UNDP works in more than 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. The Istanbul Regional Hub (IRH) is UNDP’s main knowledge and advisory hub for the Europe and CIS Region (ECIS). It aims to connect the region to a global network of development experts, to build knowledge and capacity, and to forge partnerships to meet the development challenges of a large and diverse region. IRH also aims to capture and spread development successes and best practices in the region and to improve the impact of UNDP’s work through effective communications and advocacy.

In addressing the chronic and fundamental economic, social and labour market challenges in the ECIS region, UNDP advocates for growth, which is broad-based, inclusive and sustainable. This approach is also featured prominently in the 2030 Agenda and the Sustainable Development Goals (SDGs). In its programming, advisory and advocacy activities the Sustainable Development Team (SDT) promotes integrated approaches that tackle the interconnected issues of multidimensional poverty, inequality and exclusion. It focuses on strengthening the nexus between social, environmental and economic sustainability, access to full and productive employment and decent work for all. 
In line with the principles underpinning the SDGs, IRH SDT is actively promoting integrated, whole-of-government and transformative approaches to tackling unemployment, underemployment, and the very large shares of informal, precarious and vulnerable employment in the region. In our analytical, advisory and programming work, we have been actively cultivating partnerships to explore new ways of ensuring more inclusive growth patterns, while fully respecting the principle of “leaving no-one behind”. 

Labour market institutions play important role in improving the labour market dynamic. Public employment offices, in particular are instrumental in the job mediation process, collaboration with the private sector and the implementation of active labour market measures, while ensuring that employment and training opportunities reach out to most disadvantaged groups.  In this respect, jointly with ILO we are supporting the government’s initiative for modernization of the State Employment Services, to meet the new labour market challenges emerging from the ongoing economic restructuring and large stock of internally displaced persons (IDPs).

In partnership with DG Near and WB, we are looking at ways of monitoring the labour market integration of Roma returnees from Western European countries, but also supporting governments to enable the integration into the labour market of particularly vulnerable groups e.g. people with disabilities, rural women experiencing multiple forms of discrimination, very long-term unemployed.  

The consultancy will be based within the Sustainable Development Cluster of the Istanbul Regional Hub (IRH). 

Missions: up to 4 missions within the region.

Devoirs et responsabilités

The specific tasks of this consultancy are to support the Sustainable Development Cluster in its work in the area of employment and social protection, in particular supporting the work related to the interlinked challenges of inclusive employment and social inclusion.  Under the supervision of the SD Team Leader and in close collaboration with the SD Employment  Advisor and Junior Consultant on Employment, the Employment and Social Inclusion Consultant will be responsible to:

  • undertake comparative reviews of the relevant employment and social policies and programmes 
  • and policy assessments in ECIS countries for promoting sustainable, decent and inclusive employment for all;
  • supports analytical work and research, focusing on Agenda 2030 and relevant nexus of inclusive employment and social protection;
  • provides advice and technical inputs in the design and implementation of programme/project in view of promoting sustainable employment and inclusive growth as accelerators for the achievement of SDGs (post MAPS support);
  • contributes to the development of analytical studies, knowledge products and advocacy messages in the area of employment and inclusive growth from the perspective of promoting 2030 Agenda and the SDGs at regional, national and (sub)national levels;
  • contributes to development of innovative schemes, financing facilities and capacities for promoting inclusive employment, jobs creation and social inclusion;
  • collects and systematizes country case studies and drafts analytical materials as contribution for high level policy forums commissioned by UNDP or attended by the Senior Management in the area of sustainable and inclusive employment. 
  • contributes to conducting functional reviews and assessments of public employment services, labour and social protection ministries and other relevant labour market institutions and in drafting action plans for organizational and capacity development; 
  • contributes to collection, systematization and analysis of data sets for countries of region using international and national data sources, in particular related to SDG 8;
  • contributes to financial reviews of social protection systems; analysis of models and financing implications of different policy scenarios from fiscal and social inclusion (beneficiary perspective)
  • contributes to analysis and proposals for alternative financing options of some aspects of employment, active labour market measures and social protection benefits

Deliverables:

  • Deliverable 1: Analytical paper and scenarios about innovative models for financing employment, jobs creation and social service provision and  advocacy and advisory support on alternative sources for financing of employment and social services provision
  • Deliverable 2: A toolkit to support programming and implementation of territorial partnerships as integrating platforms for localization of SDGs
  • Deliverable 3: Fully developed project proposal(s) for promoting inclusive employment in the Western Balkans;
  • Deliverable 4: A background paper on labour migration, summarizing the national policies, successful local practices and capacities of public employment services for creating enabling environment for integration of migrants, refugees and asylum seekers, reintegration of returnees and promoting circular migration in the labour market;
  • Deliverable 5: Advocacy documents for promoting care services from the perspective of women’s employment;  
  • Deliverable 6: Outcome documents from policy consultations and advocacy events; 
  • Deliverable 7: Programme/project documents which promote employment, inclusive growth and social protection as accelerators for the achievement of SDGs

Payment Schedule:

  • Installment 1 - 10% upon confirmation by the Certifying Officer of satisfactory delivery of Deliverable 1, indicative date: 1 month after start of the contract;
  • Installment 2 – 15% upon confirmation by the Certifying Officer of satisfactory delivery of Deliverable 2, indicative date: 2 months after start of the contract;
  • Installment 3 – 15% upon confirmation by the Certifying Officer of satisfactory delivery of Deliverable 3, indicative date: 3.5 months after start of the contract;
  • Installment 4 - 15% upon confirmation by the Certifying Officer of satisfactory delivery of Deliverable 4, indicative date: 5 months after start of the contract;
  • Installment 5 – 15% upon confirmation by the Certifying Officer of satisfactory delivery of Deliverable 5, indicative date: 6.5 months after start of the contract;
  • Installment 6 - 15% upon confirmation by the Certifying Officer of satisfactory delivery of Deliverable 6, indicative date: 8 months after start of the contract;
  • Installment 7 – 15% upon confirmation by the Certifying Officer of satisfactory delivery of Deliverable 7, by end of contract (end of month 9)

Qualifications et expériences requises

Academic Qualifications/Education: 

  • Master’s degree in economy or social studies 

Experience: 

  • At least two-years work experience required on social studies, employment or social protection issues;
  • Experience in quantitative and qualitative data collection, processing and analysis shall be considered a strong asset;
  • Experience in the management and interpretation of data on employment, poverty or social exclusion shall be considered a strong asset.

Language skills: 

  • Language proficiency in both written and spoken English is required. Knowledge of language(s) spoken in the Western Balkans shall be considered an asset;
  • Writing and editing skills in English will be assessed by a written test. 

Evaluation of Applicants:
Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
responsive/compliant/acceptable, and
Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A (Relevance of education) – max points: 2.5;
  • Criteria B (Relevance of work experience on social studies, employment or social protection issues) – max points: 2.5;
  • Criteria B (Management and interpretation of data on employment, poverty and social exclusion) – max points: 5;
  • Criteria C (Quantitative and qualitative data collection, processing and analysis) – max points: 5;
  • Criteria C (Language) – max points: 5;
  • Criteria D (Written Assignment – technical knowledge and clarity of the text) – max points: 10;
  • Criteria E (Interview – assessing technical knowledge, motivation and communication skills) – max points: 5.

Financial Criteria - 30% of total evaluation – max. 15 points

Only those candidates who will obtain min. 70% of points will be invited for the next stage of the technical evaluation and financial proposal evaluation.
