UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Pacific Multi-Country Office is based in Suva, Fiji and works alongside over 20 other UN agencies in the region and in 14 countries: Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Republic of Marshall Islands, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu.

Under its Strategic Note 2018-2022, UN Women Fiji MCO focuses on delivering on four interlinked programme areas underpinned by support for intergovernmental and normative processes:

  • Women’s Political Empowerment and Leadership
  • Women’s Economic Empowerment
  • Ending Violence against Women
  • Gender and Protection in Humanitarian Action and Disaster Risk Reduction

The ‘Consolidating peace, stability and social cohesion in Solomon Islands post-RAMSI’ project (January 2018 to June 2019) is the second of the UN’s Peacebuilding Fund (UN PBF) programme in the Solomon Islands. This project is to ensure continued support to Solomon Islands state and non-state actors to seek solutions addressing impediments to peace and development as identified in the national communique and agreed at the national and provincial dialogues, and women and youth summits previously organized during the first PBF funded project which ends in December 2017. The project will build consensus and facilitate initiatives to address key peacebuilding challenges such as reparations/reconciliation, land disputes, governance and social cohesion, in an inclusive manner, taking into account the voices of women and youth together with men. It will also help establish and institutionalize structures at the provincial level to help address the key peacebuilding challenges.  

The implementing partners of the project are UNDP and UN Women Solomon Islands office, in cooperation with the Ministry of National Unity, Reconciliation and Peace (MNURP), Ministry of Women, Youth, Children and Family Affairs (MWYCFA), the Prime Minister’s Office (PMO) and civil society groups.

This project aims to support sustaining peace in Solomon Islands in the immediate post RAMSI and election period through inclusive implementation of solutions addressing impediments to peace and development. UNDP and UN Women are shaping up a project with two key outcomes:

  • Consensus is built and actions and initiatives taken amongst state and non-state actors, including women and youth, to address conflict causes and triggers identified through the national and provincial dialogues, and youth and women’s summits.
  • Structures, inclusive spaces and solutions to address peacebuilding challenges identified through the national and provincial dialogues are established at the provincial level, institutionalized and effective.

Under the guidance and supervision of the Project Manager, the Programme Specialist – Gender and Peacebuilding  is responsible for working with  the UNDP and UN Women Project team as well as external implementation partners to ensure that gender analysis and women’s strategic participation are mainstreamed systematically in all activities of the project and to provide direct technical assistance on gender and peacebuilding to all the national partners including the Ministry of Peace and relevant provincial governments. She or he will ensure that activities led by UN Women are implemented timely and with good quality; and will have basic UN Women procedural understanding, in addition to substantive support and provide technical support in the delivery of women, peace and security.

Devoirs et responsabilités

Provide technical assistance and strategic advice to project/programme partners:

  • Provide strategic and technical advice to the Peace Building Fund (PBF) Programme team for the integration of women’s empowerment and gender equality
  • Provide technical support on mainstreaming gender into PBF programme activities
  • Provide technical support to partners for the implementation and expansion of the women, peace and security agenda;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners. including through supporting national institutions to implement the action plan on women peace and security.

Provide management support to UN Women led activities of the PBF programme in the Solomon Islands:

  • Develop the annual workplan and budget of the programme and oversee its implementation;
  • Manage the technical implementation of the UN Women’s component of the joint programme;
  • Oversee the submission of implementing partners financial and narrative reports;

Oversee the implementation of programme/ project activities through monitoring and reporting:

  • Oversee the monitoring of programme/ project implementation and finances using results based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Oversee drafting quarterly reports and annual and final donor reports, focusing on results, output and outcomes;
  • Provide technical inputs to office donor and UN Women reports.

Manage the people and financial resources of the UN Women led activities of the programme:

  • Manage the programme budget;
  • Supervise the Programme Coordinator; ensure compliance to the performance management process, guide, coach and provide advice as necessary
  • Oversee and manage relationship with PBF Programme team and UN Women Fiji Multi-Country Office

Manage knowledge building and communication efforts:

  • Develop and review background documents, briefs and presentations related to women, peace and security;
  • Represent UN Women in meetings and policy dialogues on issues related to women, peace and security as necessary;
  • Develop knowledge products on women, peace and security and ensure quality contribution to UN Women’s global Community of Practice on Women, Peace and Security;
  • Provide technical contributions to strategic discussions on programme design, oversight and evaluation to support implementation and capture best practices and lessons learned for policy development and adjustment;
  • Ensure the visibility of Programme results.

Lead strategic partnerships and resource mobilization initiatives:

  • Build and maintain alliances and strategic partnerships for the advancement of gender equality in peace and security;
  • Build and maintain close liaisons with relevant donors and other actors supporting efforts towards women, peace and security;
  • Develop funding proposals for advancing gender equality and women’s empowerment in peacebuilding initiatives

Qualifications et expériences requises

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.

Experience:

  • At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects using results-based management tools;
  • Technical working experience in women, peace and security;
  • Experience in knowledge management and communications;
  • Experience working in the UN System is an asset;
  • Management experience is an asset.
  • Experience in the Pacific is an asset.

Languages:

  • Fluency in English is required;
