UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Since 2012 UN Women Bangladesh Country Office (BCO) has been working on Disaster Risk Reduction/Climate Change Adaptation (DRR/CCA) supporting disaster and climate vulnerable women from the most disaster-prone parts of the country and generating knowledge through series of research and studies to create evidence on how gender inequality drives vulnerability and marginalization and determine ways in which achieving gender equality can lead to a more resilient and empowered Bangladesh. UN Women’s efforts to mainstream gender in DRR/CCA & humanitarian policies strategies and actions, with the belief that such gender responsive DRR/CCA & humanitarian programmes and policies will lead to resilience building and empowerment of women and girls, is acknowledged by the stakeholders.  UN Women has been able to motivate some of the concerned parties through knowledge generation and sharing, advocacy and field operation as show case, to strive for achieving gender targets in Sendai framework.

UN Women together with UNDP and UNOPS have jointly developed a 3-year programme, the “National Resilience Programme”, combining its technical fields of expertise – notably in risk governance, disaster risk reduction, gender mainstreaming in policies and programmes, and infrastructure resilience. The National Resilience Programme aims to sustain the resilience of human and economic development in Bangladesh through inclusive, gender responsive disaster management and risk informed development. It will address national capacity to manage risks from natural hazards and achieving resilience against disaster and climate shocks and stresses. The programme will be implemented by 4 government agencies namely Department of Disaster Management (DDM), Department of Women Affairs (DWA), Programming Division of Planning Commission and Local Government and Engineering Department (LGED) with technical support from UN Women, UNDP and UNOPS

Under the supervision of Programme Specialist, DRR/CCA/HA (UN Women) and overall guidance from Project Director at DWA Sub project, the Gender and Disaster Risk Reduction Analyst, based in Ministry of Women and Children Affairs, will primarily be supporting the Department of Women Affairs in delivering DWA led NRP results. S/he will provide technical leadership to MoWCA and DWA on issues relating to gender mainstreaming in DRR-CCA activities.

Devoirs et responsabilités

The role of the Gender and Disaster Risk Reduction Analyst is essentially an advisory and managerial one and the incumbent will be primarily responsible for:

1.  Coordination and overall programme management Support

  •  Support NRP DWA PD in overseeing and managing of the project on day-to-day basis;
  •  Support NRP DWA PD in managing the financial resources of the NRP DWA sub-project and the human resources of the sub-project, in consultation with UN Women, for achieving results in line with the outputs and activities outlined in the programme document;
  • Provide direction and guidance to the local DWA staffs in the project target districts and other parties responsible for delivery of or contribution to sub-project results;
  •   Coordinate with UN Women and the Programme Coordination and Monitoring Team (PCMT) based in Department of  Disaster Management and other Sub Project personnel to ensure synergies with other NRP sub-projects, support cohesiveness of NRP as joint programmes, and ensure timely contributions to joint programme work plans and reports;
  • Act as co-signatory of NRP DWA Sub-project accounts and cheques as required, as per guidelines/NEX manual;
  • Under the guidance of DWA, PD and UN Women lead the preparation and implementation of the annual results based work plans and result frameworks as endorsed by Programme Steering Committee;
  •  Ensure quality of Sub-Project Quarterly Progress Reports, Annual Reports and Completion report;

2.   Provision of advisory and policy support

  • Provide policy support to MoWCA/DWA/UN Women in the context of negotiations/discussions on gender in Disaster Management;
  • Provide analysis and advice to the Sub Project Director, DWA on the gender dynamics and opportunities to support leadership and inclusive engagement of women in the National Resilience Programme ;
  •  Identify and advise on entry points for Sub Projects to strengthen capacities for gender equality
  • Support development of the DRR and gender mainstreaming capacity at different levels: from basic knowledge to advanced expertise in specific thematic areas;
  • Carry out the institutional development/capacity development through mainstreaming DRR into other DWA projects;
  •  Provide capacity building and training for DWA, MoWCA staffs and other stakeholders involved in NRP;

3. Advocacy support and facilitation of knowledge building and management

  • Promote learning environment (i.e. knowledge building and management), including producing a package of knowledge products to support gender mainstreaming (e.g. tools, checklists, brochures) within the NRP Sub Projects in close collaboration with other UN agencies;
  •  Establish and maintain strong partnerships with the UN entities (particularly the Gender Thematic Group), key national and international partners/networks on gender equality and women’s rights  and advocate for gender sensitive programming;
  • Assist Sub Project PD and MoWCA officials in organizing training and workshops on gender responsive DRR-CC-HA for policy makers;
  • Assist DWA, Ministry and UN Women for dissemination and awareness campaign regarding gender responsive resilience;
  • Oversee the exchange and sharing of experiences and lessons learned with relevant projects nationally and internationally, in consultation and guidance of UN Women and the DWA PD and other officials;
  • Undertaking any other activities that may be assigned by the DWA PD and UN Women;

Qualifications et expériences requises

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required

Experience:

  • Minimum 2 years in planning and managing role in disaster risk reduction, preparedness and/or post-disaster recovery programmes and projects  at the national or international level with women’s NGOs, UN Agencies, Development Partners;
  • Ability to provide leadership and take responsibility for mainstreaming gender perspectives into Disaster Risk Reduction or development programme;
  • Proven experience integrating gender at a project and institutional level, including specific skills in conducting gender assessment and analysis, gender sensitive training and monitoring and evaluation;
  • Demonstrated analytical, programming and advocacy skills on gender issues;
  • Demonstrated experience of capacity building and organizational development, preferably in relation to Government of Bangladesh;
  • Demonstrated experience of synthesizing inputs from a range of disciplines related to disaster risk reduction and development.

Language Requirements:

  • Fluency in English is required. Knowledge of official national language essential.
