UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programs and services needed to implement these standards.
In Bosnia and Herzegovina, UN Women and other UN agencies have been actively supporting the strengthening and harmonization of institutional response to domestic violence and violence against women with international standards. Namely, as a result of this work initial multi-sectoral referral mechanism were developed, capacities of service providers are significantly strengthened, and quality, availability and access to services has been improved. Furthermore, in the work on prevention, UN Women office has been actively supported engagement of men and youth in addressing violence against women and girls and domestic violence.
In April 2016 UN Women has officially launched a three-year program “Standards and Engagement for Ending Violence against Women and Domestic Violence in Bosnia and Herzegovina” that is financially supported by the Swedish International Development Cooperation Agency (Sida). The program aims to strengthen the institutional and social response mechanisms to violence against women and domestic violence in BiH by contributing to the implementation of the Istanbul Convention.
The program builds on the work done in the past years in partnership with the Gender Mechanisms, relevant institutions and CSOs at the legal, policy and strategic level as well as the support provided to improve services for survivors and to prevent violence against women and girls, with a strong focus on engaging men and boys.
Under the second component, a strong focus is put on working with women, men and youth to address and understand gender roles through awareness campaigning and educational activities. In addition, key media actors and outlets are engaged in advocacy, research and capacity building towards improving gender sensitive reporting and preventing violence against women and girls.
Devoirs et responsabilités
UN Women Country Office in BiH is seeking an experienced consultant to conduct a strategic review of the UN Women support to EVAW and domestic violence and to contribute to the development of strategic vision for the period 2019 – 2023. Strategic review should build on the work and results of the program “Standards and Engagement for Ending Violence against Women and Domestic Violence in BiH” but should also look beyond this program, into the other work in this area implemented by institutional gender mechanisms and civil society organizations. In providing the final output, the consultant should take into consideration UN Women strategic document, current trends and developments in the country in this area, inputs from civil society organizations and governmental institutions and other stakeholders, as well as achievements and lessons learned from previous work on EVAW in BiH.
The selected consultant shall be responsible for the following deliverables:
b. Strategic overview and concept note. The consultant is expected to produce a document of minimum 10 and maximum 20 pages, including a log frame based on a) desk review of documentation; b) interviews with stakeholders, partners and beneficiaries, and; c) the fair and impartial judgement of the consultant.
Activities and timeframe
The Concept note should be written in English and submitted to EVAW Project Manager within the specified timeframe.

Evaluation of Offers
UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:
Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for an interview. Top 3 candidates (with highest number of points in the technical evaluation) will be interviewed. The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those candidates who have reached at least 5 points in the interview. All other price proposals receive points in inverse proportion.
Financial Evaluation- based on submitted offer (20%)
Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20
