period.
