Historique

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women supports UN Member States as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programs and services needed to implement these standards.

In Bosnia and Herzegovina, UN Women and other UN agencies have been actively supporting the strengthening and harmonization of institutional response to domestic violence and violence against women with international standards. Namely, as a result of this work initial multi-sectoral referral mechanism were developed, capacities of service providers are significantly strengthened, and quality, availability and access to services has been improved. Furthermore, in the work on prevention, UN Women office has been actively supported engagement of men and youth in addressing violence against women and girls and domestic violence.

In April 2016 UN Women has officially launched a three-year program “Standards and Engagement for Ending Violence against Women and Domestic Violence in Bosnia and Herzegovina” that is financially supported by the Swedish International Development Cooperation Agency (Sida). The program aims to strengthen the institutional and social response mechanisms to violence against women and domestic violence in BiH by contributing to the implementation of the Istanbul Convention.

The program builds on the work done in the past years in partnership with the Gender Mechanisms, relevant institutions and CSOs at the legal, policy and strategic level as well as the support provided to improve services for survivors and to prevent violence against women and girls, with a strong focus on engaging men and boys.
The current program has two main components that are focusing on protection of survivors and prevention of violence against women and domestic violence.  Under the first component, the program aims to enhance availability, access and quality of services utilizing a multi-sectorial approach to address violence against women and domestic violence in BiH. This is realized by providing support to service providers in line with the requirements of the Istanbul Convention, with a strong focus on capacity development of relevant service providers in selected communities.

Under the second component, a strong focus is put on working with women, men and youth to address and understand gender roles through awareness campaigning and educational activities. In addition, key media actors and outlets are engaged in advocacy, research and capacity building towards improving gender sensitive reporting and preventing violence against women and girls.


Devoirs et responsabilités

UN Women Country Office in BiH is seeking an experienced consultant to conduct a strategic review of the UN Women support to EVAW and domestic violence and to contribute to the development of strategic vision for the period 2019 – 2023.  Strategic review  should build on the work and results of the program “Standards and Engagement for Ending Violence against Women and Domestic Violence in BiH” but should also look beyond this program, into the other work in this area implemented by institutional gender mechanisms and civil society organizations. In providing the final output, the consultant should take into consideration UN Women strategic document, current trends and developments in the country in this area, inputs from civil society organizations and governmental institutions and other stakeholders, as well as achievements and lessons learned from previous work on EVAW in BiH.

Outputs

The selected consultant shall be responsible for the following deliverables:
a. Detailed Methodology. In developing a detailed methodology, the consultant should include the following:

  • Desk review. Desk review should at minimum include the review of the following set of documents: UN Women strategic documents (with focus on EVAW); key EVAW policy documents in BiH; key achievements, deliverables and lessons learned from previous work in the EVAW area in the last 5 years with particular focus on UN Women work in the area, and program “Standards and Engagement for Ending Violence against Women and Domestic Violence in BiH”(at minimum developed protocols, guidance for multi-sectoral cooperation, multi-sectoral training materials, local action plans for DV);
  • Field work. In finalizing the concept note, consultant is expected to collect information directly from EVAW stakeholders and beneficiaries in the country. Consultant should organize at least 10 meetings with the main governmental institutions, non-government organizations, partners and beneficiaries. When planning the field visits, consultant should think about new stakeholders UN Women should establish partnerships with in the future. Furthermore, the consultant may be asked to extend the list of interviewees during the consultancy;

b. Strategic overview and concept note.  The consultant is expected to produce a document of minimum 10 and maximum 20 pages, including a log frame based on a) desk review of documentation; b) interviews with stakeholders, partners and beneficiaries, and; c) the fair and impartial judgement of the consultant.
c. Presentation of the concept note. The consultant will conduct a brief presentation of the final document to UN Women stakeholders and UN Women team in Sarajevo. UN Women will provide logistical support for the organization of the presentation.

Activities and timeframe
The consultant will be expected to complete the indicative list of tasks within the indicative timeframe presented in the table below. Final list will be agreed between UN Women and the consultant at the beginning of the consultancy.

The Concept note should be written in English and submitted to EVAW Project Manager within the specified timeframe.

Reporting
Under the overall supervision of the UN Women Program Specialist and the direct supervision of the EVAW Project Manager, the consultant will develop and deliver the above listed outputs in accordance with the above outlined timeframe. All the outputs should be provided in English.

Qualifications et expériences requises

Academic Qualifications:

  • Master’s degree in gender studies, social science, economics, development, public administration, or a closely related field.

Skills and Experience:

  • At least 7 years of professional development-related experience working at the international and national levels;
  • Professional experience in addressing EVAW from various aspects;
  • Knowledge and experience working in the development context of Bosnia and Herzegovina with the particular focus on EVAW;
  • Knowledge of stakeholder in the country, including the national institutions, CSOs, and the international organizations working in the field of EVAW;
  • Knowledge of the results-based management approaches and the theory of change concepts;
  • Track record of work relevant to the assignment;
  • Excellent writing skills;
  • Knowledge of English and B/H/S languages.

  • Expression of interest letter;
  • Detailed financial proposal (which includes consultancy fees, travel, accommodation, subsistence etc.);
  • UN P11 form.

Evaluation of Offers

UN Women applies a fair and transparent selection process that takes into account both the technical qualification of potential consultants as well as the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • having received the highest score out of below defined technical, interview and financial criteria.

Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for an interview. Top 3 candidates (with highest number of points in the technical evaluation) will be interviewed. The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among those candidates who have reached at least 5 points in the interview. All other price proposals receive points in inverse proportion.

Criteria:
Technical Evaluation – documents and interviewed based (80%)

Financial Evaluation- based on submitted offer (20%)

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 20
S - score received on financial evaluation;
Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;
F - financial offer under the consideration.
