Historique

Seychelles is a United Nations Delivering as One Self-Starter country and is in the process of developing its first ever United Nations/government of Seychelles partnership document   referred to as the Strategic Partnership Agreement (SPA).  The SPA describes the United Nations Systems’ areas of collaboration with the Government of Seychelles for the period 2018-2022.  This represents a collective, coherent and integrated response by the UN Country Team  aligned with the government’s national development priorities based on the country’s economic and social needs, challenges and other aspirations in line with the National Development Strategy (NDS), the Sustainable Development Goals (SDGs) and other key documents.  The SPA will translate these into a common Strategic Results Framework for development activities based upon which UN organisations, individually or jointly, formulate their actions in coherent results based frameworks.

The Strategic Partnership Agreement has already taken shape after a long consultative process and has two overarching Strategic Priorities:

  • Promoting Blue/Green Economy (in line with NDS Key Result Area 2: Economic Development and Key Result Area 4: Environment and Energy)
  • Promoting Health, and addressing HIV / AIDS and Substance Abuse (in line with NDS Key Result Area 3: Social Development and Key Result Area 1: Governance)

The RC Office is now seeking the services of a Team Leader and a National Consultant to support the finalization of the SPA and formulation of the associated Results Resources Frameworks of the SPA.

Objective and Scope

The specific tasks of the consultants are to:

  • Review the narrative of the SPA and finalise the draft in line with the rich source of available reference documents, including the NDS, SSDS, the Vision 2032 and draft sector strategies, the SDGs framework and the other cross cutting areas;
  • Make a quick desk review and draft the results resources frameworks to be validated by selected stakeholders, including the UN Development Group Quality Support Assurance Peer Support Group (UNDG QSA/PSG) and using the UNDG format;
  • Present the consolidated SPA.

During the assignment, the consultant will work closely with the RCO, the Department of Foreign Affairs and Department of Economic Planning and the local UNDP Office maintaining full focus on delivering key results and any other tasks falling within the ambit of the terms of reference.  The RCO will facilitate his contacts with any other stakeholders and with the UNDG when necessary.  

Expected outputs and deliverables
The consultants shall prepare and submit in soft copy:

  • The completed Results Resources frameworks for Blue/Green Economy, and Health, HIV/AIDs and Substance Abuse, including: formulation of outputs and key activities; verifiable indicators (including baselines and targets) with alignment to the NDS and SDGs as far as possible; and the indicated budget/resources
  • A Final Consolidated Strategic Partnership Agreement - SPA (including the narrative and the RRF

Institutional arrangements
The consultants shall work in close collaboration with the RC Office, the UNCT members, relevant national stakeholders and the UNDG QSA/PSG.

The RCO office will make the necessary arrangements for the consultations meetings as necessary.

All documents shall be submitted to the UN office of the Resident Coordinator for Mauritius and Seychelles.

Duration of the work

The consultants will be engaged under a respective short-term Individual contract, and the whole assignment will be for no more than 16 working days for the national Consultant and 12 working days for the Team leader.  The assignment will be from 12 March to 20 April 2018 and expected to start on 12 March 2018.

Duty station

The Individual contractor’s duty station will be home based (for the Team leader) and Seychelles for the national Consultant and therefore will not involve any travel.

Team composition and responsibilities

The team will be composed of a Leader and a National Consultant.  The work of the team of consultants will be guided by the Norms and Standards established by the United Nations Evaluation Group. Team members will be requested to sign the Code of Conduct prior to engaging in the review exercise.

  • The overall responsibility of the Team Leader will be to produce the drafts and final reports. S/he will lead and coordinate the work of the National Consultant and be responsible for the quality assurance of all deliverables.  The Team Leader should have a good knowledge and experience of the UNDG programming principles, especially Results Based Management. The Team Leader will provide guidance, technical support and oversight to the National Consultant throughout the period, especially in ensuring agreed upon methodologies, and writing of assigned sections of the report before the deadline.
  • The Team Leader will report to and liaise with the UN stakeholders-the RCO, UNCT and UNDG QSA/PSG etc.
  • The National Consultant will provide support/guidance on the national contexts to the Team Leader and undertake the local consultations where necessary.   S/he will take part in the desk review and analysis work. S/he will be responsible for drafting key parts of the documents.

Compétences

  • Excellence in analysis and reporting on socio-economic issues, development needs and UN strategies to support national development agendas;
  • Very good knowledge of the national development agenda and poverty reduction strategies, as well as the role of the UN Country Team and Individual UN Agencies in supporting their realization;
  • Excellence in oral and written English;
  • Fully capable to use Microsoft Office, including Word and Excel.

Qualifications et expériences requises

Education

  • A Degree or equivalent in strategic planning, development studies, international relations, social sciences, economics, law or related fields

Experience

  • At least 3 years of professional work experience at national level. Experience must relate to drafting, editing and finalization of situation analysis, strategic planning documents and reports concerning development assistance

Language

  • Excellence in written and spoken English

Scope of price proposal and schedule of payments

Financial proposals must be “all inclusive” and expressed in a lump-sum for the total duration of the contract. The lump sum is fixed regardless of changes in the cost components.

Payment will be made based upon successful completion of the deliverables as per terms below:

  • Fifty per cent (50%) after the submission and the acceptance of the two draft Results Resource Frameworks by 30 March 2018;
  • Fifty per cent (50%) after the submission and the acceptance of the consolidated Strategic Partnership Agreement 2018-2022 by 20 April 2018.

Recommended presentation of offer

Interested parties must submit the following documentation:

  • Personal History Form (P11) and personal CV, indicating all past experience from similar projects.
  • Letter of Confirmation of Interest and financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.  
  • A detailed technical proposal in accordance with the scope of work, methodology, expected outputs and deliverables provided for herein.

Individual consultants are invited to submit applications on UNDP online jobsite as per requirements below. Applications that do not include all of these elements will not be considered.

Criteria for selection of the best offer

The award of the contract will be made to the Individual Consultant whose offer has been evaluated using the “Combined Scoring Method” and determined as:

  • Responsive/compliant/acceptable;
  • Having a minimum of 70 points out of 100 for the technical evaluation to be considered for the Financial Evaluation.

The selection will be based on a Combined Scoring method with weights given as follows:

  • the technical proposal 70%
  • the price offer 30%.

Required expertise and submission evaluation

All submissions will be assessed against the following criteria:

Technical evaluation (70%):

  • Education of the consultant (sub-total: 10 marks): A Degree or equivalent in strategic planning, development studies, international relations, social sciences, economics, law or related fields; 
  • Proposed methodology (sub-total: 30 marks): A clear methodology on how this project will be conducted: Understanding of TOR (5 marks); Compliance with project schedule (5 marks); Coverage of required tasks (5 marks); Technical approach (10 marks); and Deliverables (5 marks);
  • Specific Technical Expertise (sub-total: 20 marks): Excellence in analysis and reporting on socio-economic issues, development needs and UN strategies to support national development agendas (10 marks); and fully capable to use Microsoft Office, including Word and Excel (10 marks);
  • Work Experience (sub-total: 30 marks): At least 3 years of professional work experience at national level. Experience must relate to drafting, editing and finalization of situation analysis, strategic planning documents and reports concerning development assistance (15 marks); Very good knowledge of the national development agenda and poverty reduction strategies, as well as the role of the UN Country Team and Individual UN Agencies (15 marks);
  • Communication skills (sub-total: 10 marks): Strong interpersonal skills, team working skills and excellent communication skills (5 marks); Excellence in oral and written English (5 marks).

Financial evaluation (30%):

Value for money: The value that UNDP Mauritius will receive from the service provider.
