UNDP Global Mission Statement:

UNDP Afghanistan is supporting the Government of Afghanistan (GIRoA) to find innovative solutions to its development challenges based on the on-going Country Programme Document (CPD) approved by the Executive Board for the period 2010 – 2013 and further extended until the end of 2016. Key priority areas for UNDP assistance are in strengthening democratic governance, crisis prevention and recovery, and reducing poverty. UNDP is strengthening the institutional capacities of key national government and sub-national authorities which aim to enhance human security, human development, peace and stability in Afghanistan.

UNDP Afghanistan Mission Statement:

UNDP supports stabilization, state-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment.

UNDP Livelihoods and Resilience Unit:

The UNDP Livelihoods and Resilience Unit supports the government of Afghanistan to create livelihood opportunities and reduce poverty, especially among the most vulnerable groups. It works work with businesses to create jobs and economic growth, and with the government to build infrastructure, link rural areas to markets and develop new forms of employment, including in the sustainable mining sector. Since most people depend on the land for an income, the Unit works on livelihoods is closely linked with efforts to protect the environment, bring sustainable energy to rural areas, and prepare for natural disasters.  The Unit works closely with the Global Environment Facility (GEF) that finances environment projects focusing on climate change and adaption, climate change-induced risks and biodiversity.

Assignment Context

Agriculture is the foundational basis of Afghan society. Approximately 80% of the population is engaged in agriculture directly or in secondary or tertiary activities. It is in this sector that the future of Afghanistan’s wealth and potential for capital accumulation resides. While some of Afghanistan’s former agricultural infrastructure has been restored, considerably more, remains to be done. Lack of agriculture technology, infrastructure, and difficulty in accessing markets by farmers still remain as challenges in the sector. This is, in spite of the enormous potential of agriculture as the sector that can drive economic growth.

These challenges and dependence of rural households on low-value crops on scarce arable land and their vulnerability to increasingly severe droughts and floods due to climate change adversely contribute to the viability of opium poppy cultivation as an easily marketable and drought-resistant option. Having said this, it also presents an opportunity as farmers, producers, and processors and traders are demanding increased support from the government, realizing the potential of agriculture as a viable economic option if provided with the requisite technologies and infrastructure.

The Community Based Agriculture and Rural Development (CBARD) West and East projects funded by the US Bureau of International Narcotics and Law Enforcement (INL) aim at supporting improved household income reducing dependency on illicit cultivation / production in 170 selected communities in Farah, Badghis and Nangarhar provinces. The project objective is to prove the viability of high-value agricultural-based interventions in improving local economies of Badghis, Farah and Nangarhar as a sustainable alternative to illicit crop cultivation. The project has two outputs; (i) Local production of, and the market for, high-value crops improved; (ii) Community-based agro-business infrastructure is built, developed, and/or strengthened. The project will be implemented by MAIL as part of the ministry’s Agro-based Community Resilience and Livelihood Improvement Programme (ACRLIP). The programme supported by UNDP, provides a framework for the increased cohesion of policies, strategies, and results of the ongoing and future joint interventions between MAIL and UNDP.

The Assignment:

Under the direct supervision of the Head of Programme Unit (Livelihoods Resilience Unit) and in overall coordination with the Country Office (CO) Programme and Results Teams, the Reporting and Statistics Expert contributes to Project monitoring and reporting processes. S/he is responsible for ensuring that the results-monitoring system is adequately implemented, results-data and information are systematically collected and analysed in close consultation with UNODC. S/he ensures that all reports of the Project are prepared in a timely manner and in accordance with UNDP corporate and donor guidance.

The Reporting and Statistics Expert coordinates with national project professional and support staff. S/he works in close collaboration with the UNDP CO Programme, Strategy, Results and Communications, Operations and Communications Teams and maintains effective working relationships with project Implementing Partners (IPs), donors and other partners.

