The Civil Society of Guinea-Bissau is represented by about 164 organizations and networks inventoried at the central level. Numerous organizations operate on the ground and require a census in order to have a more complete picture of the dynamics of CSOs in the country. In terms of specializations, recent studies carried out by UNDP and the UNV Program account for a concentration of CSOs involved in defense, protection and promotion of Rights (about 1/3), followed by economic development, including issues of safety and food self-sufficiency, the environment and the development and/or diffusion of new technologies.

Civil society in Guinea-Bissau is becoming increasingly structured and there are more than a dozen networks (including platforms), among which are:

  • A national civil society movement for democracy and development;
  • A national youth and population forum;
  • A national youth council;
  • A national observatory on Human Rights, Democracy and Citizenship;
  • A foundation for children;
  • A network of Youth Associations of the Military District;
  • A national committee for the abandonment of nefarious practices;
  • A Gender Equality Observatory in Gabú
  • A national network of associations of people living with HIV;
  • A women's political platform (network of women's associations):

The emergence of CSOs and specialized networks on issues of governance and the rule of law comes in response to the void left by CSO representation in societal debates, political and strategic decision-making, the choosing of fundamental and durable options for the country, the follow-up/control of the responsibilities of the government and republican institutions, and the demands of payment of debts to citizens.
This project comes as a response to CSOs' demands to strengthen their capacities as tools for structuring the environments in which they operate and on developmental issues, as well as to help them develop their skills and positioning capacities when dealing with different approaches and strategic options for building/consolidating the rule of law and democratic governance, on management and on promoting the accountability of elected officials and those in charge of public administration.

Devoirs et responsabilités

The methodology is based on a diagnostic study that allows identifying the gaps and lessons learned to reinforce the role and participation of Civil Society organizations in the inclusive process of youth voices in the process of sustainable development. After the identification process, an action plan will be developed, together with CSOs, on sustainable development for Youth Networks in the field of sustainable development that will be aligned with the National Youth Policy. Finally, there will be training aimed exclusively at youth CSO youth leaders in the field of ODS.


  • In-depth knowledge of CSOs sector current challenges and innovative solutions in;
  • Knowledge of national and regional media policies;
  • Excellent planning and organizational skills;
  • Excellent team work and consensus building skills;
  • Excellent training capacity.


Qualifications et expériences requises

Academic qualifications:

  • Bachelor’s Degree or equivalent in public policy management, development studies, economics, international relations, law or equivalent.


  • Minimum 5 years relevant experience at national or international level in work on youth issues;

Language requirement:

  • Strong written and spoken skills in Portuguese and English.

Interested individual consultants must submit the following documents/information to demonstrate their qualifications:


  • Explaining why they are the most suitable for the work;
  • Provide a brief methodology on how they will approach and conduct the work (if applicable).

Financial proposal

  • Personal CV including past experience in similar projects and at least 3 references
  • Lump sum contracts

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR.  In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight - 70%

* Financial Criteria weight - 30%

Only candidates obtaining a minimum of 70 points would be considered for the Financial Evaluation

Evaluation criteria:

  • Criteria A: Education background - 10 pts;
  • Criteria B: Experience as defined in the ToRs - 15 pts;
  • Criteria C: Competences as defined in the ToRs - 10 pts;
  • Criteria D: Understating of the ToRs - 15 pts;
  • Criteria E: Methodology and overall approach - 30 pts;
  • Criteria F: Overall quality of the proposal (Comprehensiveness, structure, language and clarity - 20 pts.
