The UNDP RBEC Regional Programme Document for Europe and the CIS (RPD for ECIS) 2018-2021 was approved by the Executive Board in January 2018. One of the outputs of the regional Program highlight the need to advance new development partnerships for the 2030 Agenda, by creating an “Enabling environment strengthened through diverse partnerships to expand opportunities for public and private sector, including alternative financing, for achievement of the SDGs”, including through support to new and emerging development cooperation providers (Output 2.3). 

As part of UNDP’s efforts to enhance strategic positioning and partnership profile globally, including in countries of Europe and the CIS, UNDP seeks to catalyze action that will help governments take advantage of multilateral funding for development and lead to new and innovative partnerships, including with International Financial Institutions (IFIs), private sector, foundations and the new and emerging donor governments.  

Within the framework of UNDP Regional Programme for Europe and the CIS, a contract will be awarded for a Partnership Consultant to undertake activities related to development of strategic partnerships for UNDP RBEC, South-South cooperation and resource mobilization support to Country Offices in Europe and the CIS. The consultant will undertake activities related to UNDP’s new partnerships agenda, with focus on the support to UNDP Country Offices in the area of resource mobilization and emerging partnerships, engagement with the International Financial Institutions and support to the capacities of the region’s emerging donors. The consultant will also support the team to maintain and further develop its emerging donors portfolio, supporting the elaboration of a new generation of support services for new donors and expanding the range of countries UNDP is working with in the region, while also contributing to the successful delivery of currently ongoing partnerships (with Russia, Turkey, Czech Republic, Slovakia, Romania, emerging donors in the Western Balkans).  

This work is aligned with UNDP’s corporate Resource Mobilization Action Plan. At the regional level in ECIS, this agenda is led by the New Partnerships and Emerging Donors team. The consultant will report to the Team Leader, New Partnership and Emerging Donors, UNDP Istanbul Regional Hub. 

Devoirs et responsabilités

The consultant will provide targeted analytical and organizational support to UNDP and project stakeholders. More specifically, the Consultant will undertake the following activities:

  • Provides inputs to the implementation of strategic partnerships with Russia, Turkey, Romania, Czech Republic, Slovakia, Poland, Western Balkans emerging donors and other partners;
  • Provide inputs to resource mobilization work of the team and support new and innovative partnerships for UNDP COs in RBEC, including RM intelligence, partnerships with international financial institutions (IFIs), domestic resource mobilization, and engagement with the private sector and foundations;
  • Contribute to South-South, East-East and triangular cooperation in the region, including through supporting ECIS donors to position strategically their expertise and assets;
  • Support the regional capacity building and knowledge sharing initiatives, including management of dedicated peer-to-peer workshops focusing on ODA reporting, multilateral aid allocation, SDGs and financing for development, and the role of private sector in development cooperation;
  • Liaise with UNDP and external stakeholders as relevant to the above tasks.
  • Contribute to building networks of practitioners in specific partnership areas.

Deliverables

The following deliverables are expected from the consultancy:

  • Analytical reports or concept notes (12 reports or concept notes, 1 every month) - performing comprehensive research and analysis on a broad set of new partnership engagement topics, including South-South Cooperation, partnerships with international financial institutions and the private sector, and support to emerging development cooperation providers;
  • Resource mobilization support for UNDP Country Offices through donor intelligence, data collection, analysis and specific recommendations (6 documents to support Country Offices written, 1 every two months);
  • Organization of 4 to 5 events throughout the contract duration - facilitating all aspects of knowledge sharing events in coordination with key partners, UNDP Country Offices and thematic teams in the Regional Hub; the dates of the events are not envisaged and shall be decided in coordination with the Supervisor/Certifying Officer upon the awarding of the contract.  

Timeframe: app. 224 working days over estimated period of one year from the start of the assignment.

Payments will be made in 12 equal installments (once a month) upon submitted progress report against deliverables and upon its acceptance by the Supervisor/Certifying Officer (Team Leader, Partnerships team of the UNDP Istanbul Regional Hub). All deliverables should be submitted to UNDP by the Consultant in English.
Travel costs related to the possible missions to Europe and CIS region and beyond, as needed, will be paid separately to the Consultant as per UNDP rules and regulations.

Qualifications et expériences requises

Academic Qualifications/Education:  

  • Master’s Degree in in International Relations, Public or Business Administration, Economics, Social Sciences, Development Studies or related fields.

Experience
Minimum requirements:

  • At least three years of relevant professional experience in planning, managing, and monitoring & evaluation of development projects within an international development organization.
  • Relevant experience in developing partnerships with governments and non-traditional actors in Europe and CIS (especially programme and partner countries in the region). 
  • At least two years of experience in resource mobilization for development. 
  • Solid knowledge of the international development agenda, South-South and triangular cooperation modalities, and the specificities of engagement with new donor countries, demonstrated through at least one project completed, or one research made, etc.
  • First hand experience in organizing events, conferences, trainings etc. on development. 

Assets:

  • Proven work experience with new and emerging donors in Europe and CIS is a plus.
  • Proven knowledge (with two years of experience) on the latest trends on development effectiveness, financing for development, etc. is a plus.

Language skills:

  • Excellent writing, editing, and oral communication skills in English


Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews) and financial criteria specific to the solicitation. 

Only the financial offers of the candidates who will obtain at least 70% of points of the technical criteria (P11 desk review) will be opened. 

Technical Criteria - max. 70 points:

  • Criteria A - At least three years of relevant professional experience in planning, managing, and monitoring & evaluation of development projects within an international development organization. –max points: 15
  • Criteria B – Relevant experience in development partnerships with governments and non-traditional actors (like IFIs, private sector, foundations) in Europe and CIS especially programme and partner countries in the region - max points: 15;
  • Criteria D – At least two years of experience in resource mobilization for development –max points: 8;
  • Criteria E – Demonstrated knowledge of South-South and triangular cooperation modalities, particularly as applicable to Europe and CIS donors - max points: 6;
  • Criteria-F – Demonstrated first-hand experience in organizing events, conferences, trainings etc. on development (a minimum of three events, to be listed) max points: 5 (more than three events) 
  • Criteria G- At least two years of experience in financing for development max points: 6 
  • Criteria H – Proven work experience with new and emerging donors in Europe and CIS, especially designing and setting up new partnerships with such donors - max points: 15;

Financial Criteria – max. 30  points.
