UNDP Global Mission Statement:

UNDP Afghanistan Mission Statement:

UNDP supports stabilization, state-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years, UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund (LOTFA), which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan (UNAMA) and the UN system as a whole to maximize the impact of its development efforts on the ground.

Organizational context:

UNDP is committed to augmenting the capacity of the Government of the Islamic Republic of Afghanistan’s (GIROA) to administer rule of law and improve security for all Afghan citizens.  As the lead rule of law institution in the country, improving the ability of the Ministry of Interior Affairs (MOIA) to fulfil its mandate remains critical to the overall stability of Afghanistan and its people.  As the UN’s primary development agency, and a longstanding development partner to GIROA’s rule of law and security sector, UNDP Afghanistan plays a leading role in facilitating reform and development of MOIA.  

To adhere to the MoIA 10-year vision to increase the presence of trained women in the Afghan National Police (ANP), MoIA designated the Sivas Police Training Academy (SPTA) in Sivas, Turkey to undertake trainings targeting newly recruited female cadets. From 2013, the SPTA initiative has been party of previous phases of LOTFA and more recently, the MOIA and Police Development Project (MPD Project).  Since the start of the SPTA initiative, the number of policewomen in the ANP has almost doubled making up a little more than 2 per cent of the entire ANP is female.  

Several major changes are underway within LOTFA, including the launching of project(s) to succeed the MPD Project.  The new project(s) focuses on supporting the MOIA and the Afghan National Police (ANP) to better provide police services to the community. Notwithstanding the closing of the MPD Project, UNDP remains committed to a number of existing initiatives, such as the SPTA initiative. Consequently, UNDP’s Rule of Law and Human Security Unit (ROLHSU) is seeking an Police Training Consultant to implement the tasks and activities associated with the SPTA initiative.

Under the overall guidance and supervision of the relevant Project Manager (and in his/her absence, the Head of Rule of Law and Human Security Unit (ROLHSU) and direct supervision of the Programme Management Specialist), the Consultant will be responsible for leading the implementation of the SPTA initiative.

Scope of Work and Deliverables

The Police Training Consultant is responsible for carrying out the tasks and activities pertaining to the SPTA initiative.

All tasks will have to be conducted promptly and according to the SPTA initiative implementation plan. A key objective of this consultancy is to support the implementation of the female cadet foundation and follow-up training programs. The Consultant will provide technical advice to the MoIA counterparts and assist in the development and implementation of comprehensive training evaluation and assessment activities regarding the female police training programs, in particular the Sivas Police Training Academy (SPTA) programs for Afghan Female Cadets.

The Afghan Female Police Training Consultant, in collaboration with the respective MoIA Directorates and Departments related to Gender, Recruitment, Training, Human Resource and Personnel Administration, will ensure the implementation of all activities identified within pre- training, training and post- training phases of the female police trainings conducted in Sivas, and other related initiatives. The Consultant while undertaking this task will work closely with LOTFA project components, UNDP and other agencies and partners to ensure integrated approach and proper harmonisation of crosscutting issues.

The Consultant will be expected to:

  • Provide technical advice and support in all areas of the female police training initiatives within Afghan National Police, with specific focus on the SPTA trainings. The training initiatives will be the foundation trainings, follow-up training, specialized thematic trainings and other professional trainings to improve overall professionalism of the Afghan female police;

  • Provide technical assistance and advisory supports to the MoIA led committee mandated to oversee the entirety of the SPTA initiative and the related activities;

  • Provide advice and support to initiate a comprehensive female recruitment strategy to ensure broad geographic and ethnic representations for the succeeding batch of female cadets sent to SPTA for training;

  • Assist in the development of criteria-based selection and vetting methodology; assist in the application of such methodology to ensure transparent selection of Afghan female cadets to attend SPTA;

  • Working closely with the Training General Command (TGC) and the related departments review the training programs to be provided to the new female cadets at SPTA; ensure the quality of the lessons plans, training manuals, students manuals and other relevant academic provisions fully meet the priorities and standards to prepare professional officers for the ANP; the curriculums needs to ensure full inclusions of the democratic policing principles, human rights, code of conduct and key policing skills to address gender based violence and other issues that are best handled by the female police;

  • Support the identification of qualified Afghan Trainers to undertake relevant Afghan lessons and to oversee the discipline and management aspects of the Afghan trainees during the training at SPTA;

  • Review the service proposals submitted by SPTA to provide the basic cadet trainings for the new batch of Afghan female cadets;

  • Prepare evaluation and monitoring frameworks for the trainings and undertake regular monitoring and evaluation activities to ensure the cadets are meeting the learning goals;

  • Oversee the management of funds allocated for the Sivas female cadet training and other follow-up training programs;

  • Provide timely reports on the progress of the training programs and associated activities conducted in STPA;

  • Following the conclusion of the SPTA training programs, ensure that the graduates are deployed to their respective duty assignments and on the job mentoring initiatives are implemented;

  • Contribute technical support to the initiatives that are essential to improve gender sensitive policing;

  • Contribute to project and donor reporting requirements.

