Historique

The United Nations Country team (UNCT) in Lesotho in close collaboration with the Government and key stakeholders is in the process of formulating the new United Nations Development Assistance Framework for 2019-2023 (UNDAF). The development of UNDAF started in 2017 as a consultative process which included the external evaluation of the current Lesotho UN Development Assistance Plan (LUNDAP, 2013-2018) held in 2016, the Common Country Analysis, the UN Visioning 2030, the Strategic Prioritization retreat that outlined key strategic areas of United Nations planned support to achieving national priorities as well as the Programming Principles Training.

UNDAF will provide a collective, coherent and integrated United Nations system contribution to national priorities and needs, including and equivalent national strategies, within the framework of the Sustainable Development Goals (SDGs) and the commitments, goals and targets of the Agenda 2063, Sendai Framework, international conferences, summits, conventions and human rights instruments of the UN System. UNDAF is planned to be signed in 2018. Participating Agencies, Funds and Programmes include: FAO, IOM, UNAIDS, UNDP, UNICEF, UNFPA, WHO and WFP. Non-Resident Agencies (NRAs) are also participating in the current LUNDAP and the development of the new UNDAF. Following the UNDAF Strategic Prioritization Retreat and follow-up inter-agency consultations, the following key UNDAF Pillars have been identified: Pillar 1: Accountable Governance, Effective Institutions, Social Cohesion and Inclusion; Pillar 2: Sustainable Human Capital Development; and Pillar 3: Sustainable and Inclusive Economic Growth for Poverty Reduction.

The current LUNDAP whose final year of implementation is 2018 gets support from six Results Groups: (1) Investment Climate, Manufacturing and Trade and financial services; (2) Agriculture, Environment, Natural Resources and Climate Change; (3) Governance & Institutions; (4) Skills and Innovation; (5) Health, Nutrition and HIV&AIDS and (6) Social Protection.

Both UNDAF formulation and LUNDAP implementation are supported by Interagency thematic working groups that include Programme Management Team, UN Theme Group on Gender, Human Rights and Youth, Monitoring and Evaluation Team, Joint UN Team on AIDS, Disaster Response and Management Team, UN Communications Group, UN Nutrition Team and Operations Management team (OMT). The UNDAF/LUNDAP focus areas are in line with the key priority areas of the National Strategic Development Plan (NSDP, 2012/13-2017/18) and the new NSDP II 2018-2023 under development.

Devoirs et responsabilités

The Planning, M&E and Reporting Specialist will assist in the planning, monitoring, and evaluation of current LUNDAP and the new UNDAF as follows:

Support the UN Country Team in finalizing the new UNDAF (2019-2023) Results Matrix, UNDAF M&E Framework, Medium Term and annual Common Budgetary Frameworks;
Coordinate the development of the 2017 LUNDAP Annual Report;
Integrate the UNDAF M&E framework into UNInfo, conduct regular updates and perform online monitoring;
Support the development of the UNCT and M&E Team annual workplans and ensure implementation and reporting;
Support the development of UNDAF Joint Annual Work Plans, ensure their implementation, monitoring and reporting;
Develop 2018 LUNDAP final Annual Report;
Support the development of a common monitoring and reporting system for the UNDAF and joint annual reviews with national partners.

Qualifications et expériences requises

Education:

Master’s Degree or equivalent in International Relations, Social Sciences, Economics, Statistics or related fields of study.

Experience:

Experience in M&E: design, monitoring and evaluation of development projects including knowledge of Logical Framework and RBM. Experience in working across international organizations and national governments;
At least 5 years of experience in development work;
Knowledge of the UN and RC Systems is an advantage;
Knowledge of Human Rights-Based Approach to Programming (HRBAP) and other planning principles;
Training experience and ability to organize and facilitate multi-stakeholder workshops and presentations;
Capacity to promote the values, the mission, and strategic goals of the United Nations;
Knowledge of UN policies and programmes, particularly UNDAF, understanding of Delivering as One, UN System reform and joint programming is desirable.
Experience in the usage of computers and office software packages, experience in working with web based systems.

Language Requirements:

Excellent written and spoken English.
