Rakhine context

Rakhine State has received significant attention by national and international actors due to the ongoing challenges the State faces, mainly related to the socioeconomic situation of the population, weak economic infrastructure and production, its vulnerability to natural disasters and climate change, and, periodically (in 2012, 2016 and 2017) ethnic tensions and violence.

Although support to Rakhine State currently tends to be largely framed as part of a humanitarian response, it needs to be emphasized that the present crisis occurs against the background of chronic poverty, longstanding and structural inequalities, including on the basis of gender, ethnicity and religion and protracted ethno-political conflict. Restrictive socio-cultural norms, gender based discrimination and violence, the gendered division of labor, women’s limited access to decision making, and women’s lack of ownership and control over resources render women further vulnerable in the face of poverty, inequality and human and natural disasters. Therefore, a humanitarian response needs to be combined with a developmental approach that addresses the key issues of poverty, vulnerability, exclusion, and state-society and inter-communal conflict. 


Joint UNDP and UN Women programme “Inclusive development and empowerment of women in Rakhine state, Myanmar

The joint programme will support the Government of Myanmar, the Rakhine State Government and people living in Rakhine State, by a) facilitating and institutionalizing democratic processes for local development processes, including local development planning; b) strengthening individual and institutional knowledge and skills around community social cohesion and building awareness on rule of law principles by rights holders and duty bearers; c) addressing the immediate needs of vulnerable communities by improving their livelihoods; and d) improving women’s leadership and socio-economic capacities. The overall aim of the project is to lay the foundations for improved participatory governance, equitable and responsive service delivery, and creating immediate improvements to people’s socio-economic well-being. Key cross-cutting themes such as human rights, gender equality, conflict sensitivity, disaster risk reduction and capacity-development have been integrated into project activities. The Project also anticipates the establishment of a Rule of Law Centre in line with Rakhine Commission recommendations.

The project is a one-year initiative (1 April 2018 to 31 March 2019) and will be ‘‘catalytic’’ in initiating a substantive engagement in Rakhine State that will be sustained for coming years upon mobilization of additional resources.

Within this context, UNDP is seeking a team of individual consultants to conduct an independent review on conflict sensitivity and gender equality to inform Programming in Rakhine State, for a period of 25 days commencing on the 19th March 2018 per requirements set forth in this Terms of Reference (TOR).

Qualifications et expériences requises

    • Master’s degree in law, political science, development studies, conflict security and development or a Bachelor’s degree a minimum of 10 years’ experience in development studies, political science or related field
    • Experience of design and implementation of projects in conflict affected areas.
    • Proven expertise and experience in conducting evaluations and Project/program studies in the field of conflict sensitivity and conflict analysis
    • Robust experience with data collection methodologies, including prior experience with focus and analysis groups, key informant interviews, surveys, etc.
    • Prior knowledge and experience of working in the country and Rakhine State, including comprehensive understanding of the UN’s projects and approaches in Myanmar, is strongly desirable
    • Technical knowledge and experience in UNDP thematic areas, specifically in governance, local development, rule of law/access to justice, and cross cutting issues such as social cohesion, gender, sustaining peace/conflict prevention, rights-based approaches to programming and capacity development is an asset
    • Strong analytical and interpersonal skills
    • Ability to work in a multicultural environment
    • Strong English language skills (both written and spoken) ?
