UNDP works in more than 170 countries to simultaneously reduce poverty and achieve sustainable development that leads to transformational change, and brings about real improvements in people’s lives. We promote an integrated approach to achieve sustainable development that tackles the connected issues of multidimensional poverty, inequality and exclusion, and sustainability, while enhancing knowledge, skills and production technologies to reduce risks and sustain development gains for both people and the planet. We help countries build their capacity to integrate environmental considerations into development plans and strategies, including through managing and sustainably using natural resources; ensuring that natural wealth is used to improve people’s lives; promoting economic recovery and livelihoods; and developing social inclusion policies and social protection for those in need, thus supporting the achievement of 2030 Agenda on Sustainable Development. 

At the UN Sustainable Development Summit (25-27 September 2015), Member States of the United Nations adopted Agenda 2030 with a set of Sustainable Development Goals (SDGs) at its core. It officially comes into effect upon expiry of the Millennium Development Goals on 1 January 2016, is a universal agenda which voluntarily will apply to every country until 2030. The Agenda strives for a world that is just, rights-based, equitable and inclusive. It commits stakeholders to work together to promote sustained and inclusive economic growth, social development and environmental protection and to benefit all, including women, children, youth and future generations. It is to be implemented in a manner consistent with existing obligations of states under international law. This new universal agenda will require an integrated approach to sustainable development and collective action, at all levels, to address the challenges of our time, with an overarching imperative of ‘leaving no one behind’ and addressing inequalities and discrimination as the central defining feature. Some national governments, institutions and organizations have already started to translate the new agenda into their development plans, strategies and visions. The results framework of The 2030 Agenda includes 17 SDGs with 169 targets. The SDGs seek to build on the Millennium Development Goals and complete what these did not achieve. Additionally, the SDGs are integrated and indivisible and balance the three dimensions of sustainable development: the economic, social and environmental. 

To support the rollout of the SDGs the mainstreaming, acceleration, and policy support (MAPS) approach is being adopted across the UN Development Group (UNDG). The scope of the work is wide ranging, with each covering a set of activities and tools that support SDG localization and achievement including:

  • Mainstreaming: Landing the SDG agenda at the national and local levels, such as through integration into national and sub-national plans for development and into budget allocations.
  • Acceleration: Focus will be on identifying priority areas in respective countries along with support for accelerating progress. Specific support activities likely to include, for example, bottlenecks assessment, financing and partnerships, and measurement.
  • Policy Support: Pooling together the skills, knowledge and experience of respective UN agencies to support policy formulation and implementation.

Over the period of the contract IRH will have significant needs to address MAPS needs in a number of countries including; Romania, Serbia, Turkey, Kyrgyzstan, Bosnia and Herzegovina and Albania.  To support these efforts the consultant will need to undertake a range of activities as outlined in the following.

Summary of key functions:

The objective of the assignment is to:

  • Provide research and analytical support to the Sustainable Development Team within the Istanbul Regional Hub around national SDG support and mission preparations to Georgia, Serbia and Bosnia Herzegovina and mission follow-up from Kyrgyzstan, Uzbekistan and Albania;  
  • Support the Team Leader in relevant activities linked to national and regional SDG support activities;
  • Support communication efforts around SDG-related activities and reports.

Functions/Key Results Expected:
The consultant is expected to provide support the following functions:

  • In the area of mainstreaming and using the RIA methodology the consultant is expected to support the assessment on national policies and plans in at least one country;
  • Finalize training package for civil servants on the nationalization of SDGs - using experience from other countries as a guide;
  • Support development of a foresight exercise to be integrated to MAPS mission;
  • Support the organization of MAPS mission in Georgia, Serbia and Bosnia Herzegovina;
  • Liaise with COs in Europe and Central Asia on potential communication pieces and support drafting and editing of such pieces.

Deliverables and Payment Schedule
This assignment will be based within the Sustainable Development Cluster of the Istanbul Regional Hub (IRH).  This will be achieved by delivering the following outputs and upon confirmation by the Certifying Officer of satisfactory delivery:

  • Deliverable 1: A communication piece on efforts in SDGs implementation in the ECIS region – including aggregated data from MAPS mission conducted so far.
  • Deliverable 2: Methodology for foresight session to be integrated in MAPS missions including detailed modules and presentations. (Payment schedule will be 50% payment on deliverables 1 and 2 four weeks after award of contract)
  • Deliverable 3:  Revised and finalized training package on SDG for civil servants -including detailed modules and presentations. 
  • Deliverable 4: A communication piece on most innovative and successful SDG integrated approaches implemented so far in the ECIS region – including case study on innovative approach. (Payment schedule; 50% of total amount by end of the contract duration on completion of deliverables 3 and 4)

Qualifications et expériences requises

Education:

  • Master’s degree in economics, social sciences, international development or closely related fields.

Experience:

  • At least 3 years of experience working on economic and social development issues;
  • Experience working with MDGs and SDGs;
  • Prior experience working in/with UN agencies;
  • Research experience on sustainable development would be an asset
  • Experience in assessing integrated policy approaches would be an asset
  • Working Experience in the Europe and CIS region would be an asset.

Language:

  • Good command of English both written and spoken.

Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A (Relevance of education) – max points: 2.5
  • Criteria B (Relevance of work experience on economic and social development issues) - max points: 5
  • Criteria C (Relevance of prior experience working in UN agencies) - max points: 2.5 
  • Criteria D (Research experience on sustainable development) – max points: 5
  • Criteria E (Experience in assessing integrated policy approaches) - max points: 5 
  • Criteria F (Working Experience in the Europe and CIS region) - max points: 5 
  • Criteria G (Written Sample Review) - max points: 10

Financial Criteria - 30% of total evaluation – max. 15 points.

Only candidates who will obtain at least 70% of points in desk review will be considered for financial evaluation. A verification interview might be conducted with the selected candidate.