Expected Outputs/Deliverables; Estimated duration to complete:

  • Monthly Progress Report, and any other documentation requested by the Programme supervisor or his/her designate.

Payment Modality: 

Payments shall be made on a monthly basis according to a monthly timesheet (UNDP procurement timesheet format for individual contractors) along the submission of a monthly progressive reports of his/her assignments. The Project Manager (and in his/her absence, the Rule of Law and Human Security Unit Programme Management Specialist) will review the progress and quality of assignment upon outputs prior to payment issuance.

Qualifications et expériences requises

Academic Qualifications:

  • Master’s Degree in public administration, educations, law or gender studies;

  • A first-level university degree in combination with two additional years of qualifying experience in training and education and gender mainstreaming may be accepted in lieu of the advanced university degree.

Experience:

  • With Master’s Degree, minimum of 5 years of progressively responsible experience in police administration, management, training and education, and gender mainstreaming or related field and 7 years with a first-level university degree in combination with two additional years of qualifying experience in training and education and gender mainstreaming may be accepted in lieu of the advanced university degree;

  • Prior experience with the UN is an advantage;

  • Prior experience working with police academies an advantage;

  • Prior experience working in post conflict institution development is an advantage;

  • Proven experience in the mentoring and coaching of Police/law enforcement personnel;

  • Hands-on experience in design, monitoring, evaluation and handover of development projects; and

  • Establishing inter-relationships among international and national organizations and national governments.

Language:

  • Fluency in English required and fluency in Dari and/or Pashtu will be an asset.

Working Arrangements:

Institutional Arrangement

  • The consultant will be provided with office space in the UNDP country office Rule of Law and Human Security Unit and at the LOTFA MOIA offices as required for the duration of his/her contract with UNDP and will provide internet facility, logistical and other support service including transport and security applicable to UNDP international personnel. The candidate however is expected to bring his/her own laptop and mobile phone (UNDP will provide a local pre-paid sim card).

Monitoring and reporting arrangements:

  • The consultant will work under the supervision and guidance of the relevant Project Manager (and in his/her absence, the Rule of Law and Human Security Unit Programme Management Specialist). 

Duration of the Work

  • The whole assignment is foreseen for a period of 3 months with maximum of 66 working days.

Duty Station

  • Primarily Kabul, Afghanistan with possible visits to Sivas, Turkey and field visits within Afghanistan which will be arranged by UNDP.

Price Proposal and Schedule of Payment:

The Contractor shall submit a price proposal as below:

  • Daily Fee – The contractor shall propose a daily fee, which should be inclusive of his/her professional fee, local communication cost and insurance (inclusive of medical health and medical evacuation). The number of working days for which the daily fee shall be payable under the contract is 66 working days;
  • Living Allowance (LA) – The contractor shall propose a LA at the Kabul applicable rate of USD 162 per night for his/her stay at the duty station. The number of nights for which the LA shall be payable under the contract is 91 nights. The contractor is NOT allowed to stay in a place of his/her choice other than the UNDSS approved places. UNDP will provide MORSS compliant accommodation in UNOCA complex to the contractor. The payment of accommodation shall be made directly by the contractor;
  • Travel & Visa – The contractor shall propose an estimated lump sum for home-Kabul-home travel and Afghanistan visa expenses.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology:

  • Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and;

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Proposal (30 marks)

  • Technical Approach & Methodology (20 marks) – This explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach;
  • Work Plan (10 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.

Qualification and Experience (40 marks) [evaluation of CVs for shortlisting]

  • General Qualification (10 marks);

  • Experience relevant to the assignment (30 marks).

Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document:

  • Duly accomplished Confirmation of Interest and Submission of Financial Proposal Template using the template provided by UNDP (Annex II);
  • Personal CV or P11, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Technical proposal:

  • Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • A methodology, on how they will approach and complete the assignment and work plan as indicated above.
