Under Tuvalu’s Ministry of Natural Resources and Environment, the Department of Environment is the executing agency of the National Adaptation Programme of Action (NAPA) with funding assistance from the Global Environment Facility (GEF) implemented through UNDP.
Devoirs et responsabilités
- Guide implementation of the project preparation phase and ensure timely completion within budget;
- Draft a full-sized project document in line with UNDP-GEF requirements;
- Assist in verifying climate risks associated with project target areas;
- Validate project problem analysis and consolidate input by other consultants;
- Guide the determination of project’s scope and strategy;
- Guide and facilitate stakeholder discussions;
- Ensure cost-effectiveness, define a project budget and budget notes;
- Define project implementation, management and reporting arrangements;
- Draft a project institutional framework and implementation timeline;
- Ensure finalization of a Strategic Results & Resources Framework (including project Outcomes, Outputs and measurable indicators of success) and definition of indicative project activities;
- Define a project work plan and coordinate input by all national and international consultants;
- Facilitate process of co-financing design and obtaining of co-financing letters; and
- Facilitate stakeholder consultations on project preparation, including finalization of detailed terms of references for all inputs in line with UNDP-GEF criteria and eligibility principles.
- Assist in preparation of feasibility studies for a series of community-based adaptation demonstration and investment projects;
- Assist in development of project partnerships and mobilization of co-financing resources.
- Review and analyze current practices, modalities and coping strategies in community-based adaptation in coastal areas;
- Identify planned investments in coastal areas(public sector, private sector, bilateral donors, communities) on which to anchor the adaptation project on;
- Identify climate change risk management and adaptation opportunities to benefit local and national development priorities in the context of poverty reduction;
- Identify gaps and challenges for effective coastal zone management in the context of climate change, barriers and potential short-, medium- and long-term solutions;
- Draft the current and expected policy and institutional setup for climate change adaptation, including existing capacities and key capacity gaps;
- Undertake a problem/barrier analysis of proposed project outcomes and identify potential solutions and strategic elements for adaptive capacity development in relation to coastal zone management.
Compétences
- Demonstrated experience in project drafting and formulation (English language);
- Demonstrated experience in providing management advisory services;
- Demonstrated track record in the design, monitoring and evaluation of development projects and establishing/facilitating partnerships between international organizations and national governments;
- Demonstrated track record of working in the Pacific region and in SIDS;
- Demonstrated track record in conducting field assessments for development projects and establishing/facilitating partnerships between stakeholders
Qualifications et expériences requises
- Master’s Degree in either Natural or Social Sciences, e.g. environmental management, climatology, land use planning, sustainable development, engineering, public administration or a related field;
- At least 7 years of relevant experience in sustainable development or a related field at the national or international level;
- Excellent spoken and written English language skills;
- Experience in the use of computers and office software packages, and in handling web-based management systems.
- At least a Bachelor’s Degree in either Disaster Management, Environmental Management, Land Use Planning, Public Management, Development Studies, Economics, or a related field;
- At least 5 years of relevant experience working on coastal zone management and development issues;
- Very good knowledge of the local language and solid English language skills;
- Experience in the use of computers and office software packages, and in handling web-based management systems.
