The Provisional Constitution of the Federal Republic of Somalia, adopted in 2012, mandates the National Independent Electoral Commission (NIEC) to manage electoral processes in the Country. Thus, in line with its Democratic Governance mandate, the United Nations (UN) established the UN Integrated Electoral Support Group (IESG) to support the NIEC in implementing its constitutional mandate.The UN IESG consists of UN Assistance Mission in Somalia (UNSOM) and UNDP staff under the leadership of a Director. It works closely with the NIEC to provide technical assistance required to facilitate universal elections envisaged to be held in 2020.

The management and administration of electoral processes requires the development of electoral materials for training of electoral officials and civic education purposes. To ensure the above, UNDP under the auspices of the UN IESG and, in support of NIEC’s constitutional mandate, requires services of a graphic designer to design, layout publications, reports, fact sheets, advocacy materials, visibility materials, info graphics and accompanying text for training manuals, posters and necessary electoral material using information provided.

Scope of Work

The consultant will undertake the following tasks under the supervision of the UN IESG’s Senior Electoral Officer (Operations);

  • Conceputalise, design, format and layout training manual, public outreach material, strategic plans and relevant reporting documents that communicate effectively to target audience.
  • Synthesize data and information into custom infographics for reports, communication purposes and publications.
  • Produce digital illustrations to visually relay information.
  • Prepare material for print production, ensuring quality control.
  • Produce branding materials.

Expected Outputs and Deliverables

  • Program documents and reports.
  • Digital illustrations to relay information
  • Training manuals in booklet format on electoral processes.
  • Educational documents for educating the masses on electoral democracy.
  • Branding materials for the NIEC and IESG
  • Printing packages (all layout and design files, including pre-press for the printing house) for all deliverables must be provided.

Detailed specifications for each individual assignment will be given to the selected designer as and when the designer’s services are requested.

Deadline for submission for each assignment will be indicated with the instructions for each assignment

Compétences

  • Ability to conceptualize, plan and execute innovative ideas
  • Excellent creative skills and demonstrated advanced command over a full range of graphic design software including Adobe Creative Suite/CC such as InDesign, Photoshop, Illustrator, and, after effects.

  • Team work: Ability to work collaboratively with the IESG and NIEC to achieve the desired goal consistent with final group decision.
  • Planning and organizational skills: Ability to set clear goals in accordance with agreed strategies and adjust priorities as required. It includes ability to factor in contingency planning to allow for adjustment of plans and actions as required whilst using time efficiently to ensure deadlines are met even under pressure.

Qualifications et expériences requises

Academic Qualifications:

A minimum of a Bachelor’s degree in graphic design, multimedia visual arts, or in the areas of communication. Two additional years of relevant experience in combination with a Higher National Diploma in any one of the above fields of study will be considered in lieu of a Bachelor’s Degree.

Professional Experience:

  • At least 5 years of relevant hands-on work experience in graphic design demonstrating command over a full range of graphic design software including Adobe Creative Suite/CC such as InDesign, Photoshop, Illustrator, and, after effects.
  • Proven experience in brand development and brand portfolio design
  • Proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital).
  • Proven experience in designing multiple language publications.
  • Previous experience with UN and/or international agencies on similar assignments preferably in the areas of democratic governance and development

Language

  • Excellent command of the English language (fluent written and spoken English)
  • Working knowledge of Somali and/or Arabic languages is an added advantage

Recommended Presentation of Offer

  • Personal CV, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references;
  • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology on how they will approach and complete the assignment.
  • Financial Proposal indicating daily fee in United States Dollars (USD). No other costs, e.g. travel, should be included in the financial proposal at this stage. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process off releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
  • hyperlink to samples to previous work: portfolio must contain samples of work showcasing design and layout experience completed in the last two years (the candidate must specify if she/he was solely responsible for producing or editing each of the material).

Criteria for Selection of the Best Offer

Combined scoring method; The qualifications and methodology will be weighted a max of 70%, and combined with the price offer which will be weighted a max of 30%

Technical proposals will be evaluated based on their responsiveness to the Terms of Reference (ToR).

Criteria for Technical Evaluation - Total 70% (Maximum 70 points):

  • Relevant education and training in graphic design, multimedia visual arts or in areas of communication = maximum of 10 points
  • Relevant Professional experience comprising:
    • At least 5 years of relevant hands-on work experience in graphic design.
    • Excellent creative skills and demonstrated advanced command over a full range of graphic design software including Adobe Creative Suite/CC such as InDesign, Photoshop, Illustrator, and, after effects.
    • Knowledge of standard software packages including MS Office, MS Access, MS Visio, Adobe Acrobatic
    • Proven experience in brand development and brand portfolio design.
    • Proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital).
    • Good understanding of new and evolving technologies and digital platforms.
    • Proven experience in designing multiple language publications = (Maximum of 35 points)
  • Added advantage: previous experience with UN and/or international agencies preferably in the areas of governance/democracy and development = Maximum of 5 points
  • Proficiency in English language = maximum of 5 points;
  • Added advantage: Working knowledge of the Somali and/or Arabic languages = maximum of 5 points
  • Methodology and understanding of the assignment = Maximum of 10 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) will be considered for financial evaluation.

Criteria for Financial Evaluation – Total 30% (Maximum 30 points)

The weight of the financial proposal is 30%.The maximum number of points will be assigned to the lowest priced proposal.All other proposals will receive points in inverse proportion using the following formula;

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Contract Award

Final award will be based on the highest combined score based on 70% technical offer and 30% price weight distribution of technically qualified proposals.

UNDP will only be able to respond to those applications in which there is further interest.

Institutional Arrangement

  • The Contractor will be contracted by UNDP and, will report to the UN IESG Senior Electoral Officer (Operations).?The person will also work closely with the IESG Capacity Development Specialist, the NIEC as well as interact with other IESG staff as required.
  • Regular interaction via e-mail and skype with the IESG and NIEC in Mogadishu. The frequency of reporting will be indicated with the instruction for each assignment.
  • UNDP shall provide access to all reports and data relevant to the assignment, and to the extent possible, support and assistance to gain access to relevant stakeholders for consultations.
  • The consultant will be required to have a personal lap top computer. Official communications (SIM card for official use) and wireless internet.
  • Copyright and ownership:All materials produced and other intellectual property will be solely owned by UNDP and NIEC. Any material provided to the expert will remain the property of UNDP and NIEC.

Scope of Price Proposal and Schedule of Payment

  • Services will be delivered on an on-call basis and paid in United States Dollars (USD) upon successful completion of the assignment as certified by the supervisor
  • The consultancy fee will be paid per working day
  • Payment will be made upon submission of an invoice, specifying the number of working days spend on each approved assignment
  • The contract does not warrant that any quantity of services will be purchased during the term of the contract as this will be subject to requirements.
  • In the event of absolute need for consultant’s travel to Mogadishu, UNDP will provide a living allowance consistent with the prevailing UN Daily Subsistence Allowance (DSA) rate and an economy class ticket on the most direct route from the consultant’s home base.