Scope of Work and Deliverables

Under the overall guidance and supervision of the UNDP Afghanistan Section Chief of Livelihoods and Resilience Unit, the consultant will carry out the following key Assignments:

Coordinate implementation of the project results and other monitoring systems such as Area, Product and Yield (APY) Database. This will be done in close coordination with UNODC and UNDP:

  • Implement the project results-monitoring system according to the Project Document and the IRRF. Develop a results-monitoring plan based on the IRRF and review and revise it periodically in close collaboration with the project specialists, IPs and CO Programme and Results Team;

  • Coordinate collection and verification of data (qualitative and quantitative, data sources) and other information under the project results-monitoring system and according to the results-monitoring plan;

  • Develop project level tools and formats for data collection and verification with IPs and other project stakeholders. Ensure that data collection is conducted in a timely manner. Undertake on-going quality assurance of the monitoring data and information;

  • Undertake ongoing analysis of monitoring data. Communicate findings to Project Manager and CO Programme and Results Teams. Systematically identify and record lessons learnt, communicate to Project Manager and through results-reporting systems.

  • Help the national staffs to develop and maintain an updated database on results-data and information related to project monitoring;

  • Support conceptualization and implementation of results-monitoring systems of project-partners. Provide technical advice and coordinate implementation activities. Organise and coordinate the implementation of Project Internal Reviews utilizing qualitative data collection methodologies. Participate in preparation of Project Board meeting by compiling and drafting inputs;

  • Support implementation of Mid-Term Evaluation by collecting and formulating inputs to ToRs; facilitating the organization and implementation of missions; and providing additional support and inputs as needed to the review/evaluation team.

Coordinate project reporting processes and ensure preparation of timely project reports:

  • Implement Project reporting system according to the UNDP POPP and CO SOPS and under the guidance of the CO Communications Team. Prepare all Project reports (UNDP corporate, donor-specific) according to timelines and other specifics as per donor agreements;

  • Coordinate inputs to reports (data, information) from project specialist, IP and other project partners ensuring that the inputs are prepared in compliance with the appropriate formats, standards and that the inputs correspond to the requirements of Project Results-monitoring system;

  • Draft clear and concise reports according to quality management guidelines and CO SOPs consulting with the Communication and Results Teams as required. Coordinate and follow-up on the process with the Programme Team;

  • Take notes at the Project Board meeting (PBM) and compile and draft PBM reports;

  • Compile and draft ad hoc reports, analysis, presentations and summaries on various aspects of project implementation, including for the Project Board meetings and donor briefings;

  • Systematically work towards the of the quality of results reporting by soliciting feedback from donors and CO;

  • Update project information materials such as Project Fact Sheet/project summary and project website and social media sites in coordination with the Communications Team (if applicable).

Develop tools for knowledge building and sharing:

  • Support building capacity of the Project staff, partners and IPs in the area of monitoring and reporting. Identify needs and gaps;

  • Participate in capacity assessments as required. Ensure that activities for capacity building in results monitoring and reporting are included in the AWP as per capacity assessments;

  • Assists IPs and other project partners in preparation of plans and reports as required;

  • Actively promote a knowledge sharing and learning culture within the Project.

Support the development of the Area, Product, Yield (APY) Database development, Data Collection, and Statistics:

  • Provide advice on the measures project can take to strengthen the quality of the field data collection, and data coding/entry and validation, as needed;

  • Monitor field data collection and validate the data collected together with the project staff;

  • Support the project to standardize APY survey methodologies that MAIL can use for a future round of surveys and can be used nationally;

  • Develop work plans, with timeline and resources defined, for implementation of APY survey activities - designing survey questionnaires and methodologies, sampling framework, developing training materials and data analysis; and implement the work plans;

  • Develop key documents, including APY reports, briefing materials, etc.

Expected Outputs/Deliverables, Timelines and Payment percentage:

The following key deliverables are expected from this assignment:

  • Deliverable 1: Submission and Approval of inception report with detailed workplan and methodology; 5 working days; 5%;

  • Deliverable 2: Submission and Approval of following (a. Project Quarterly Progress Reports for Q2 (Apr-Jun 2018) for both projects, b. data collection and monitoring tools, c. APY Methodologies and Action Plan and conducting the APY survey, d. PBM Meeting minutes and e. Mid-Term Evaluation Started); 35 working days; 25%;

  • Deliverable 3: Submission and Approval of following (a. Project Quarterly Progress Reports for Q3 (Jul-Sept 2018) for both projects, b. APY Report, and c. Mid-Term Evaluation Mission completed); 25 working days; 20%;

  • Deliverable 4: Submission and Approval of following (a. Project Quarterly Progress Reports for Q4 (Oct-Dec 2018) for both projects, b. Project Annual Progress Reports for 2018, c. Finalized Mid-Term Evaluation Report, d. Finalized PBM Meeting Minutes, e. Conduct APY survey, f. Update project factsheets, AWPs, and ProDoc, if needed); 45 working days; 30%;

  • Deliverable 5: Submission and Approval of following (a. Project Quarterly Progress Reports for Q1 (Jan-Mar 2019) for both projects, b. APY Report); 10 working days; 20%.

