Constituted in 1997, the United Nations Development Group (UNDG) unites UN funds, programmes, specialized agencies, departments and offices that assist national partners in achieving their development objectives, including the Sustainable Development Goals. At country level, the UNDG is represented by the United Nations Country Team (UNCT), which is headed by a UN Resident Coordinator (RC). At regional level, five teams are charged with translating global policies and guidelines into country-level work.

The UN Development Operations Coordination Office (UNDOCO) is the Secretariat of the UNDG. It brings together the UN development system to promote change and innovation to deliver together on sustainable development. UNDOCO provides field evidence to inform policy, facilitates the achievement of shared results, and promotes excellence in UN leadership and coordination.

The UN Development Operations Coordination Office (UNDOCO) is planning to roll-out a series of leadership development initiatives to implement the UN leadership framework for the UN Country Team in close collaboration with internal and external learning partners. The UN leadership initiatives aim to advance the transformational and collaborative leadership capabilities within the RC system, to create a dynamic leadership development program for senior leaders to ensure the UN remains at the cutting edge, and to develop a sustainable and diverse pool of senior leaders that can lead the UN under the new SDG agenda. 

For this purpose, the UNDOCO is looking for a successful candidate that will support in developing and implementing communications strategies for leadership development initiatives for RCs and UNCTs.

The consultant will support the development of developing a series communications and outreach materials UNDOCO.

SCOPE OF WORK

The consultant will support the development of a series communications and outreach materials on the roll-out of leadership development initiatives for RCs and UNCTs.

The following key responsibilities will be carried out by the consultant:

  • Develop and implement a strategic communications strategy on UNDOCO’s leadership development framework for RCs and UNCTs;
  • Manage the design, development and production of communications and outreach materials in accordance with UNDG/UNDOCO branding guidelines;
  • Launch and prepare updates on the social media accounts of UNDOCO Leadership Development Team;
  • Prepare regular updates, written information for the UNDG website;
  • Provide communications and event support in roll-out of new leadership development initiatives.
  • Contribute and support to the development of technical requirements for restructuring of the current online platform for Resident Coordinators (RC Online).

Duration of Work:  Approximately 80 working days during March – August  2018

Duty Station:   home-based with frequent consultations with HQ (NY, USA) remotely and/or in person (if possible)

Payment: A daily rate based on an all-inclusive daily fee. All-inclusive implies that all costs incurred by the Contractor are factored into the final amount submitted in the proposal. Payments will be made following certification by UNDP of the satisfactory delivery of the products and the appropriate management of associated processes needed to achieve the above-mentioned tasks and objectives; supervisor will confirm arrangements. DOCO reserves the right to rescind this agreement due to unsatisfactory performance by the contractor.

Institutional arrangements: The consultant will be working under the direct supervision of the Policy Specialist on Leadership Development and with overall guidance of the Team Leader in UNDOCO.   The consultancy will require a great amount of consultation with UNDOCO either remotely and/or in person.  Availability during business working hours EST time is a requirement for consultations. Travel to the UNDOCO HQ in New York is the responsibility of the consultant.   Specific working arrangements will be confirmed with supervisor.  The consultant is expected to have their own computer.

Travel: No outside mission travel is envisaged for this consultancy.

  • Ability to translate and communicate UN terms, language and style into clear and concise language and messaging for external audiences;
  • Understanding of the UN, development issues and UN reform;
  • Ability to be flexible and respond to changes to text as part of the review and feedback process;
  • Strong interpersonal skills, able to communicate and work with diverse people;
  • Demonstrated ability to meet deadlines and work under pressure.

Qualifications et expériences requises

Education:  

  • Master’s degree Journalism, Communications, Public Relations or related field is required.

Experience: 

  • A minimum of five (5) years of relevant professional work experience in communications on development issues and devising strategic communications strategies; 
  • Experience in managing social media campaigns, web-platforms and design tools is a must;
  • Experience in researching and web-based writing for different audiences is a must;
  • Experience of organizing communication and outreach events is an asset.

Language Requirements:

  • Excellent command of written English is required with an emphasis on clear and concise language use. Knowledge of French or Spanish will be an advantage.

  • CV or P11 indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the consultant; short-listed candidates will be asked to submit their P11 and at least three (3) professional references;
  • Brief description (cover letter) of why the individual considers him/herself as the most suitable for this assignment, which addresses the required qualifications and evaluation criteria;
  • Duly completed Letter of Confirmation of Interest and Availability using template provided by UNDP which includes the financial proposal with “all-inclusive (*)” daily fee (short-listed candidates);

Short-listed candidates will be asked to submit the following: a) Letter of Confirmation of Interest and Availability with Financial proposal b) Portfolio of communication work and writing samples (max 3-pages and/or links to blogs).

(*) “all-inclusive” implies that all costs (excluding mission travel) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal

Individual consultants will be evaluated using the cumulative analysis methodology.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

EVALUATION

Technical Criteria (100 points):

  • Relevant background in terms of educational and professional experience: 5 points
  • Demonstrated experience of five (5) years in developing and implementing communication strategies: 30 points;
  • Demonstrated experience developing and implementing social media/web campaigns: 25 points
  • Expertise with web-based writing and communicating messages to different target audiences: 25 points
  • Demonstrated experience in managing communication and outreach events: 10 points;
  • Communications experience working within the UN system or similar organization: 5 points;   

Only candidates obtaining a minimum of 70% of 100 points in the Technical Evaluation will be considered for the Financial Evaluation.

  • Technical Criteria weight overall: 70%
  • Financial Criteria weight overall: 30%
