Historique
The project, “Implementation of Comprehensive and Long Term National Traffic and Transport Sector Strategy for Kuwait,” signed in 2014, is an extension of an earlier project 2009-2013 which was designed to address a number of critical challenges identified in the traffic and transport sector in Kuwait. The identified challenges pertain to issues in road safety, traffic congestion, data collection, and road accident investigation. The project is one of the priorities of the National Traffic and Transport Strategy (NTTS) for Kuwait. The project is designed to improve planning and design process; reduce severity, frequency, and cost of road accidents to the community; alleviate congestion; optimize movement of people and goods; enhance public transport service; strength law enforcement; and contribute to the reduction of gases which contribute to climate change
As part of its programming, UNDP has cooperated with Northwestern University in delivering specialized training in crash investigation, consisting of four modules covering crash investigation, vehicle dynamics and crash reconstruction.
To ensure sustained learning and deepened understanding of the learning materials, UNDP is requesting the hiring of a full-time translator for a period of 3 months in order to undertake translation into Arabic of the five training modules.
Devoirs et responsabilités
1. Main deliverables
The main deliverable is a translation of Kuwait Traffic Law and learning materials of the four training modules (Crash Investigation I, crash Investigation II, Vehicle Dynamics, (with related exams) Crash Reconstruction I (with related exams) and Crash Reconstruction II (with related exams). The translator is also expected to perform other translation services as required by project.
2. Milestones
The final product to be delivered is a complete translation of:
- Kuwait Traffic Law (from Arabic to English)
- Crash Investigation I (from English to Arabic)
- Crash Investigation II (From English to Arabic)
- Vehicle Dynamics (From English to Arabic)
- Crash Reconstruction I (From English to Arabic)
- Crash Reconstruction II (From English to Arabic)
The final versions should be delivered by 30 June 2018. Payment will be made upon satisfactory delivery of the translation. UNDP reserves the right to withhold the payment until a satisfactory translation has been shared.
3. Timeframe
The task is expected to be completed within 90 days. Total number of words up to 250,000 words. The successful candidate shall deliver translation based on schedule defined by UNDP.
4. Reporting
The contractor will report to UNDP/MOI project team.

- Ability to adhere closely to the original text, to ask questions where needed;
- Ability to work collaboratively and ability to deliver on time and under deadline pressure as needed;

- General Requirements:
- Shortlisted candidates will be required to submit a sample of prior translated work from English to Arabic and vice versa as part of evaluation process
- The successful candidate will be asked to translate a part of the materials in the first week as part of trial period to assess quality of translation.
- Successful candidate should seek to have the translation of the Kuwaiti Traffic Law certified by authorized legal translation office
- The Training materials are power point presentations and translator is responsible for organizing the slides and photos in accordance with their original order
- The successful candidate is required to seek support from GDT trained staff when encountering terms that require clarification
- The successful candidate is expected to accept constructive feedback and revise translation to improve quality and readability for target audience
Qualifications et expériences requises
The Contractor is expected to possess demonstrated experience and qualifications in the following areas
- Relevant educational background with a university degree in linguistics, social sciences, development or any other related field;
- Minimum 5 year experience in official translations for UN and/or government agencies including reports, regulations, publications, training materials
- Experience in legal translation (laws, regulations, treaties etc…) is required
- Knowledge of technical terms related to traffic investigation is an advantage;
