At the beginning of 2018, 54% of the world’s population had direct access to the internet, and the number continues to grow.  As global audiences obtain greater access to the internet, digital communications continue to evolve and become more complex through a diversity of platforms, devices and modalities.  To keep pace with these changes, UNDP is taking steps to continually modernize its digital communication ecosystem of web properties, social media and other third-party and emerging platforms.

To reach a continually modernized ecosystem, UNDP is recruiting a Web Specialist (Support & Project Management) to support capacity building efforts among UNDP’s digital communication focal points. Capacity building includes major enhancements to the corporate websites, knowledge sharing, skills training, and management of web projects for various offices and partners.

Under the guidance and supervision of the Manager, Digital and Online team, the consultant will:

  1. Primarily be tasked with coordinating the rollouts of web enhancements worldwide
    1. work with a team of digital specialists to test changes in the content management system
    2. estimate time and effort needed for rollouts
    3. manage a calendar of rollouts; and
    4. work with end-users to ensure a smooth transition and adoption of enhancements.
  2. Manage web projects for microsites and partnership sites.
  3. Provide updated guidance and trainings on the corporate content management system (CMS) and Google Analytics
  4. Manage a community of practice among CMS users

Devoirs et responsabilités

1) Support the coordination of the rollout of major enhancements to the corporate websites

  • Work closely with team of digital specialists to specify and test enhancements for feasibility and quality assurance
  • Estimate time and effort needed to rollout enhancements
  • Work with end-users to schedule and coordinate efficient rollouts globally, regionally and at country level
  • Regularly report on progress of the rollouts

2) Support the fulfillment of basic standards of digital communications by end-users

  • Routinely audit UNDP websites for quality
  • Maintain lists of microsites and partnership sites
  • Report on any risks or degradation in content or site usage
  • Regularly conduct trainings and support end-users on the CMS and in Google Analytics
  • Actively facilitate a community of practice among digital communications personnel
  • Maintain, update and organize guidance materials on current standards and practices for digital communications

3) Assist with project management

  • Work with digital team to scope requirements/specifications, time and costs of small and mid-sized web projects
  • Coordinate project and client teams to ensure compliance with agreed scope

4) Support the performance of other duties as needed to ensure the healthy functioning of UNDP’s digital communications ecosystem

Qualifications et expériences requises

Education

At least Advanced degree in Communications, Languages, Management, Knowledge Management, Organizational Development, Social Sciences or other related discipline is a requirement. 

Experience

At least five years of extensive hands-on experience and knowledge of web applications, including content management systems, is required. Further relevant experience would be considered as an asset.

Experience in providing support and guidance to non-technical users in a wide range of situations is an asset.

Language

Fluency in English is required. Knowledge on Spanish and/or French is an asset.

 

Application Procedure

The application package containing the following (to be uploaded as one file):

  • Online application with brief description of why the Offer considers her/himself the most suitable for the assignment; and
  • Personal CV or P11, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.

Note: The above documents need to be scanned in one file and uploaded to the online application as one document.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee (based on a 7-hour working day - lunch time is not included - and estimated 21.75 days per month).
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

 

Evaluation Process

Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.

Technical evaluation - Total 70% (700 points):

  • Relevant experience in communications, technology, or related field. Weight = 20%; Maximum Points: 140;
  • Experience in providing support and guidance to non-technical users in a wide range of situations. Weight = 20%; Maximum Points: 140;
  • Experience in in training, learning management or facilitation Weight = 10%Maximum Points: 70;
  • Experience in web project management. Weight = 40%; Maximum Points: 280;
  • Knowledge on Spanish and/or French. Weight = 10%; Maximum Points: 70;

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

 

Financial evaluation - Total 30% (300 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

 

Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.

The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
