UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women work in Ukraine focuses on supporting the government, parliament and civil society in advancing gender equality and implementation of the national and international commitments.

The overarching goal of UN Women Ukraine is to empower women and girls and ensure full enjoyment of their human rights towards a peaceful and gender equal society in Ukraine. The implementation of the UN Women Ukraine Country Strategy (2018-2022) is guided by key international gender equality and women’s human rights norms and standards. Through its normative support functions, UN Women assists Ukraine in implementation of the Sustainable Development Goals, recommendations of the Universal Periodic Review, CEDAW Concluding Observations, Beijing Platform for Actions and the outcome documents of its reviews, and the UN Security Council Resolutions on Women, Peace and Security, among other normative frameworks. UN Women Ukraine implements projects integrating policy advice, advocacy, social mobilization and capacity building of the government, parliament, human rights institutions, women’s groups and civil society to translate global norms into national reforms, policies, legislation, plans, budgets and practices and repeal discriminatory social and legal norms.

Ukraine ratified the main international instruments on human rights, gender equality and women’s rights, including the Convention on Elimination of Discrimination against Women (CEDAW) in 1980, joined the Beijing Declaration and ratified the International Convention on the Elimination of All Forms of Racial Discrimination ratified in 1994. In 2013, the Government of Ukraine adopted a Strategy for the Protection and Integration of Roma National Minority into Ukrainian Society until 2020 (the Strategy) and a National Action Plan (the NAP) on the Implementation of the Strategy to address the situation of the Romani communities in the country which is gender blinded. Country adopted and localized the Sustainable Development Goals (SDGs), accomplished the baseline report and is in the process of developing the mechanism for SDGs implementation through sectoral policies and programmes. UN Women has partnered with the government and civil society on the SDG localization promoting Goal 5 (Achieve gender equality and empower all women and girls) and advocating for the implementation of the “leave no one behind” principle with a particular focus on equal rights and opportunities of women facing multiple intersecting discrimination, including rural women, women LBGTI, women with disabilities, Roma women.

In written comments of the European Roma Rights Centre and International Charitable Organization Roma Women Fund Chiricli (hereinafter ICO Roma Women Fund Chiricli) to CEDAW Committee to the Ukraine 8th periodic report concerned that Romani women across Ukraine face multiple discrimination based on gender and ethnicity which push them on the margins of the society, in particularly - lower education, higher school dropout rate and irregular school attendance comparing to non-Romani women in the country. In its Concluding Observations to the Ukraine 8th periodic report, among the rest the Committee expressed a concern that “women themselves, especially those in rural areas and those belonging to disadvantaged groups, in particular Roma women, are unaware of their rights under the Convention and thus lack the information necessary to claim them” and recommended to “enhance women’s awareness of their rights and the remedies available to them to claim violations of their rights under the Convention, and ensure that information on the Convention, the Optional Protocol and the Committee’s general recommendations is provided to all women, including Roma and rural women”. The CEDAW Committee has addressed the concerns of Roma women in its General Recommendation No. 33 on women’s access to Justice, General recommendation No. 21 on equality in marriage and family relations, General Recommendation No. 24: Article 12 of the Convention (Women and Health), General recommendation No. 30 on women in conflict prevention, conflict and post-conflict situations, General recommendation No. 34 on the rights of rural women. The Project also responds to other the CEDAW Committee’s recommendations that addressed Roma women and girls in particular: 

17 (a) – to address the specific needs of the different groups of internally displaced women who are subjected to multiple forms of discrimination, including widows, women with disabilities, older women, Roma women and lesbian, bisexual or transgender women, and provide long-term interventions to address the needs of internally displaced women and girls;

35 (d) – to promote access for Roma girls to education and their retention at all levels of education by raising awareness of the importance of education as a human right and as the basis for the empowerment of women and strengthen the implementation of re-entry policies enabling Roma girls who have dropped out to return to school.

To support the Government with a comprehensive implementation of the CEDAW Concluding Observations, including with raising awareness and knowledge about the Convection and the Optional Protocol, UN Women launched the project “CEDAW in Action!” in June 2017, which is funded by the Government of Canada. The project aims to promote stronger national accountability processes and mechanisms to facilitate CEDAW implementation. One of the main objectives of the project is to raise awareness on the part of the duty bearers and rights holders about the Convention and the rights of women it protects with the focus on vulnerable groups including Roma women.

The project has a strong focus on empowerment of women facing multiple forms of discrimination based on the CEDAW and its General Recommendation ? 25.  While the CEDAW Convention protects all women from discrimination, in practice, those facing multiple forms of discrimination are often not the beneficiaries of measures taken by the government to implement the Convention. To address this problem, the project aims to build knowledge and awareness of women about their rights, the CEDAW and the national processes and mechanisms for its application to accelerate their equal participation in political, economic, social, cultural, civil or any other fields, and to claim their rights. 

