UNDP’s interventions in Guinea-Bissau aim at supporting the country in the achievement of the Sustainable Development Goals (SDGs), the consolidation of peace and the Rule of Law, the promotion, preservation and development of the biodiversity, economic growth and poverty reduction, and the prevention and management of disaster risks These interventions are in line with the Government’s priorities defined in the Operational Strategic Plan “Terra Ranka”2015-2025, the United Nations Partnership Framework 2016-2020 and the new UNDP Strategic Plan 2018-2021, as well as the UNDP Africa Regional Programme 2018-2021.

Three main areas of intervention are defined in the Country Programme Document (CPD) 2016-2020 as the following:  Democratic Governance, Sustainable and Inclusive Economic Growth, and Environment and Biodiversity.

Having in mind the UNDP retreat in April 2017 and the mini-retreat in October 2017, a retreat will be held on 14-17 March 2018 in Cap Skirring in Senegal to foster a strong team spirit among staff and challenge them to contribute to a highly successful UNDP Country Office. 

Devoirs et responsabilités

UNDP Guinea-Bissau seeks applications for a Retreat Facilitator for an office-wide retreat to undertake the consultancy tasks listed in section 4. The Consultant will be charged with preparing for, facilitating, and subsequently preparing a detailed report with respect to the custom-made office retreat for the UNDP Guinea-Bissau Country Office (find attached the prepared retreat programme).

The main objective of the retreat is to set and reflect on a shared vision of the ongoing CPD implementation and to develop a conducive and cooperative working environment with a high team spirit.

The main expected outputs are:

  • Preparation of a team building retreat (2 days);
  • Customized interactive sessions and exercises clearly articulating the objectives of the team building exercise based on staff needs;
  • Interactive and flexible facilitation tools and materials prepared prior to the workshop2;

Methodology:

  • Based on the prepared programme for the 3-day retreat, to prepare the methodology and required inputs;
  • To prepare interactive and flexible facilitation tools and materials prior to the retreat;
  • Bear overall responsibility for facilitating the 3-day workshop, ensuring that it achieves its outputs;
  • Lead and provide expert input on specific workshop sessions, or in specific content areas such as the team building sessions and inter-personal relationship sessions;
  • Prepare and submit a detailed feedback report of the workshop including recommendations and action plan within 8 days (i.e. by 25 March 2018).

  • Excellent communication skills;
  • Flexibility and ability to adapt to changing directions/thinking that may occur during the retreat;
  • Excellent interpersonal skills.

Qualifications et expériences requises

Expertise required

The evaluation will be conducted by a qualified consultant with proven experience facilitating groups and in team building. The consultant must meet the below detailed skills, knowledge and expertise:

Academic Qualifications:

  • Bachelor’s or Master’s degree in an area relevant (social sciences);

Experience and knowledge

  • Advanced skills in group facilitation and team building (minimum of five years);
  • Experienced in culture change management and organizational development;
  • Demonstrated experience in working in a cross-cultural environment.

Language Requirements

  • Proficiency in Portuguese (oral and written);
  • Knowledge of French and/or English will be an advantage.

Documents required:

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:

Proposal:

  • Explaining why they are the most suitable for the work
  • Provide a brief methodology on how they will approach and conduct the work (if applicable)

Financial proposal

  • Personal CV including past experience in similar projects and at least 3 references

The procuring UNDP entities will choose among one of these two mechanisms. The lump sum approach is the preferred method, as it clearly links deliverables and payments transferring any unforeseen risks for the completion of the deliverable to the consultant. Once the mechanism has been selected, the other one shall be deleted to avoid any misunderstanding]

  • Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

  • Contracts based on daily fee

The financial proposal will specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.

Travel;

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel.  In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed

Lowest price and technically compliant offer

When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both:

Responsive/compliant/acceptable, and

Offering the lowest price/cost

Responsive/compliant/acceptable” can be defined as fully meeting the TOR provided.

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

Responsive/compliant/acceptable, and

Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight - 70%

* Financial Criteria weight - 30%

Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation

Evaluation criteria:

Criteria A: Education background  - 10 pts

Criteria B: Experience as defined in the ToRs - 15 pts

Criteria C: Competences as defined in the ToRs - 10 pts

Criteria D: Understating of the ToRs - 15 pts

Criteria E: Methodology and overall approach - 30 pts

Criteria F: Overall quality of the proposal (Comprehensiveness, structure, language and clarity) - 20 pts