Payment Modality:

  • Payment to the consultant will be made in five instalments upon submission and acceptance of deliverables as indicated above.

Qualifications et expériences requises

Academic Qualifications:

  • Master´s Degree in Social Sciences, International Development, Agriculture, Rural development, Statistics, Economics, MBA, Mathematics, Economic Development, or Public-sector management;
  • Post-graduate academic training in M&E and quantitative/qualitative research is an asset.

Years of experience:

  • Minimum of 5 years of progressively advancing experience in project-level planning, monitoring and results management in public international organizations and private internationally operating organizations in the area of development or socio-economic data collection and analysis;
  • Demonstrated experience in results-monitoring and implementation of systems and tools in the area of RBM and monitoring and evaluation is a requirement;
  • Proven record of analysis and reports on socio economic data;
  • Demonstrable training/experience in quantitative and qualitative data collection methodologies is an asset;
  • Familiarity with SPSS is preferable;
  • Experience in working at the country level, preferably in post-conflict environments;
  • Strong communication skills both written and verbal, demonstrated report writing skills;
  • Strong organizational skills;
  • Proven experience in the design and delivery of capacity development activities;
  • Experience working in multi-cultural teams in a requirement;
  • Computer literacy – MS office applications, web-based management information systems.

Language skills:

  • Fluent in spoken and written English with excellent oral and written communication skills;
  • Excellent drafting and editorial skills.

Working Arrangements

Institutional Arrangements:

  • Under the direct supervision of the Head of Programme Unit (Livelihoods Resilience Unit) and in overall coordination with the Country Office (CO) Programme and Results Teams, the Reporting and Statistics Expert contributes to Project monitoring and reporting processes. S/he is responsible for ensuring that the results-monitoring system is adequately implemented, results-data and information are systematically collected and analysed in close consultation with UNODC. S/he ensures that all reports of the Project are prepared in a timely manner and in accordance with UNDP corporate and donor guidance.

Duration of the Work:

  • 12 Months with maximum 120 Working Days with 4 missions to Kabul, Afghanistan (2 weeks in each mission – 56 calendar days in total).

Duty Station:

  • Home-based with 4 missions to Kabul Afghanistan (2 weeks in each mission – 56 calendar days in total) with the for provincial travel in consultation with the project.

Price Proposal and Schedule of Payments

The contractor shall submit a price proposal as below:

  • Daily Fee – The contractor shall propose a daily fee, which should be inclusive of his professional fee, local communication cost and insurance (inclusive of medical health insurance and evacuation). The number of working days for which the daily fee shall be payable under the contract is 120 working days;
  • The contractor shall propose a Living allowance at the Kabul applicable rate of USD 162 per night for his/her stay at the duty station. The number of nights for which the Living allowance shall be payable under the contract is 56 nights. The contractor is NOT allowed to stay in a place of his choice other than the UNDSS approved places. UNDP will provide MORSS compliant accommodation in UNOCA Complex to the contractor. The payment of accommodation shall be made directly by the contractor;
  • Travel & Visa – The contractor shall propose an estimated lump-sum for home-Kabul-home travel (economy most direct route) and Afghanistan visa expenses.

The total professional fee, shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology:

  • Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and;

  • Having received the highest score out of a pre-determined set of weighted technical and Financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Proposal (40 marks):

  • Technical Approach & Methodology (20 marks) – This explains the understanding of the objectives of the assignment, approach to the services, a methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach;
  • Work Plan (10 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan;

  • Interview (10 marks).

  • Relevant work experience (20 marks).

  • A brief description of why the individual considers him/herself as the most suitable for the assignment;

  • A methodology, on how they will approach and complete the assignment and work plan as indicated above.
