Under Tuvalu’s Ministry of Natural Resources and Environment, the Department of Environment is the executing agency of the National Adaptation Programme of Action (NAPA) with funding assistance from the Global Environment Facility (GEF) implemented through UNDP.

Background:
 
Tuvalu's NAPA report was endorsed by Cabinet and submitted to the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat in August 2007. The NAPA report was developed through a multi-stakeholder consultative mechanism, which agreed on national priorities to strengthen Tuvalu’s adaptive capacity for better response towards climate change. Preparation work for implementing Tuvalu’s NAPA is executed by Tuvalu’s Department of Environment under the Ministry of Natural Resources and Environment funded by GEF through UNDP. The preparation period is from August 2008 until August 2009.
 
Objective:
 
To design a NAPA follow-up project for Tuvalu titled "Increasing Resilience of Coastal Areas and Community Settlements to Climate Change" for submission to the Least Developed Countries Fund (LDCF). The project will be developed in collaboration with local counterparts and in compliance with UNDP-GEF requirements for full-sized climate change adaptation projects.  
 
Duration of Consultancies:
 
Consultancies are expected to commence in April 2009 and completed by June 2009. Although engagement periods differ for each consultant, both consultants are expected to be based at the Department of Environment in Funafuti, Tuvalu as their duty station during the period of consultancy.
 
Arrangements, Monitoring, Evaluation and Reporting:
 
Consultants will be monitored, overseen and supervised by the Director, Department of Environment. Consultants will work closely with the three locally-recruited consultants specifically tasked to undertake initial groundwork. Consultants are to submit update reports on successful completion of activities according to agreed schedules. The Director will evaluate the update reports in consultation with Tuvalu’s Climate Change Committee and the UNDP Focal Point. Final endorsement will be provided by the Permanent Secretary, Ministry of Natural Resources and Environment.

Devoirs et responsabilités

Scope of services:
 
Two consultants (‘Climate Change and Adaptation Expert’ and ‘Coastal Sector Investment Expert’) are required to undertake the following:
 
Climate Change and Adaptation Expert
  1. Guide implementation of the project preparation phase and ensure timely completion within budget;
  2. Draft a full-sized project document in line with UNDP-GEF requirements;
  3. Assist in verifying climate risks associated with project target areas;
  4. Validate project problem analysis and consolidate input by other consultants;
  5. Guide the determination of project’s scope and strategy;
  6. Guide and facilitate stakeholder discussions;
  7. Ensure cost-effectiveness, define a project budget and budget notes;
  8. Define project implementation, management and reporting arrangements;
  9. Draft a project institutional framework and implementation timeline;
  10. Ensure finalization of a Strategic Results & Resources Framework (including project Outcomes, Outputs and measurable indicators of success) and definition of indicative project activities;
  11. Define a project work plan and coordinate input by all national and international consultants;
  12. Facilitate process of co-financing design and obtaining of co-financing letters; and
  13. Facilitate stakeholder consultations on project preparation, including finalization of detailed terms of references for all inputs in line with UNDP-GEF criteria and eligibility principles.
 Coastal Sector Investment Expert:
  1. Assist in preparation of feasibility studies for a series of community-based adaptation demonstration and investment projects;
  2. Assist in development of project partnerships and mobilization of co-financing resources.
  3. Review and analyze current practices, modalities and coping strategies in community-based adaptation in coastal areas;
  4. Identify planned investments in coastal areas(public sector, private sector, bilateral donors, communities) on which to anchor the adaptation project on;
  5. Identify climate change risk management and adaptation opportunities to benefit local and national development priorities in the context of poverty reduction;
  6. Identify gaps and challenges for effective coastal zone management in the context of climate change, barriers and potential short-, medium- and long-term solutions;
  7. Draft the current and expected policy and institutional setup for climate change adaptation, including existing capacities and key capacity gaps;
  8. Undertake a problem/barrier analysis of proposed project outcomes and identify potential solutions and strategic elements for adaptive capacity development in relation to coastal zone management.

Compétences

Climate Change and Adaptation Expert
  • Demonstrated experience in project drafting and formulation (English language);
  • Demonstrated experience in providing management advisory services;
  • Demonstrated track record in the design, monitoring and evaluation of development projects and establishing/facilitating partnerships between international organizations and national governments; 
Coastal Sector Investment Expert
  • Demonstrated track record of working in the Pacific region and in SIDS;
  • Demonstrated track record in conducting field assessments for development projects and establishing/facilitating partnerships between stakeholders

Qualifications et expériences requises

Qualifications and Competencies:
 
Climate Change and Adaptation Expert
  • Master’s Degree in either Natural or Social Sciences, e.g. environmental management, climatology, land use planning, sustainable development, engineering, public administration or a related field;
  • At least 7 years of relevant experience in sustainable development or a related field at the national or international level;
  • Excellent spoken and written English language skills;
  • Experience in the use of computers and office software packages, and in handling web-based management systems.
Coastal Sector Investment Expert
  • At least a Bachelor’s Degree in either Disaster Management, Environmental Management, Land Use Planning, Public Management, Development Studies, Economics, or a related field;
  • At least 5 years of relevant experience working on coastal zone management and development issues;
  • Very good knowledge of the local language and solid English language skills;
  • Experience in the use of computers and office software packages, and in handling web-based management systems.
