The Integrated Territorial Development 2 project builds on the successes of the ADC-UNDP “Local-level Response for Employment Generation and Integrated Territorial Development (InTerDev)” project that has been implemented in southern Kosovo’s municipalities of Dragash/Dragaš and Shtërpcë/Štrpce since 2014. The InTerDev 2 will continue to utilize tested methodologies and will expand its services to a new municipality of Viti/Vitina in the south-east of Kosovo. With the overall objective that inclusive and sustainable income generation and job creation for women and men is improved in the municipalities of Dragash/Dragaš, Shtërpcë/Štrpce, and Viti/Vitina, the project’s purpose is to enhance municipal public service provision in rural development and, in a gender equitable, socially inclusive and environmentally sustainable manner, expand economic activity of local micro and small businesses. It is expected that, as a result of project’s three core pillars of activities: 1) municipal officials have enhanced capacities in provision of services in rural development; 2) local micro and small enterprises and farmers have been supported to upgrade their businesses; and 3) bottom-up approaches and local-level concertation for employment generation in the form of Territorial Employment Pacts operate at the municipal level. Working closely with a variety of public, private sector, and non-governmental sector partners on the local level, the InTerDev 2 will continue to serve citizens who are at risk of socioeconomic exclusion: local smallholder farmers, micro business initiatives, long-term unemployed and low-skilled or unskilled residents, women, youth, non-majority communities, as well as people with disabilities.
The Viti/Vitina municipality is a well-known region for cultivation of vegetables in the greenhouses. Currently, with additional support from INTERDEV 2, the municipality counts a total of 946 different agricultural producers who are divided mainly in three sectors: Cereals, arboriculture and vegetables. According to the above-mentioned data, 533 farmers are actively involved in producing cereals, 194 farmers involved in producing vegetables and 120 farmers in producing arboriculture. As such, the need for a sustainable cultivation and expansion of their productivity in line with the modern standards, is required.
Therefore, the persistent issue that constrains long-term economic progress among farmers in this and vegetable producers in particular, is the issue of using the modern methods in the following: planning the activities, planting the seeds, production of seedlings, early and late seasonal products in closed systems, airing and lighting systems, usage of irrigation systems, newest agrotechnical conditions for production in greenhouses, the heat regime, plant nutrition in closed systems, calculation of herbal needs for nutritional properties, food solutions, grafting process and others.
Based on an in-depth participatory territorial audit in the three partner areas assessing the local potentials, the 3 Territorial Employment Pacts (1 first-generation for Viti/Vitina Municipality and 2 second-generation in Dragash/Dragaš and Shtërpcë/Štrpce) provide a set of interventions to generate and/or formalise jobs targeting primarily vulnerable individuals, and have been designed in partnership with the respective stakeholders in each municipality. In Viti/Vitina Municipality, TEP is being implemented for the first time and farmers have access to the services opened by the project. Under TEP Intervention 3, 35 farmers selected in competitive process, received the greenhouse expansion package and furthermore these greenhouse producers and the others that benefited under Second LDF Call for grants (Local Development Fund), will receive complementary advisory services and association building. This TOR related to the project result 3) bottom-up approaches and local-level concertation for employment generation in the form of Territorial Employment Pacts operate at the municipal level.

Objectives of Assignment
The objective of this assignment is to introduce the best practices for off-seasonal products in greenhouses for Viti/ Vitina selected producers, including production technologies, seasonality and high-end product. Eco-profit agriculture and environmental protection is to be streamlined through the training, training materials and mentoring activities by teaching ‘know-how’ techniques to further improve production and become sustainable producers in this sector.

Devoirs et responsabilités

Under the direct supervision of the InTerDev2 Project Manager and in cooperation with the Municipal Project Support Officer in Viti/ Vitina, the consultant is expected to:

  1. Conduct a desk review of relevant materials and prepare two-days interactive training methodology based on the current situation of greenhouse producers for cultivation of vegetable herbs in protected areas (closed systems) in Viti/ Vitina Municipality. The training materials must streamline eco-profit agriculture and environmental protection; (1 w/d)
  2. Organize and deliver the two-days interactive training in the classroom and in the field on cultivation of vegetable herbs in protected areas for up to 40 greenhouse producers with the support from the Municipal Project Support Officer of Viti/ Vitina Municipality and in collaboration with the Municipal officials responsible for agriculture and economic development; divided in 2 groups, 2 days for each group; (4 w/ds)
  3. Responding to the gaps identified during the training, prepare a schedule and conduct site visits for up to 40 greenhouse producers, supported under TEP and Second LDF call for grants, in advising them about the new methods of vegetable production and other issues as identified, including environmental protection and eco-profit agriculture; (5 w/ds)
  4. Draft and design a two-pages booklet/pocket guide (Albanian version), for greenhouse producers related to basic knowledge for a greenhouse; (1 w/d)
  5. Submit a final report on implementation of the assignment, summarizing the outcome of the trainings, lessons learned, as well as providing further recommendations for greenhouse producers. All training materials, field visit records validated by the producers, booklet, and other products of the assignment should be attached to the report. (2 w/d)

Expected Results

  • The interactive training methodology for cultivation of vegetable herbs in protected areas (closed systems) is prepared, eco-profit agriculture and environmental protection streamlined. (1 w/d)
  • The interactive training in the classroom and in the field on cultivation of vegetable herbs in protected areas for up to 40 greenhouse producers in Viti/Vitina Municipality is conducted in two groups (4 w/ds)
  • The site visits and the advises for up to 40 greenhouse producers are conducted based on the schedule in place (5 w/ds)
  • The booklet/pocket guide for up to 40 greenhouse producers is prepared and distributed (1 w/d)
  • Final report summarizing the lessons learned as well as providing recommendations for greenhouse producers is prepared and validated by UNDP (2 w/ds)


Deliverables / Final Products Expected

  • Based on the desk review, an implementation plan including the timelines has been prepared and submitted to the project for approval;
  • Two two-days interactive training (in the classroom and in the field), with 2 groups of 40 greenhouse producers is conducted;
  • The booklet/pocket guide for up to 40 greenhouse producers is prepared and distributed; Attendance records of farmers are submitted;
  • Final report summarizing the lessons learned as well as providing recommendations for greenhouse producers is prepared and validated by UNDP.

Scope of price proposal and schedule of payments


Remuneration - Lump Sum Amount
The Contract is based on lump sum remuneration and shall be processed subject to deliverables as per the schedule listed below:

- Upon successful completion and validation of all activities: 100% of the total amount

Required Presentation of Offer

The following documents are required to be submitted.

  • P11 (signed), indicating all past experiences from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references.
  • Technical proposal, a max. 2-page documents briefly outlining the methodology envisaged for the assignment for delivering the expected results within the indicated timeframe.
  • Financial proposal, the consultant is expected to provide an all-inclusive lump sum amount/financial proposal. The Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

 
Criteria for Selection of the Best Offer:

Offers will be evaluated utilizing a combined Scoring method – where the qualifications and technical proposal will be weighted a max. of 70%, and combined with the price offer which will be weighted a max of 30%.

Qualifications et expériences requises

Education:

  • Master’s degree in Agriculture (horticulture and vegetables) or another related field is required. Bachelor’s degree on relevant fields are eligible to apply in combination with 6 years of work experience.

Experience:

  • At least 3 years of demonstrated relevant experience in provision of consultancy services in agriculture, preferably in greenhouse farming.
  • Knowledge of best practices in greenhouse farming, eco-profit farming, agriculture, is required.

Language requirements:

  • Knowledge of fluent spoken and written Albanian, and English is required. Knowledge of Serbian language, is an asset.