In November 2018 the project “CEDAW in Action!” has supported the project of the ICO Roma Women Fund Chiricli to increase Roma women engagement into cooperation with local authorities using CEDAW, Optional Protocol and Concluding observations as advocacy tools. One of the project’s deliverables is to conduct Forum on raising awareness of the issues facing Romani women with a potential invitation of the international speakers. The Forum will bring together Roma women activists, national and international experts, decision makers to discuss Roma women rights and protection them from multiple forms of discrimination. Preliminary topics are: access to citizenship and ID personal documents, access to health and education services, disaggregated data, Roma women civic and political participation and access to justice. Preliminary dates of the Forum are 30 - 31 May 2018. The Forum will be conducted in partnership with the Office of the Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine, the Sub-Committee on Gender Equality and Non-Discrimination of the Committee on Human Rights, National Minorities and Interethnic Relations of the Parliament and the ICO Roma Women Fund Chiricli. It is expected that during the Forum participants will learn the international standards on Roma women human rights, analyze the implementation of the Action Plan of the “State Strategy for Protection and Integration in Ukrainian Society of the Roma National Minority until 2020” with a focus on Romani women. Based on the identified gaps, international standards and the best practices, the participants to elaborate gender-specific recommendations for revisions and amendments to the current Action Plan on the Strategy’s implementation and recommendations to a new concept of the “State Strategy for Protection and Integration in Ukrainian Society of the Roma National Minority upon 2020“. Participants are representatives of the line ministries and local authorities responsible for implementation of the Action Plan of the “State Strategy for Protection and Integration in Ukrainian Society of the Roma National Minority until 2020”, Roma women civic activists and mediators, representatives of the international technical assistance projects.

To implement this task, UN Women seeks to hire International Consultant for organization of the international Forum on the Human Rights of Roma Women (15 days).

Scope of Work/Duties and Responsibilities

Under the overall guidance of the UN Women Country Programme Manager, and direct supervision of the Programme Analyst of CEDAW in Action! Programme, the consultant will implement a set of tasks, including, but not limited to: 

  • Develop a concept and agenda for a 2-day forum based on the review of the recommendations of the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD), CEDAW, Council of Europe and OSCE Roma women human rights standards;

  • Participate in the skype with the UN Women Ukraine and the ICO Roma Women Fund Chiricli teams to plan and coordinate the assignment-related activities (prior and after the mission to Ukraine);

  • Desk review of the documents related to the Roma women human rights issues;

  • Undertake a mission to Ukraine for facilitation of a discussion during the Forum;

  • Develop a summary of group discussions and propositions to the gender-specific recommendations for revisions and amendments to the current Action Plan on the Strategy’s implementation and recommendations to a new concept of the “State Strategy for Protection and Integration in Ukrainian Society of the Roma National Minority upon 2020“.

Assignment Deliverables:

  • Draft plan of the activities and a concept paper of the forum submitted – 5 days by 13 April 2018;

  • Summary report on the implementation of the activities and developed recommendations submitted – 10 days, by 15 June 2018.

TOTAL – 15 days

 

Inputs:

  • The Consultant is expected to work remotely using her/his own computer but may access the UN Women office for printing of relevant documents or should he/she be required to work on-site at any point during the assignment;

  • The Consultant is expected to conduct one 4-days field mission in Kyiv, Ukraine;

  • UN Women will provide the consultant with the resource materials.

Performance evaluation:

Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a delivery by delivery basis to the consultant.

Financial arrangements:

Payment will be disbursed by two instalments upon receipt of the deliverables (as detailed above) and their certification by the UN Women Programme Specialist that the work submitted is of the required standards and as per the requirements set out in the TOR.

Qualifications et expériences requises

Qualifications Education:

  • Advanced (Masters) degree in Law, Political Science, Human Rights, Gender Studies, Social Sciences or related field.

Experience:

  • Sound experience in protection of Roma and Sinti Rights international advocacy initiatives;

  • At least 5 years of experience working with Roma and Sinti women;

  • Knowledge of gender equality and women’s human rights;

  • Experience of application international Roma and Sinti legal and policy standards;

  • Experience of conducting the similar assignments;

  • Previous professional experience with development agencies and the United Nations would be considered an asset.

Languages and other skills:

  • Fluent English;
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria - total max 70 points:

  • The total number of points allocated for the technical qualification component is 45. The technical qualification of the individual is evaluated based on desk review and following technical qualification evaluation criteria:

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated;
  • The total number of points allocated for the financial/price component is 30;
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

(S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).

  • Proposal. The financial proposal shall specify?a total lump sum?amount with a breakdown of a daily professional rate per number of anticipated working days to include daily subsistence allowance, international travel related costs, and other costs (telephone, etc.).
